Remains of four servicemen found in Karabakh conflict zone

Rescuers have found remains of four soldiers, thus bringing the total number of bodies and remains of Armenian military servicemen found in the conflict zone up to 1677, the Emergency Service of Nagorno-Karabakh has informed.

The "Caucasian Knot" has reported that on September 28, in the city of Shusha (the Armenian name is Shushi, – note of the "Caucasian Knot"), the Azerbaijani party handed remains of three soldiers over to Karabakh rescuers.

On September 29, during the searching operations conducted in Djrakan (the Azerbaijani name is Djebrail, – note of the "Caucasian Knot"), Karabakh rescuers found remains of four Armenian soldiers, the Nagorno-Karabakh Emergency Service reported on its Facebook page.

As reported, a forensic medical examination was appointed to identify the remains. According to the Emergency Service, the total number of bodies and remains of Armenian militaries found has reached 1677.

Armenian analysts criticize PACE’s resolution

The resolution of the Parliamentary Assembly of the Council of Europe (PACE) is biased, since the authors of the document have missed a number of important points, the participants in the Yerevan discussion have stated.

The "Caucasian Knot" has reported that the PACE adopted a resolution, in which it demanded from Azerbaijan to release all the Armenian prisoners of war (POWs), and called on both parties to investigate war crimes and start a dialogue.

In many of its provisions, the PACE's resolution is maintaining a proper balance, while the most important question – who had unleashed the autumn war in Nagorno-Karabakh – remains open, David Amiryan, a deputy director of the "Open Society-Armenia Fund" programmes, stated on September 29 during a discussion in Yerevan. He believes that when drafting the resolution, the authors could have referred, in particular, to the report of Freedom House, which indicates who had started the war.

There are numerous proofs of the involvement of Syrian mercenaries with the assistance of Turkey, but even here the authors put an equal sign, while ethnic Armenians fought on the side of Nagorno-Karabakh, Mr Amiryan has added.

Siranush Saakyan, an advocate, who is representing the interests of Armenian POWs at the European Court of Human Rights (ECtHR), has also noted that the resolution fails to provide an objective coverage of the conflict. In her opinion, this is precisely why appeals to the ECtHR are an important component. "The judiciary is more independent of political preferences. And it is no coincidence that the ECtHR has informed the Committee of Ministers of the Council of Europe that Azerbaijan is not fulfilling its obligations before the ECtHR. Already in about ten cases, the ECtHR has issued decisions stating that Azerbaijan is guilty of ethnically-based crimes," Ms Saakyan has concluded.

In Yerevan, protesters demand to make tests for coronavirus for free

Today, several dozen activists of the “Dashnaktsutyun” Party have come to a protest action in Yerevan. They demand from the authorities to make free testing for coronavirus.

The “Caucasian Knot” has reported that starting from October 1, a rule will come into force in Armenia, according to which unvaccinated employees will have to provide their employers with negative coronavirus tests every 14 days.

According to the order of the Ministry for Public Health, if unvaccinated employees of enterprises do not provide their employers with negative coronavirus tests and do not come to work, the employers have the right to dismiss them. If the employees work without negative coronavirus tests, then sanctions will be imposed on an employing company.

Today, several dozen supporters of the “Dashnaktsutyun” Party have come to a protest action in front of the building of the Armenian government. The protesters demanded a clarification from the country’s Ministry for Public Health concerning the prices of coronavirus tests, the online edition “News.am” reports today.

According to one of the protesters, activists demand from Anait Avanesyan, Armenian Minister for Public Health, to explain the inflated cost of testing for coronavirus. The activists also demand from the authorities to bear the costs of coronavirus tests, the “Aysor.am” reports today.

Armenian penitentiary medical staff expanded their knowledge on documentation and reporting on cases of ill-treatment

A total of 146 medical staff of the penitentiary system in Armenia completed the programme on prevention of ill-treatment in prisons. The training programme was tailored to professional needs of penitentiary medical staff in line with legal amendments recently introduced by the Ministry of Justice on reporting of allegations of ill-treatment cases in prison facilities.

