Edgar Shatiryan: Executive bodies are main violators of human rights
and freedoms

Norms stipulated in Chapter 2 of Armenian Constitution regarding human
rights and freedoms are mostly violated in Armenia, associate
professor of legal sciences Edgar Shatiryan told reporters on Friday.

According to him, the executive bodies are the main violators of human
rights and freedoms. The low level of awareness about their rights and
powers among ordinary citizens and officials often leads to
arbitrariness by the authorities, Shatiryan said.

The Constitution is an ideological document, the basis of legitimacy
of public power and the core of the state’s legal system, he added.

The Constitution of the Republic of Armenia was adopted by a national
referendum on July 5, 1995. The amendments to the RA Constitution were
approved by a referendum held on November 27, 2005.
