Parties playing chess with non-constitutional methods

Ex-foreign minister of the Nagorno-Karabakh Republic (NKR), Arman
Melikyan fully understands why the Prosperous Armenia Party (BHK) and
Armenian Revolutionary Federation- Dashnaktustyun have put forward the
idea of switching to full proportional representation electoral system
at the threshold of the 2013 presidential election.

“These parties are encountering internal crisis; both the parties and
their leaders are discredited,” he said labeling the move of the
forces as a failed deal.

“This resembles pre-election PR,” he stressed.
For his part, political scientist Manvel Sargsyan says the efforts of
the BHK and ARF-D are in vain as the political domain does not reflect
the expectations of the society.
“People realized long ago that Armenia lacks a free electoral system
and do not pin hopes on elections.
Elections have become a board on which political forces play chess
with non-constitutional methods,” he said.
