NA VICE SPEAKER: ALIEV MORE CONSENTING DURING NEGOTIATIONS

Studies have shown that Azerbaijani president is more "consenting"
during the negotiations than when he goes back to his country, Vahan
Hovannisyan, vice speaker of parliament, told a press conference
today. The vice speaker believes Azerbaijan would better declare itself
a "monarchy" with the power inherited from father to son. Speaking
about continuing negotiations on OSCE format, Hovannisyan praised the
document saying "it may serve as a base for conflict settlement." The
vice speaker said Armenia should have a tough stance on conflict
settlement under the conditions of "changing moods of Azerbaijan."
