YEREVAN, FEBRUARY 18, NOYAN TAPAN. Levon Ter-Petrosian is morally
responsible for the 2008 March 1 events, while Robert Kocharian
is directly responsible, as people were killed in the streets
under R. Kocharian. Paruyr Hayrikian, the Chairman of the National
Self-Determination Union, expressed such a confidence at the February
18 press conference. He considers inadmissible that the application
of the Armenian National Congress to hold a rally on March 1 was
rejected. According to him, "no policeman or mayor has a right to
consider himself higher than the RA Constitution" and violate people’s
constitutional right. "If civil, political rights are limited in
a country, it is the worst situation that can be in a country,"
P. Hayrikian said.
Touching upon the issue of amending Articles 225 and 300, RA Criminal
Code, P. Hayrikian said that "it is gladdening that the authorities
at least take a step that allegedly they look for a way out of the
formed situation."
