ARMENIA TO PARTAKE IN CAUCASUS PLATFORM CONFERENCE

/PanARMENIAN.Net/ Mr. Shahen Avakian, Secretary General of the staff of
the office of the Foreign Minister of Armenia and Mr. Armen Yedigarian,
head of arms control and international security department at the RA
MFA, will represent Armenia at the international conference on Caucasus
Stability and Cooperation Platform due in Istanbul on January 26 and
27, Mr. Tigran Balayan, RA MFA acting head of the media relations
division told PanARMENIAN.Net.

Azerbaijan will be represented by Deputy Foreign Minister Araz Azimov.

Caucasus Stability and Cooperation Platform supposed to unite Turkey,
Russia, Azerbaijan and Armenia was offered by Ankara following the
August 2008 hostilities in South Ossetia.

Today the Union of Experts has sent an open letter to Grigor Amalyan,
Chairman of the National Commission on Television and Radio (NCTR). The
Union accuses the NCTR Chairman of deliberate idleness. The letter
runs in part:

"Seeing the permissiveness of the Armenian television, the Union
of Experts has initiated an annual nomination entitled "Unpleasant
Transmission." We aim to stop the menacing ruin of future generations
aimed at making fortune.

Mr. Amalyan, we were much surprised to learn that you have welcomed
our initiative. You needn’t welcome our initiative. You had better
work to be worth the salary you are given by tax payers. You are
doomed to idleness as venomous tongues would say. As a result of your
inactivity, our television filled with illiterate, grey, ambiguous
and vulgar expressions.

Once you have welcomed our initiative and admitted the sorrowful
state of our television, we would like to ask you a few questions:

Has any TV Company been crackdowned for illegal advertising activity?

How many TV Companies have been warned about low-quality TV products?

How many Companies have been warned against airing immoral films and
bad language?

How many Companies have been notified of their illiteracy?

Hayastan All-Armenian Fund Implements Program On Construction Of Out

HAYASTAN ALL-ARMENIAN FUND IMPLEMENTS PROGRAM ON CONSTRUCTION OF OUTDOOR LIGHTING SYSTEM IN SYUNIK

KAPAN, JANUARY 23, NOYAN TAPAN. With the assistance of the Armenian
diocese of Tehran, the "Hayastan" All-Armenian Fund has implemented a
program on construction of an outdoor lighting system in Shvanidzor,
Alvank and Nrnadzor communities of Syunik marz (province). The program
cost about 7 million drams. As NT was informed by the Fund’s Executive
Board, 20 light poles were installed in each of the beneficiary
communities for solving the problem of outdoor lighting.

A water-pipe construction program started in the village of Nrnadzor
in October 2008 with the support of the same benefactors. The work
of the first stage has already been completed. The new suction well
ensures water supply of the village through a newly-built 1,200
meter water-pipe. It is envisaged constructing an intertnal water
supply network, two ponds and a pumping station during the program’s
second stage.

President Barack Obama’s inaugural address has been warmly welcomed
by the Turkish media. Three of his statements have been commonly
praised by the Turkish press: his warm message to the Muslim world,
the virtue of democracy, and hope for the future. The liberal daily
Radikal ran the headline "Virtue of Democracy"; the Center-Right
Milliyet announced "A New World"; and the Center-Right Hurriyet’s
headline was "Our Hope Is Obama." The Center-Left Sabah’s banner was
"We Are a Friend of the World." The Islamist Yeni Safak used Obama’s
message to the Muslim world, "Extend Your Hand" for its headline,
while Zaman pronounced "A New Beginning Full of Hope."

Almost all of the newspapers stressed the following paragraph from
Obama’s Inaugural address:

To the Muslim world, we seek a new way forward, based on mutual
interest and mutual respect. To those leaders around the globe who
seek to sow conflict or blame their society’s ills on the West: Know
that your people will judge you on what you can build, not what you
destroy. To those who cling to power through corruption and deceit
and the silencing of dissent, know that you are on the wrong side of
history but that we will extend a hand if you are willing to unclench
your fist (, January 20).

