YEREVAN, APRIL 8, ARMENPRESS: Under Armenian Constitution the
president-elect Serzh Sarkisian will be sworn in as new president
at a special session of the National Assembly at Opera and Ballet
Theater on April 9.

Outgoing president Robert Kocharian took over his second term in
office on April 9, 2003.

The text of the president-elect’s oath is also set by the Constitution.

"By assuming the post of president of the Republic of Armenia I swear
to fulfill the requirements of the Constitution, to respect human and
civil rights and freedoms, to guarantee the country’s sovereignty,
territorial integrity and security for the glory of the Republic of
Armenia and for the prosperity of its people."

The inauguration ceremony will be followed by a military march
on Freedom Square. A spokesman for the defense ministry, Seyran
Shahsuvarian, told Armenpress 36 troops from police, as many from
the border guarding service and the military orchestra of the defense
ministry will march on the square to hail the new president’s salute.

Under the Constitution on the day of taking over the president accepts
the government’s resignation.

Cabinet ministers continue to fulfill their duties until a new
government is formed.

The president is to appoint a new prime minister within ten days
since the previous government’s resignation. The new prime minister
is to enjoy the support of the parliament majority and if this is not
possible the president is to choose someone who enjoys the biggest
support of the parliament. The new government must be announced within
forty days since the nomination of new prime minister.

“I should like to see any power of the world destroy this race, this small tribe of unimportant people, whose wars have all been fought and lost, whose structures have crumbled, literature is unread, music is unheard, and prayers are no more answered. Go ahead, destroy Armenia . See if you can do it. Send them into the desert without bread or water. Burn their homes and churches. Then see if they will not laugh, sing and pray again. For when two of them meet anywhere in the world, see if they will not create a New Armenia.” - WS
