Otherwise, at least those ministers whose activities have been the target of public dissatisfaction for a long time would leave their positions. The almost unchanged composition is not an indicator of stability, but of management stagnation. It shows that the government is no longer able to restore the public’s trust and prefers to maintain the exhausted model.
Conservative personnel policies are often presented as “stability”. However, when the same team remains unchanged for years, and the criticized ministers remain in their positions, it is institutional fatigue. The team begins to act not with the logic of solving new challenges, but with the logic of preserving its own existence. Changes are made not for systemic revision, but for internal balance or local problem solving.
Political history shows that long-term governments lose the initiative at this stage. They stop proposing a new story and start defending the old one.
When the mandate is not used to renew the team and form a new agenda, it means that there is no new agenda anymore. Only inertia remains. The unchanged composition conveys a simple message to the public. “We don’t see problems that require new people and approaches.”
This is a symptom of fatigue.
Such stagnation usually precedes a deep crisis. When the government no longer offers new ideas, does not renew the team and does not respond to public expectations, it loses initiative and turns into a system moving with inertia. The almost unchanged composition of the government is a political diagnosis. the current government has entered the stage of exhaustion, and personnel stagnation is its most telling manifestation.
When the government stops making history, it itself becomes history.
