According to the preliminary investigation of the criminal proceedings carried out by the RA Anti-Corruption Committee, it was proved that the person holding the position of head of the Vanadzor community used the official position against the interests of the service and committed official forgery. In particular, the preliminary investigation revealed that in 2021, the mentioned official intended to separate a part of the 3.12 ha plot of land transferred to the Vanadzor community with free ownership rights and alienate it to the resident of Vanadzor city in violation of the procedure established by the legislation. In order to realize the criminal intent, the said official changed the operational significance of the plots with different surfaces separated from the mentioned real estate and gave them addresses, thus creating artificial grounds for granting the mentioned plots with the right of development without a tender.
Then, by including false information in the official documents, the same official alienated the plots of land located on Tigran Mets avenue of Vanadzor city without the decision of the council of elders, by way of direct sale to the resident of Vanadzor city, as a result of which the community was deprived of the opportunity to manage the property, which is a community property, with a market value of AMD 24,890,000.
The former head of Vanadzor community was charged. The preliminary investigation on him has been completed, and the criminal proceedings have been sent to the Anti-Corruption Court with an indictment.
