An Armenian boy is set to represent the Netherlands in this year’s Junior Eurovision Song Contest.

Armenian Ambassador to the Netherlands Tigran Balayan on Wednesday hosted Lyova Khachatryan, who in order to represent the Netherlands in the Junior Eurovision is participating in the qualifying competition and reached the final, the Armenian Embassy reported.

Balayan expressed his support and wished good luck to the boy and the members of his group. In the final round, Lyova will perform the song "A million little things" as part of the "SHiNE" band, which will be broadcasted on September 25 at 7:25pm on NPO Zapp TV channel.

“We invite the Armenians of the Netherlands to support Lyova,” the embassy said.

Newspaper: Armenia authorities decide to make insidious amendments to Electoral Code

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes. The authorities have decided to make amendments to the RA Electoral Code, the purpose of which is the legalization of the arrest of the illegally arrested [opposition] MPs.

It is about of "Armenia" Faction members Armen Charchyan, Mkhitar Zakaryan, Artur Sargsyan.

The draft has been submitted for public discussion.

The mentioned MPs were arrested with the permission of the CEC [(Central Electoral Commission)], and the consent of the NA [(National Assembly)] to deprive [them] of [their parliamentary] immunity has not been received so far.

The second President Armenia and first President of Artsakh (Nagorno-Karabakh), Robert Kocharyan, on Thursday issued a congratulatory message to the people of Artsakh on the 30th Independence Day anniversary of the Artsakh Republic.

"As a result of the 44-day war [last fall], Artsakh suffered heavy losses and is now facing great uncertainties.

Today, the guarantee of preserving the statehood of Artsakh is your unbreakable will to live on your own land and to develop it.

I am sure that you realize the seriousness of the situation. Together we must do everything possible to protect the Artsakh Republic," the message reads in part.

Spanish MP: Today is the 30th anniversary of the independence of Artsakh

Armenian PM Nikol Pashinyan receives a carte blanche, he will do whatever he wants, lawyer Robert Hayrapetyan told Armenian News - NEWS.am.

"I do not remember any international organization reacting to any obvious illegal action in Armenia during the year, albeit not harshly," he noted.

The lawyer reminded the processes taking place around the deputies of the "Armenia" faction.

"The same continues in case of political persecution – Armen Charchyan, Mkhitar Zakaryan, Arthur Sargsyan, all of them are obvious political prisoners. I am talking about the people who have parliamentary immunity, and at least by virtue of Article 86 of the Constitution, they should have been immediately released. The US Embassy is fully informed about these criminal cases, but it is not in a hurry to issue a statement or they have forgotten to spread it at all."

"To our observation that, for example, in 2012, US Ambassador to Armenia John Heffern made a statement on the case of former Armenian Foreign Minister Vartan Oskanian, in which he condemned the political persecution of Oskanian," Hayrapetyan said.

"Maybe there is some personal interest in Vartan Oskanian's case, taking into account Oskanian's close ties with the United States, the funds that were financed in some way, maybe some condemning statement has been spread, but I am hopeless in that issue. that the current political persecution or any international organization or ambassador will respond to obviously illegal, disgraceful events. "Perhaps it is not beneficial in some respects, because the so-called 'Velvet Revolution', which plagued Armenia in 2018, unfortunately, many countries, including the United States, use it as a model of democracy and will refrain from making statements due to certain political interests."

The first ombudsman of the Republic of Armenia Larisa Alaverdyan mentioned that political persecutions do not really bring efficiency to any country.

"The point is that this is not the first government in the world to carry out political persecution. No government, when it declares itself democratic, legal, social, and starts persecutions, has never succeeded in its authoritarianism, nor is it clear that the calls for false democracy, false rule of law have not been fulfilled, they have really remained as they are. There are falsifications, and as such they have not enjoyed the approval of the constructive forces. The fact that this government, surrendering to the enemy in the war, has been re-elected is the biggest question for everyone. (…) Such actions and such power do not last long. There is a problem here that will not really be solved on its own. It is the layer fighting for real values in society. If the society does not find in itself those forces that will be cleansed from all these diseases and will be able to overcome this dark history, then the dangers will depend on the state. It is not that it will be good in any case. "

Referring again to the condemning statement of the US Ambassador to Armenia on Oskanian's case in 2012, Alaverdyan said.

