Paruir Airikian, a former Soviet dissident now one of the leaders of
the Armenian opposition, has made a statement about Russian-Armenian
relations. According to him there are two types of interstate
relations: one is based on the mutual benefits these relations can
bring and the other on the similarity of their systems of values. The
former dissident thinks that Armenia’s relations with Russia are
neither.

Airikian thinks that Armenia is being forced to play Russia’s
imperialistic games as Russia does not need a strong Armenia. For USD
100 million Russia has taken 80% of Armenia’s national wealth. Airikian
alleges that in the high echelons of Yerevan are many Russian agents
who do their best to prevent Armenia from establishing friendly
relations with Europe.

Airikian said that Armenians living in Russia are mostly in very bad
conditions. "We have become Russia’s hostage; this is the worst form
of slavery," states Airikian.

in the Armenian-Turkish relations is possible only through the
Nagorno-Karabakh conflict, taking into consideration territorial
integrity of Azerbaijan, experts considers.

"Turkish officials have underscored the seriousness of the process
of normalization of relations with Armenia, but Turkey has also been
careful to keep Azerbaijani officials informed of its priorities as
well as to sustain efforts aimed at solving the Karabakh conflict,"
Licinia Simao, expert on South Caucasus, said.

The position of Turkey and Azerbaijan on the Nagorno-Karabakh conflict
remains unchanged, the Ihlas news agency quoted Turkish Prime Minister
Recep Tayyip Erdogan as saying at a press conference on Feb. 18.

"We are continuing the process with Azerbaijan in the same direction,"
Erdogan said.

The former Soviet republics of Armenia and Azerbaijan are officially
in the situation of war because of the Nagorno-Karabakh region,
populated by Armenians. Self-proclaimed republic is considered by
the world community as part of Azerbaijan. Since the beginning of
the Armenian- Azerbaijani conflict in 1988, nearly 35,000 people have
been killed, 20 percent of the territory of Azerbaijan, in particular
Nagorno-Karabakh and seven surrounding regions, are still under the
occupation of the armed forces of Armenia.

A ceasefire agreement was reached in 1994. Still Baku and Yerevan hold
negotiations through international mediators, which have yielded no
results. The ceasefire agreement is periodically broke on the line
of contact of the armed forces of sides.

Turkey and Armenia attempt to normalize the relations, which were
broken off already in 1993 due to Armenia’s "genocide" campaign and
forceful occupation of 20 percent of Azerbaijani territory.

Turkish President Abdullah Gul visited Yerevan on Sept. 6, 2008
after being invited by Armenian counterpart Serzh Sargsyan to watch
a football match between the two countries. Efforts have been made
to normalize ties ever since.

The observers consider that the improvement in the Armenian-Turkish
relations is possible only through the Nagorno-Karabakh conflict,
taking into consideration territorial integrity of Azerbaijan.

Turkey has demands without which it is impossible to establish
relations with Armenia and settlement of the Nagorno-Karabakh conflict
basing on Azerbaijan’s territorial integrity is one them, Turkish
Expert to Caucasus Kamer Kasim said.

"If the Nagorno-Karabakh conflict is not settled in line with
Azerbaijan’s territorial integrity, Ankara will not establish relations
with Armenia, because borders were closed due to Armenia’s occupying
the Azerbaijani territories," Usak International Strategic Research
Centre Expert Kasim told Trend News in a telephone conversation
from Ankara.

Baku and Ankara have a clear agreement on the Nagorno-Karabakh problem
and Turkey will never establish relations with Armenia unilaterally if
Yerevan does not follow the agreement. "Turkey will never establish
relations with Armenia in prejudice of Azerbaijan, as Azerbaijan is
a key figure to settle the conflict," Kasim said.

"The Turkish government stated that Turkey will not establish
relations with Armenia without the Armenian troop’s withdrawal from
the Azerbaijani occupied lands," Azerbaijani Parliamentary Member
Asim Mollazade told Trend News.

"I have recently been in Ankara where officials of the Turkish
governing party stated at the highest level that Turkey supports
Azerbaijan as usual," Azerbaijan Democratic Reforms Party Chairman
Mollazade said.

Baku should rely on the Turkish government’s promise that Ankara is
seeking to assist in settling the Nagorno-Karabakh conflict as usual,
he said. "Serious breakthrough in the conflict settlement will not
occur without the Armenian troop’s withdrawal from the occupied
territories," Mollazade said.