 

As a result of the programme, participants strengthened their skills on recognition of signs, reporting on illtreatment cases, recording of injuries, intervewing of alleged vicitms in order to ensure proper handling of the cases of ill-treatment in line with the Council of Europe and other international standards.

 

The programme was rolled out from 16 March to 26 September 2021 with ten two-day cascade sessions completed online and two sessions that were held in-person on 18-19 September in Tsaghkadzor and on 25-26 September 2021 in Aghveran.

 

Last two offline sessions were attended by the head and deputy head of the Prison Medicine Center, heads of the Prison Medicine Center subunits, as well as the representative of the Ministry of Justice and served as a forum for open discussion proving unified approach in documentation and reporting of ill-treatment case in penitentiary institutions. These sessions covered, inter alia, the development of skills on interviewing, psychological examination, and work with vulnerable groups.

 

The programme was organised under the framework of the project “Enhancing health care and human rights protection in prisons in Armenia” implemented by the Council of Europe and funded through the Action Plan for Armenia 2019 -2022.



Presentation of the general rehabilitation programme to the Probation service of Armenia

An online workshop to present a general rehabilitation programme for the Probation service of Armenia took place on 24 September 2021 with participation of representatives of the Ministry of Justice and the Probation Service.

The rehabilitation programme was developed in line with an earlier developed baseline study, and it is tailored to the needs of the probation service in Armenia. The programme can be used for both males and female probation beneficiaries and it is based on cognitive behavioural principles of offender rehabilitation informed by social learning theory. More specialized modules will be added at a later stage for juveniles, females or other vulnerable groups in order to cater to their additional specific needs. The programme as such is a novelty for the Probation Service in Armenia.

The participants discussed and agreed the roadmap for piloting the programme in the upcoming months according to the risks and needs of the probation beneficiaries.

The rehabilitation programme was developed under the framework of the Project “Support the scaling-up of the probation service in Armenia” implemented by the Council of Europe and financed through the Council of Europe Action Plan for Armenia 2019-2022.

Health Camp in Armenia Encourages People to Change Their Life for the Better

In Ankavan, a resort village in Armenia in the picturesque valley of the Marmarik River, the health department of the Armenian Mission of the Seventh-day Adventist Church recently organized a health camp. It was attended by more than 140 people, including health ministries directors of local churches across the Armenian Mission, pastors, church members, and friends who are not members of the church.

The camp meeting was preceded by a two-month healthy lifestyle course organized by Armenian Mission health ministries director Samuel Sargsyan. It was geared to interested church members, including pastors and health ministries directors of local churches.

From May 12 to July 12, 2021, more than 20 speakers from nine countries taught 45 students about spiritual principles and health medical topics. The final stage of training took place at the camp meeting.

“From the very first day of the camp meeting to the last, we felt God’s presence,” organizers said. They put together a varied program that included morning and evening services. It also offered seminars on healthy lifestyles, prevention and treatment of diseases, and first aid. Participants could arrange consultations with physicians and enjoy activities such as trips to a nearby hot springs, massages, Nordic walking classes, and therapeutic gymnastics. In the mornings, together with a Nordic walking instructor, participants had the opportunity to climb a nearby hill and enjoy the views from the top.

Every day, chefs prepared a variety of new dishes of vegetarian cuisine. Many attendees acknowledged they were trying those dishes for the first time. “Everything was delicious and attractive,” participants said.

Especially inspiring were the morning and evening services, they added. In the morning meetings, participants reflected on what the Bible says about health and one’s attitude toward it. In the evenings, attendees met in the main hall for joint worship, singing, and games.

Evening meetings were devoted to the theme “God calls you.” It was based on the example of Bible heroes who responded to God’s call. Camp participants and pastors pondered how to understand what God is calling His people to do, how to begin to act in accordance with God’s calling, and what is necessary to avoid turning away from the chosen path.

On Saturday (Sabbath), organizers held a baptismal service in the Marmarik River. Four people made a covenant with the Lord, including a student of the healthy lifestyle course.

Saturday night’s meeting was no less solemn. The baptized individuals accepted congratulations and gifts, and every camp meeting attendee received a completion certificate. Participants who are not members of the Adventist Church also received a copy of the book Keys to Health as a special gift.

