Council of Europe Commissioner for Human Rights Nils Muižnieks
presented an annual report at a PACE plenary session.

Prosperous Armenia parliamentary group member Naira Zohrabyan asked
him about Armenian POW Hakob Injighulyan.

She noted that the efforts by the International Committee of the Red
Cross (ICRC) have not so far produced any results, whereas each day
spent in Azerbaijan poses a threat to the Armenian man’s life.

The Armenian MP inquired about what PACE and Mr Muižnieks could do
for the Armenian POW to be returned to Armenia or handed over to a
third country.

In response, Mr Muižnieks pointed out the paramount importance of
cooperation between Armenia and Azerbaijan and the ICRC. He noted
that the CE member-nations must honor the conventions they have signed.

No one has a right to inhumane treatment of POWs or captives. During
his visit to Azerbaijan, Mr Muižnieks discussed respect for human
rights. Any inhumane treatment of POWs and captives is unacceptable
and condemnable, he said.