For Armenia the ongoing conflict with Azerbaijan carries a great deal
of hardships and Yerevan would be happy to resolve the situation,
Simao said.

"This is more so, as the current status quo in Karabakh is seen
in Yerevan as equivalent to a de facto autonomy from Azerbaijan,"
University of Coimbra Fellow Simao wrote to Trend News in an email.

The international community should take this context into account and
make all efforts and preparations to assist in the implementation of
a settlement agreement, Simao said.

Most of experts think if Turkey establishes diplomatic relations
with Armenia, this will improve a situation with settlement of the
Nagorno-Karabakh conflict while basing on Azerbaijan’s territorial
integrity.

Russian political scientist Kirill Tanaev said the improvement of the
Armenia-Turkey ties might have an influence on the resolving of the
Nagorno-Karabakh conflict positively, since expansion of confidence
measures in the Caucasus region has an objective contribution to the
resolution of the conflict.

"Turkey seeks to play a more active role, and this means that it would
like to speak unless the arbitrator, then one of the mediators between
Armenia and Azerbaijan," Rational Policy Fund director general Tanaev
said to Trend News.

If turkey has diplomatic relations with Armenia it can only improve
the resolution of the conflict in Nagorno- Karabakh, Director of
Inside Europe, an Armenian think-tank in Brussels Nicolas Tavitian said

"Right now Turkey has no means to help in resolution of this conflict,
but if it talks to Armenia it will have means of persuading Armenia,"
Tavitian said.

Now Turkey has established actual relations with Armenia and has
more abilities to influence the country. Once diplomatic relations
are established and economic relations are established then Armenia
will have interest in Turkey. You look to your partner- you listen
to the people who listen to you.

Azerbaijani political scientist does not agree with this statement.

"Armenia’s position is not based on its relations with the countries,
as many are interested in solving this conflict, and while they have
good relations with Armenia," Molladze said.

stopped its activity. An explanation appeared on the latter: "The
project is temporarily closed", AIF Agency reports. Human rights
defenders qualified this as the next hit to the freedom of press
in Azerbaijan.

The site editor Elnur Baimov does not respond to the telephone calls
and e-mail requests. One of his employees said Baimov announced about
the site closure but did not explain the reasons.

Both own materials and information of the local news agencies were
placed on Day.az. It was among the most popular websites in the
republic.

Some experts connect the site closure with the upcoming March
referendum in Azerbaijan concerning possible lifting of restrictions
for the period of Ilham Aliyev’s presidency. This will allow the
Azerbaijani president to stay in his post also upon expiry of his
second presidential term.

YEREVAN, February 19. /ARKA/. Armenian Government has approved
amendments to the law on currency regulation and control and to the
code on administrative offences.

Arthur Javadyan, chairman of the Central Bank of Armenia, speaking
at Thursday’s governmental meeting, said that the amendments tighten
punishment for monetary offences.

He said that those commercial and non-commercial organizations
violating rules for price-marking procedures as well as those failing
sign and implement monetary agreements properly will be fined AMD 2
million instead of present 500,000 or stripped of their license for
one year, if they violate the law for the first time.

The fine of 4 million is intended for the second time instead of
present 200,000 to 7,000.

The amendments also implies stricter punishment for offenders having no
Central Bank’s license – AMD 2 million instead of present 100,000 and
4 million for the repeated violation instead of present 200,000. ($1=
AMD 305.41)

The Press Office of the Holy See of Etchmiadzin reports that
Archbishop Nerses Pozapalyan suffered a brain seizure after a robber
attacked him after gaining entry to the clergyman’s apartment on the
grounds of the Holy See yesterday evening. Hearing Archbishop
Pozapalyan’s cry for help a worker at the Brotherhood’s residence
rushed to the scene to find the clergyman on the floor.

An ambulance rushed Archbishop Pozapalyan to the hospital in the town
of Etchmiadzin and he was later taken to the Nairi Medical Center
where he was diagnosed as having sustained a brain seizure.

The attacker has been arrested and a preliminary investigation is
underway.

world civilization. This is the reason why many European countries wish
to lay a bridge towards Armenia. The opening of the House of Europe in
Armenia can serve as a foundation for such a bridge, German professor,
one of the founders of German University in Armenia, Paul Imhof told
a news conference in Yerevan today.

For his part, Eduard Saroyan, Chairman of the Board of Directors of
German University in Armenia said University will be located at the
House of Europe, along with research centers charged with the task
to disseminate European values in the republic. He also briefed on
aims and objectives of the new university.