"Unlike the years when unfounded actions were carried out in our state, which, yes, contained elements of political persecution, why was it said at that time that it was political persecution because at that time the vague goal that was written had not been achieved yet?" It was by the vaguest globalist centers, that is, the de facto renunciation of Artsakh and leaving Artsakh as an area, a territory separate from Armenia. Answering this painful question, I have quite negative feelings. Because I am grateful that the West really worked for the establishment of such values like human rights, democracy, etc. in Armenia as well. It is, so to speak, a soft-Serbian scenario. At the same time, I am sure that this scenario was approved here, implementing such a scenario, Nikol Pashinyan received a carte blanche from everyone, he will do whatever he wants inside the country, and he will not be criticized."

According to Alaverdyan, Pashinyan can even be helped to come to power. "Because there are still goals that can be achieved only by the hands of the current government. This is a very sad thing because the progressive society in Armenia is in a very difficult situation ․ It must not only fight against its government, which violates all the rules and principles but also must be able to overcome the obstacles that are put forward and are simply created by that layer of the international community."

SINGAPORE, SEPTEMBER 1, ARMENPRESS. Moody's Investors Service ("Moody's") has affirmed the Government of Armenia's Ba3 local and foreign currency long-term issuer ratings and foreign currency senior unsecured rating. The outlook remains stable.

“The affirmation of the Ba3 ratings is driven by the credit profile's resilience to the significant shocks of the coronavirus pandemic and geopolitical and domestic political tensions, and Moody's expectations that growth and fiscal strength will recover over the medium term. The fiscal profile in particular has proven resilient and will stabilize over the medium term, with debt consolidation expected from 2021 onward as growth and revenue rebound, and as the government adjusts expenditure downward in line with fiscal rules. Meanwhile, Moody's assesses that the 2020 ceasefire agreement with Azerbaijan and the June snap parliamentary election have reduced near-term political risks, supporting economic recovery and minimizing the impact to Armenia's fundamental growth outlook. External deficits drive currency valuation risks that can transmit to fiscal strength and financial stability, although external buffers have increased to withstand these potential shocks.

The stable outlook reflects balanced risks to the Ba3 rating. While a developing track record of policy effectiveness supports the development of a diversity of higher productivity sectors, growth potential remains constrained by demographic pressures and the small scale of the economy. Upside risk stems from more effective reforms that contribute to sustained growth at higher rates than Moody's currently assumes over the medium term. Event risk remains the key source of downside risk due to geopolitical tensions with neighboring countries, and external vulnerability and banking system risks resulting from the high share of foreign-currency debt, structural current account deficits, and a highly dollarized banking system.

Armenia's local and foreign currency country ceilings remain unchanged at Baa2 and Ba1, respectively. The four-notch gap between the local currency ceiling and the sovereign rating reflects a balance between the government's small footprint in the economy and strong institutions, and geopolitical tensions with neighboring countries and external deficits that expose the economy to external shocks. The two-notch gap between the foreign currency ceiling and the local currency ceiling incorporates Moody's assessment of Armenia's policy effectiveness and transfer and convertibility restrictions in times of stress,” Moody’s said in a  on August 31.

Azeri troops set fire to Armenian farmers’ winter hay

YEREVAN, SEPTEMBER 1, ARMENPRESS. Azerbaijani military servicemen are deliberately setting fire to not only the pastures and hayfields of Armenian villagers in the Gegharkunik province, but also the hay reserves which the farmers are keeping for winter season.

Villagers from Kut and Sotk are reporting to the Ombudsman Arman Tatoyan that as soon as the fire is extinguished the Azeri troops are again setting fire. The wildfires which began as a result of the Azeri military’s arson continues to spread. “In many areas you can’t go anywhere near the fire because the area is under Azerbaijani military crosshairs, and whenever anyone approaches they start to shoot. Firefighting is carried out by rescuers, with support of local residents. But equipment cannot be deployed in all affected areas because the fire is spreading in terrain which is difficult to access. The weather conditions make the fire spread more easily. Studies showed that firefighters were able to extinguish only the fire near Sotk in one day,” Tatoyan said in a statement, emphasizing that the Azeri arson is depriving the villagers from their source of income.

Given the fact that the Azeri troops are located inside Armenian sovereign territory, in direct vicinity of villages, the fires pose a real and present danger to the life and property of the civilian population.

The Human Rights Defender said that the facts show that the Azeri troops are acting deliberately, with intent to cause damages to the civilians.

Armenian Defense Minister visits several military units

YEREVAN, SEPTEMBER 1, ARMENPRESS. Minister of Defense of Armenia Arshak Karapetyan visited several military units on August 31, the defense ministry said in a statement.

The minister got acquainted with the service process, the social-living conditions and the food organization process in the military units.

Arshak Karapetyan also visited some regions where currently trainings for reservists are underway. The minister talked to the reservists and thanked them for their participation to those trainings.
