"If I want to prove that this car is mine I must firstly show the
technical passport, which shows that the car belongs to me. And if I
drive the car by a warrant, de facto I own that car, but the car is
not mine and I must return it from the first demand.
During the soviet times Karabakh used to be an Armenian territory,
Azerbaijan owned this territory by a "warrant", but there is no
word about it in the "technical passport" that the "car" belongs to
Azerbaijan," Political Scientist Ara Papyan says."