The founders of the university are mainly professors from Germany
and German-Armenian Association. University curriculum will include
European Studies as well as European civilization-related subjects.

"Our University offers MA and postgraduate courses. The emphasis will
be laid on education quality rather than students’ quantity. In future,
our graduates will be as competitive in the labor market as graduates
of other prestigious universities of Armenia," Saroyan said.

He also noted that university professors will be able to give lectures
directly from Germany via videoconferences and video-boards.

The official opening of German University is scheduled for June. "Our
tutoring costs will not exceed those of Armenia’s prestigious
universities. To study at our university, knowledge of German is not
obligatory, yet students should speak English," Saroyan said.

change in its decree "On Order of Initial Compensation for the NKR
Citizens’ Deposits Depreciated since 1993 in "Artsakhbank" CJSO",
dated March 30, 2004.

In compliance with this, citizens born under 1962 can receive indemnity
for deposits. Before this change indemnity was paid to depositors
born under 1958.

Tomik Davtian has been included in Iran’s national youth football
team. As Alik daily reported, he is the first Armenian boy to enter
the youth team of Iran.

The 12-year-old Tomik is a second grader at "Nairi" school. He started

A European Commission’s experts team led by Director Ms Ewa Synowiec
from Directorate General for Trade will carry out a fact-finding
mission to Yerevan on 18-19 February. This mission will help in
mapping out a preparatory process for possible future negotiations of
an ambitious free trade agreement (FTA) between the European Union
(EU) and Armenia. Deeper economic ties are a key element in the
EU’s Neighbourhood Policy and the new Eastern Partnership initiative
launched last December.

The European Commission’s team will hold 2 days of meetings at both
technical and senior level with Armenian officials. These discussions
should enable the European Commission to identify priorities for
reforms which would help Armenia’s prepare itself for the launch of
negotiations of a deep and comprehensive free trade agreement with
the EU.

Such an FTA is an ambitious project. It would considerably upgrade
the present trade ties by offering both sides preferential access
to each other’s markets, supporting economic reforms in Armenia and
offering new opportunities for Armenian businesses. Implementing the
recommendations will help Armenia to enjoy the benefits of an agreement
more quickly. The EU is committed to continuing to assist Armenia in
its reform work, including by providing technical assistance.

A possible future FTA between the EU and Armenia which is one of
the most important elements of the Eastern Partnership would lead
to Armenia’s genuine integration with the EU in the area of trade
and economy, thus bringing in the medium and longer term economic
benefits to the Armenian companies and consumers. Concretely, an
ambitious bilateral FTA would not only gradually remove the remaining
tariffs in the bilateral trade in goods, but also provide for a deep
liberalisation of provision of services, flow of investments, and
anchor Armenia’s systemic reforms through gradual approximation of
her legislation and practices with the relevant EU law and procedures.

To this end the Armenian Government has been invited to concentrate
its efforts on proper implementation and enforcement of adopted law
and strengthening institutional capacity. This would have a positive
impact on transparency and predictability of Armenia’s legislative
framework and hence create a business friendly environment for domestic
companies and foreign investors and as a result contribute to the
economic growth, diversification of the economy and creation of jobs.

The independent feasibility study on a possible future EU-Armenia
FTA finalised in May 2008 has concluded that Armenia has made some
progress in creating these conditions, but additional efforts are
necessary. Therefore at this stage, the EU and Armenia are not yet
negotiating an FTA, but are aiming at streamlining a process=2 0towards
creating conditions for preparing respective negotiating mandates by
both sides and opening such negotiations in the future. In order to
accelerate this preparatory process the European Commission has decided
to carry-out a large fact-finding mission to Armenia. This mission
will in particular aim at assessing which priority reform steps the
Armenian authorities should take and how the EU could assist them in
their efforts, including by means of specific technical assistance
projects. This mission will build on the positive experience of the
Commission’s customs mission to Armenia carried out last July.

As regards the EU technical assistance, it is in particular worth
noting that the instruments of Twinning, TAIEX and SIGMA, that proved
their pertinence in addressing regulatory approximation issues in case
of the new EU Member States, are available to Armenia. Furthermore,
the EU will provide a high level adviser to the Minister of Economy,
within the new EU advisory Group to be deployed in various Armenian
institutions, to provide guidance on the preparatory process for a
possible future bilateral FTA.
