ArmInfo. Statements by Baku saying the issue of refugees takes the
first place in Nagorno Karabakh settlement problem conflict with
both the problem essence and the negotiation process, Deputy Foreign
Minister of Armenia Shavarsh Kocharyan said.

As Armenian Foreign Ministry press service reports, he also said the
NKR people’s right for self-determination lies at the root of Nagorno
Karabakh conflict settlement.