On Sunday, the camp held a health exhibition. At the beginning of the program, instructors acquainted guests with the eight basic principles of a healthy lifestyle, conducted a number of medical examinations, and helped people determine their biological age. Participants had the opportunity to consult with doctors, who gave practical recommendations for changing their lifestyles.

“The time spent at the camp flew by very quickly and left warm memories,” organizers said, “but we hope that camp participants will continue to lead a healthy lifestyle, applying the knowledge they have received.”

Organizers also said that everyone — health department directors, healthy life course students, and pastors — presented the message of a healthy lifestyle and the message of salvation as a single team. “It was an incredible blessing for every camp participant,” they said.

Strategic mistakes of Azerbaijan republic and Armenia

Fars News Agency: Tension is high along Iran’s northwestern borders and many videos have emerged showing the deployment of Iranian armed forces to the areas on the Armenian and Azerbaijani Republic’s border.

How did it start?
Several issues have been the main cause of tension in the region: First, the military forces of the Republic of Azerbaijan have blocked the Goris-Qapan axis and do not allow heavy vehicles to pass through this route. In addition, the joint military maneuver of Azerbaijan Republic, Pakistan and Turkey in recent days near the Iranian border was another issue that caused sensitivities in our country.

Another issue was the sharp and undiplomatic remarks of the members of Azeri Parliament against the territorial integrity of the Islamic Republic of Iran. The last thing was the possibility of border changes and a deal over some areas in the Armenian territory and the Republic of Azerbaijan, as a result of which part of the territory of Armenia bordering the Islamic Republic of Iran will be ceded to Azerbaijan Republic and Armenia will effectively lose its border with Iran.

What is the context of this story?
The statements of Azeri officials or some movements such as the ban on Iran’s exports to Armenia are not issues that can escalate the conflict to this high level. What is important is that the United States and Israel would scramble for proxy actions on the northwestern borders of our country.

Political analyst Saadollah Zarei wrote in a note, “The Armenian government and Prime Minister Pashinian, who is considered pro-Western compared with the former government, have joined the US-Turkey project in the hope of enjoying political and economic benefits, which is a betrayal of Armenia.”

In this case, instead of a direct and obvious presence, the United States uses the Zionist regime’s nearly 30 years of security ties with Azerbaijan Republic and Armenia. Although exact figures are not available, numerous reports indicate the growing security presence of the Israeli regime, especially in Azerbaijan Republic, mostly at the “Qibla Air Base”.

The number of Israeli forces is between 500 and 1,000, while this criminal regime has gained significant influence in the last decade in the pillars of Azerbaijan Republic and the family of Elham Aliyev such that the Zionist leaders referred to Azerbaijan Republic as “Lebanon of Israel”. In this way, we have said, we can entangle the Islamic Republic in a long-term border security challenge and blunt its impact in the region. However, it’s absolutely clear that such claims and their capability to translate them into action are far apart.

What is clear is that a trans-regional event is taking place that is the result of linking neo-Ottoman tendencies with Zionism, and in the meantime, Turkey is trying to play its role well in line with these developments.

What is the mistake of Azerbaijan Republic and Armenia?
For many years, Azerbaijan Republic has been a haven for pro-Israel currents and even allowed the direct presence of Zionism in the region. It has forgotten that in the time of serious and historical crises in this region, it was Iran that supported Azerbaijan Republic’s territorial integrity and did not allow the extra-regional powers to disrupt the strategic order of this region. Iran has also played its rightful role as a neighbor to Armenia.
Iran has tried to have secure and strong neighbors according to a grand strategy. But now Armenia, with its pro-Western president, and the Republic of Azerbaijan, with a pro-Israeli government, are seeking to play a proxy role in confronting the Islamic Republic of Iran. Azerbaijan Republic is a Shia Muslim country and will naturally, in the short term, come into social confrontation with the anti-religious and anti-Shia currents of the West and Israel. This is the main mistake of the Republic of Azerbaijan.

Armenia must also realize how important countries in the region play their roles, and in this case, if the important and influential role of such countries as Iran and Russia is not taken into account, it will certainly not be possible to move forward in regional equations.

