“While the opposition is disputing the results of the June 7 elections in the Constitutional Court, the ruling team is in a hurry to “elect” the yet-to-be-formed leadership of the Parliament at the very meeting of the “Citizen Contract” party board. It is already known that the KP administration has chosen Ruben Rubinyan as the candidate for the speaker of the parliament, Vahagn Aleksanyan and Hayk Konjoryan as the vice-speakers. the department will choose the leader of the faction.
As of yesterday, Arusyak Manavazyan was nominated for the position of the head of the faction, who is currently the head of the party’s staff, Pashinyan’s eyes and ears in the faction, as well as the one who manages the finances. For many years, Manavazyan was the chief accountant of “Haykakan Zamanka” and Pashinyan’s printing house, then the director of government mansions, and now, according to reports, he participates in Pashinyan’s family financial activities. However, the ruling team believes that Pashinyan’s favorite for this position is his former English teacher, the former RA Ambassador to the USA, Lilit Makunts, who was considered for the position of the Speaker of the National Assembly even before the elections, but that position will be given to Ruben Rubinyan, also at the request of the outsiders. The team is sure that only the external factor played a role in Rubinyan’s becoming the Speaker of the National Assembly. Otherwise, Pashinyan would not have pushed Alen Simonyan like this, his teammates think, and, in their opinion, he would not have pushed the lazy and unbalanced Rubinyan forward. Especially since, according to his teammates, Simonyan not only selflessly served Pashinyan and the team, but also supports balanced foreign relations. Although, according to Pashinyan, he regularly directed insults at the Russian Federation, he was an acceptable person for his Russian partners. Meanwhile, Rubinyan will become the servant of the Turkish-Azerbaijani tandem and is clearly Russophobic.
Some people remember that in 2018 after the first parliamentary elections following the change of power, when the ruling team was again in the process of distributing parliamentary positions, Tigran Avinyan proposed Ruben Rubinyan for one of the top positions at the board meeting, but Pashinyan, who holds the position of prime minister, did not hide his attitude towards him and made a statement that Rubinyan was the deputy minister of foreign affairs for 6-7 months, what did he do that you want to appoint this person to a higher position? In other words, he said almost directly that Rubinyan is not an employee and cannot hold a leading, responsible position.
Of course, a lot has changed since 2018, and Pashinyan has changed his position on many issues, but the team is sure that the change of position regarding Rubinyan is solely due to external influence. The appointment of the head of the faction in the CP is conditioned by the same circumstance, that it will be Makunts, the bearer of American policy, although there is a lot of anti-propaganda against him in the team.
The KP is also sure that Alen Simonyan will not go to the parliament as an ordinary deputy, firstly, he is extremely offended by the team and Pashinyan, and even after the elections in the department, he could not hide his feelings and quickly left the KP office, telling his teammates that “they are good and sincere”. Second: he is the first speaker of the parliament who has served a full term, so the state is obliged to ensure his security, he is unlikely to come and sit in the seat of an ordinary deputy, and if he comes, it will be only with Pashinyan’s strict coercion and some kind of promise.
As for the election of the presidents and vice-presidents of the NA standing committees, then, according to everything, it will be left to the faction, although Pashinyan will still instruct. According to rumors, Arusyak Julhakyan and Babken Tunyan will continue to lead the state-legal and economic commissions, and the permanent defense and security commission may be taken from Andranik Kocharyan and given to Armen Khachatryan. The commissions that were conceded in the previous parliament will also be conceded to the opposition.”
