A. ZAKARYAN: AZERBAIJAN MAKES IT BORING

Panorama.am had an interview with Member of Armenian Parliament
Artak Zakaryan, the co-chair of Parliamentary Assembly committee on
social, education, culture and civil society issues, over the recent
developments in Euronest plenary summit.

-Mister Zakaryan, it was supposed that the European Parliamentary
Assembly should pass a final report during Euronest plenary summit.

The report was finally cancelled. Why?

Georgian MP Davit Darchiashvili and Romanian MP to the European
Parliament Traian Ungureanu were the co-authors of the report. Our
delegation has been long working on this. We’ve submitted 24 proposals
prior to the summit, some were passed, and compromising definitions
were adopted for some of them. One of the provisions of the report
was controversial, we offered another wording, later it was defined
to remove that controversial point. We’ve given our agreement to save
the report. The delegations of Azerbaijan, Georgia and Moldova were
against to any proposal. The Armenian delegation declared the issue
was of vital significance for the security of our country and demanded
consensus. The Moldovan delegation agreed with the Armenian delegation,
while Georgians and Azeris remained uncompromising rejecting any
talks on right of self-determination and non-use of force. That was
unacceptable for us. The Bureau session recorded that Azerbaijani
delegation remained uncompromising, thus the plenary session didn’t
pass that vital report for Euronest.

-The statement released by the Armenian delegation says in the
plenary summit it has turned out that for some delegation the art of
compromising is unacceptable. Could you open the brackets?

I’ve described you the short version of the process. New proposals
and new wordings were born during the panel-discussions. Members of
our delegation Naira Zohrabyan, Lilit Galstyan, Stepan Safaryan, Vahan
Hovhannisyan and me were delivering remarks on territorial integrity
and right of self-determination, the situation in the line of contact,
failing of Kazan summit by Azerbaijan, their destructive policy,
regional blockade and other obstacles for the peaceful resolution of
the conflict. Representatives of European parliament and Ukrainian
MPs made their remarks supporting the disposition of our delegation.

Azerbaijani MPs released statements based on fake and wrong
information. Some MPs from the Eastern Partnership joined the stream.

-What do you think, what is the mission of Azerbaijani delegation to
Euronest? What does Azerbaijan gain from it?

In all the international organizations, in Euronest PA also Azerbaijani
delegation is boringly creating panic. It’s done to cheat their society
making more armed their interior propaganda, reinforcing anti-Armenian
atmosphere. The only mission of Azerbaijan is to misguide both interior
and foreign information streams. We knew they would be holding on
their destructive and intolerant approach.

-What are the further steps the delegation will launch?

I feel regret that the report wasn’t passed. It could be useful for
the states of Eastern Partnership. Still there are issues of top
priorities which cannot be abandoned. Euronest PA didn’t pass the
report, but this doesn’t necessarily mean the organization lost its
role. Euronest PA commissions have adopted short-term and long-term
agenda issues, which need to be implemented.