What does Iran want?
Iran pursues two main issues: First, Iran does not accept the strong presence of Israel on its borders and cannot allow the enemies of the Iranian people to equip themselves around Iran’s borders. The second issue is that Iran can in no way accept border changes in its northwestern regions. The principle of good neighborliness is an issue that neighbors should respect. Iran has always wanted security and power for its neighbors, and they are also expected to reciprocate.

When countries do military exercises close to another country’s border like Iran is doing now near the Azerbaijani border, it's often perceived as an alarming sign, a warning shot to the neighbour that things aren't going well between them. 

So what's Tehran’s message to Baku with its non-stop military drills? The tense border situation has caused war mongering amongst the Iranian population, as they take occasional videos and pictures of their military trucks and tanks moving toward the country’s border with Azerbaijan. 

The Iranian government gave a vague explanation, saying the drills aim to ensure Tehran’s 'sovereignty'. Its foreign ministry spokesman said that “Iran will not tolerate the presence of the Zionist regime near our borders”, referring to Israel. But Israel has no borders with both Iran and Azerbaijan. While Baku shares a working relationship with Tel Aviv, it has no official policy to support Israel against Iran. 

As a result, it appears that there are other unofficial reasons for Iran’s continuing military exercises near the Azerbaijani border. 

Experts see three main elements on why Iran is deploying forces along the border with Azerbaijan, ranging from the Azerbaijan-Armenia conflict to developing a response to the recent joint Turkey-Azerbaijan-Pakistan drills in the region to sending messages to the large Azerbaijani population inside Iran. 

Supply route

First, Iran was not happy about the way the Forty-Four Day War between Baku and Yerevan on the Nagorno Karabakh conflict ended last year with Baku’s victory, gaining much of the disputed region from Armenian occupiers. From the very beginning until now, Tehran has silently backed Armenians against Azerbaijanis while Azerbaijan has a Shia majority like Iran.  

There were a number of reasons for Tehran’s support to Yerevan, but one of them is related to Iran’s trade route across West Asia. Through formerly Armenian-occupied Karabakh, Iran was able to reach Russia and West Asia mostly without paying any customs for its trucks and other transportation means, according to Fatima Karimkhan, a Tehran-based journalist. 

Following the war, Azerbaijan, gaining much of Karabakh territory, has put “pressure on Iran's access to West Asia” by restricting and charging Iranian transportation across Karabakh to reach Armenia, Karimkhan tells TRT World. 

But for Baku, that policy is quite normal because Karabakh is part of Azerbaijani sovereignty and any transportation related to trade activities across that region should be subject to customs. Also, Azerbaijani authorities have been concerned that Iranian trucks might also carry military equipment, which could end up at the hands of Armenians, their long adversary. 

During an interview with Turkey’s Anadolu Agency, Azerbaijani President Ilham Aliyev was clear about the issue. “We have already had knowledge that Iranian trucks illegally entered the Karabakh region many times during and prior to the war,” Aliyev said.

After taking control of much of Karabakh, Baku began showing its uneasiness toward Iranian trucks. “Step by step, we began controlling the road across our Azerbaijani territory [going to Karabakh] and the number of [Iranian] trucks eventually diminished to zero,” the president said. 

He also protested Iranian drills near the Azerbaijani border. “Why now, and why on our border? Why is this being done after we liberated these lands after 30 years of [Armenian] occupation?" Aliyev asked. He also said that he was "very surprised" by Iranian military drills. 

Apparently, Aliyev’s recent remarks made Tehran angry. “What Aliyev recently said was very much offensive from the perspective of Iran's public opinion,” says Karimkhan. Stopping Iranian trucks by Azerbaijan is something Iran finds unacceptable, threatening Tehran’s trade security across West Asia, according to Karimkhan. 

“Iran with this military exercise is showing its seriousness about the road connection to Armenia and West Asia,” she adds. 

Internal tensions

Second, Iran has also been concerned about its large Turkic population, most of which is Azerbaijanis. Some believe that Iran’s Turkic-origin population, which includes Turkmen, Qashgais and other Turkish-speaking groups, might amount to nearly 40 percent. 