Obama’s message to the Islamic world was welcomed. Editorial
analyses of the substance of the speech have not yet appeared in
the Turkish press, but comments in Internet blogs warmly praised
Obama’s words. Very few of the 116 messages in an Internet blog were
negative. Some of the people were praying for Obama ("May Allah not
embarrasses you"); and one said, "he gave a very positive message. My
gut feeling tells me that this guy will deliver on what he says." "I
hope you will not turn into another Bush," another blogger wrote. Still
another said, "I am deeply touched by his speech and message. May
God help Obama. Our prayers are with him, because he is not only
the hope of America but the hope of all people" (,
January 21). Some 80 percent of Turks were anti-American before this,
but enthusiasm like this indicates that people are ready to forget
what the Bush administration did in the Middle East and want to open
a new chapter of relations with the Obama administration.

Columnists in Turkish newspapers take a positive view of Obama but
also question whether he will actually be able to deliver on his
promises. Beril Dedeoglu of Star, for instance, argues that Obama’s
policies call for sharing responsibilities with the international
community. This policy can only be implemented if all players share
accountability. In short, the United States outlined a model of
cooperation and expects others to go along with it. If international
players accept his plan there will be no problem…but if they do
not? In this case, it appears that the United States will continue to
punish those who damage the harmony of the American-led international
cooperation (Star, January 21).

Soli Ozel of Sabah cited Obama’s speech and interpreted it as a sign of
change. Obama’s statement that "as for our common defense, we reject
as false the choice between our safety and our ideals" showed that
he has a different approach from that of his predecessor Bush, Ozel
said. In addition, "by emphasizing ‘our power alone cannot protect us,
nor does it entitle us to do as we please,’ Obama rejected neo-con,
foreign policy principles. If Obama can keep his promises he will
change not only his own country but also the rest of the world. I
hope he can do it" (Sabah, January 21).

Cengiz Candar of Radikal is the most optimistic policy analyst. He
thinks that "by electing Obama as President, the most powerful country
in the world showed its capacity to change. It will initiate a momentum
of change. After this, it will be very difficult to maintain those
fossilized political structures and fossilized politicians in power"
(Radikal, January 21).

Cuneyt Ulsever of Hurriyet does not agree with the optimist
commentators, claiming that Obama simply cannot pursue his plans for
change but will be a realist and will maintain the United States’
position as a superpower. According to Ulsever, Obama’s policy
preferences will be tested in his Middle East policies. How fast will
he withdraw American troops from Iraq? While withdrawing his troops,
how will he shape the new balance in Iraq? Will he accept the reality
of the Taliban in Afghanistan and the fact that it is not possible
to control Afghanistan without establishing cooperation with the
Taliban? Will he negotiate with Iran and convince it to stop enriching
uranium? How will he position himself toward Hamas and Hezbollah? Will
he continue to work with American-friendly Arab dictators, or will
he endorse democracy in the Arab world? (Hurriyet, January 21).

In addition to the media’s optimism, Prime Minister Recep Tayyip
Erdogan expects Obama to "be the defender of those who have no defender
and the voice of those who have no voice" (Star, January 21).

It seems that with Barack Obama, amost everyone, from the prime
minister down to the man in the street, is ready to open a new chapter
in Turkish-U.S. relations. They do, however, have some concerns as
well. They want to know how he will handle the Armenian claims of
genocide and whether he will continue to support Turkish efforts
to curb Kurdish separatist terror activities. Given the fact that
Obama’s inaugural messages were warmly welcomed in a Muslim country
like Turkey, where anti-Americanism was on the rise, it would perhaps
be a wise step for Obama to visit Turkey in his early days in office
to reinforce his positive position toward the Muslim world.

/PanARMENIAN.Net/ Armenia will agree to form an intergovernmental
commission only after Turkey opens the border and establishes
diplomatic relations with Armenia without preconditions, RA senior
official said.

"Yerevan is not going to make sacrifices to normalize relations with
Ankara," Edward Nalbandian told a news conference Wednesday.

"Armenia will never stop it policy calling for international
recognition of the Armenian Genocide. Dark pages of history should be
turned but the lessons of the past should never be forgotten. Armenia
will never question the fact of the Armenian Genocide," he said.

The Minister agreed with the opinion of his Turkish counterpart Ali
Babacan that the two countries are close to reconciliation.

"Nevertheless, the problems will be resolved only if Turkey agrees to
establish diplomatic relations with Armenia without preconditions,"
he said.

