`CE to react immediately if conflicting sides use force’

If Armenia or Azerbaijan uses force, the Council of Europe (CE)
Monitoring Commission will immediately react to this, without waiting
for a decision from the Parliamentary Assembly (PACE), PACE Secretary
General Terry Davis told a news conference in Strasbourg on Wednesday.
Commenting on the settlement ofthe Upper Garabagh conflict, Davis
stressed that the OSCE Minsk Group alone should deal with the
problem.*