Many Azeris call Iran’s north southern Azerbaijan, where nearly 20 million Azerbaijanis live according to different estimates. Some Azeri nationalists and intellectuals have long defined both northern and southern parts as culturally and socially identical, arguing that they should be joined under a political union. 

All these also make Tehran nervous. The Shia-majority country’s nervousness was increased by recent trilateral Turkey-Pakistan-Azerbaijan drills, which could encourage its ethnic Azerbaijani population to show more opposition to Tehran to Iranian thinking, says Matthew Bryza, the former US ambassador to Azerbaijan and a senior fellow at the Atlantic Council.

“Iran is deploying its military along its border with Azerbaijan in response to trilateral military exercises being conducted by Azerbaijan, Turkey and Pakistan,” Bryza tells TRT World. The joint drills began in Baku on September 12. While Iran is not trying to be “hostile”, it is still showing the three countries its uneasiness over their joint drill, according to the former US diplomat. 

“It is also signalling to its ethnic Azerbaijani community, which predominates northern Iran that it should not look at military drills as some sort of opportunity to foment unrest. There is a great interest by the ethnic Azerbaijani population of northern Iran in Azerbaijani operations in the recent Forty-Four Day War against Armenia,” Bryza views. 

Bryza draws attention to the fact that during the Azerbaijan-Armenia War, there were large pro-Azerbaijan demonstrations in northern Iran, underlining how Azeri communities in Iran and Azerbaijan have been unified against the Armenian occupation of the Karabakh region.  

The leadership in Tehran might increasingly worry about the prospects of ethnic Azerbaijani separatism after Baku’s victory over Yerevan, according to Bryza. “Mostly, Iranian military deployment along the Azerbaijani border is an internal signal [to Iranian Azerbaijanis],” Bryza says. 

Karimkhan, the Iranian journalist, also thinks that there is an internal dimension regarding Tehran’s recent military drills. A lot of Iranians, who share videos and pictures of Iran’s military vehicles moving into the country’s northwestern border, “are excited” that military exercises show the country’s determination to defend its “territorial integrity”, she says.  

While she thinks the idea of unification of two different parts of Azerbaijan is “just propaganda”, most people in Iran “don't look at this in this way”, she says. “They think these unification voices could go further, so they very much support military exercises along Iran’s border with Azerbaijan right now,” she adds. 

“In Iran, due to the enormous Turkish population, there has historically been a political fear that two Azerbaijans, Baku [the capital of northern Azerbaijan] and Tabriz [the capital of southern Azerbaijan] might join at some point,” said Esref Yalinkilicli, a Moscow-based Eurasia political analyst, in a previous TRT World interview. 

“On the other hand, in Azerbaijani political memory and foreign policy, the idea of Greater Azerbaijan has always been an important factor,” Yalinkilicli added. 

For Iran, the political argument of Greater Azerbaijan is a threat to the Iranian establishment, which has used its support of Armenia as a counter-measure to minimise Azerbaijani aspirations in Iran and across the region, according to Yalinkilicli.

European Women’s Champion Elina Danielian walked on thin ice but managed to defeat Anna Muzychuk in a crazy game, while Anna Sargsyan won against Anna Ushenina.

Ukraine has a chance to bounce back in the second match and force a tiebreak.

Armenian Ambassador, Rep. Schiff discuss security challenges after 44-day war

Lilit Makunts, Ambassador of the Republic of Armenia, held a virtual meeting with Congressman Adam Schiff (D–CA).

The Ambassador expressed her gratitude for Congressman’s continuous support and commitment to the issues related to Armenia and Armenian people. She also extended gratitude for the recent amendment co-sponsored by Congressman Schiff and other colleagues to be included in the National Defense Authorization Act Bill 2022․

Ambassador Lilit Makunts presented the security issues after the 44-day war and in that context emphasized the establishment of lasting and sustainable peace in the region through the comprehensive settlement of the Nagorno-Karabakh conflict under the auspices of the OSCE Minsk Group Co-Chairmanship.

In that regard Congressman Schiff expressed his determination and readiness to continue his efforts on overcoming the security and humanitarian challenges Armenia is facing.

The interlocutors stressed the need for unconditional repatriation of Armenian prisoners of war and captured civilians held in Azerbaijan.
