Manaseryan: Armenia’s development strategy needs substantial improvement

YEREVAN, March 15. /ARKA/. Armenia’s prospective development strategic
program worked out by the finance ministry needs substantial
improvement, Tatul Manaseryan, an economist and the head of the
Alternative think tank, said Friday at a news conference.

He said the finance ministry should take the development of this
document more seriously, since it will become a basis for the
government’s programs and for mid-term and annual budget programs.

`There are some faults in the document,’ he said. `For example, there
are absolutely no provisions relating to science. Agriculture, which
provides almost half of the population able to work with jobs, is not
seen here as well.’

In his opinion, employment problem should be considered in the program
more carefully, since employment is a guarantee of poverty elimination
in the country.

`It is projected in this program that poverty rate will stand at 13.6%
by 2025 (against 33.1% in 2012),’ the economist said. `I am convinced
that increase in employment rate will lead to poverty reduction. That
is why it is necessary to provide preferences to small businesses.’

Manaseryan said that the strategic program may get its final approval
in six months after being discussed and improved with participation of
nongovernmental organizations. -0-
