The Defense and Security Committee of the National Assembly again rejected the bill on “getting rid of the army with money” by Hayk Sargsyan, a member of the ruling “Civil Contract” faction, last year.
According to Sargsyan, every year thousands of young people try to avoid the army through various shady schemes, using their financial opportunities. The law would have allowed those funds to be used to improve conditions of service and recruit new conscripts into an army that continues to face personnel shortages.
The discussion of the project at the end of the session caused some tension between Hayk Sargsyan and the chairman of the commission Andranik Kocharyan. The latter, along with other members of the ruling force, opposed the project, fearing that it could have the opposite effect: more people would begin to evade the service already legally.
At the end of the session, the author of the project accused Kocharyan and the commissioners who agree with him that “they are helping the enemy to reduce the number of the army by 30% for free”.
“I will insist until the end: the enemy had to spend billions to reduce our army by 30 percent, you did it for free,” said Sargsyan.