Minister Nalbandian also informed that Armenia will participate in
the impending meeting on the Caucasus Platform.

machinery officer Hayk Babajanyan was attempted on January 21 morning
by an unknown man, who knifed Babajanyan four times.

In grave condition, Babajanyan was taken to hospital in Yerevan and
operated on.

A criminal case was initiated.

It’s worth noting that Babajanyan was responsible for execution of
legal process against Bjni mineral water plant, owned by the family
of former MP Khachatur Sukiasyan wanted by police after the March
1 events.

of an Armenian from Kales Airline Services Dutch company because of
the national identity turned out to be just disinformation.

To recall, earlier Azerbaijani mass media informed about revelation of
an Armenian by nationality, Meri Sarkisyan, among other employees of
the indicated Company by representatives of Azerbaijan who allegedly
insisted on dismissal of M. Sarkisyan for her national identity.

However, replying to the request of ‘Golos Armenii’ newspaper,
the Company said they were not going to dismiss M. Sarkisyan,
especially because of the mentioned reason. ‘Representatives of
about 20 nationalities work in Kales Airline Services and no one
was ever dismissed for the reason you indicate referring to the
press. M. Sarkisyan is still working in our company and no one asked
her to leave the work, especially for the reason you indicated in
the letter. Our company is a commercial one and it takes care about
its employees very well.

We have been cooperating with more than 100 airlines from different
countries during 15 years, moreover, we cooperate with Armenian,
Chinese, Russian, American and other airlines, and all this rules
out displaying of racism by us’, the company said.

undoubtedly used by the Turkish authorities if US recognizes the
Armenian Genocide, Director of the Institute of Oriental Studies of
the Armenian National Academy of Sciences, turcologist, Professor
Ruben Safrastyan told journalists today.

"In case the USA recognizes the Armenian Genocide, the Turkish
authorities will have to take certain measures with respect to the
USA taking into account the fact that the population of Turkey is
very discontent with US policy in the region. However, these measures
will not be of the radical nature as sharp action of Turkey against
its ally on NATO may disrupt the in the region", the expert said.

He thinks that the threatening statements of the Turkish authorities
to the USA are part of a standard policy carried out by Ankara
with respect to the countries that want to recognize the Armenian
Genocide. However, he said, this policy takes a real shape very rarely.

"Everyone remembers what a dust was raised by Turkey regarding
adoption of a bill by France on criminal prosecution of the persons
denying the Armenian Genocide – even the French goods in Turkey were
boycotted. However, Turkey and France presently cooperate in economy
even more actively than before this boycott", Safrastyan resumed.

YEREVAN, JANUARY 21, ARMENPRESS: Heads of parliamentary delegations
of CSTO member countries to OSCE PA will meet January 22, in the
Secretariat of Collective Security Treaty Organization, Moscow.

An official from the national representation of the CSTO international
public center of information support told Armenpress that this is the
first meeting of representatives of CSTO legislative bodies within
the frameworks of coordination of the foreign political activity.

It has been noted that the heads of parliamentary delegations will
refer to the issues which have been included in the agenda of the
session of the OSCE PA scheduled for the second half of February
in Vienna, will exchange opinions on them and will work out joint
positions in case of necessity.

Head of the delegation of Armenian parliament to the OSCE Parliamentary
Assembly Aram Safarian has also left for Moscow to take part in

Today, at the conclusion of the international gas summit in Moscow,
Presidents of Armenia and the Russian Federation, Serzh Sargsyan
and Dmitri Medvedev held a private meeting. The President of Russia
expressed his gratitude to the Armenian colleague for accepting the
invitation and participating at the works of the summit. The Presidents
hailed the current relations between the two states describing them as
dependable and adequate to the strategic partnership between Armenia
and Russia.

The President of the Russian Federation noted that the partnership
between Armenia and Russia was much more satisfying than the tough
issues that have been discussed at the international summit. In his
turn, President Sargsyan stressed the importance of cooperation in
the energy sphere with Russia and Gazprom company, assessing it as
reliable, based on long-term objectives. Serzh Sargsayn underlined that
during the last three years Armenia has expanded the gas consumption
three-fold, while the level of gasification of the country places it
among the leaders not only in the CIS but also in the world.

Presidents Sargsyan and Medvedev concurred that frequent high level
contacts and meetings allow to revisit and to find solutions even
for the minor issues.
