Ex-ruling party official: There is no government in Armenia

"There is no sovereignty today [in Armenia]. [Rustam] Muradov [commander of the Russian peacekeeping contingent that is stationed in the Nagorno-Karabakh (Artsakh) conflict zone] has more power than this [Pashinyan]. (…). He says, "We have applied to the CSTO.’ Why did you apply to the CSTO? "Boy, do you not have the Armed Forces, the Ministry of Defense, the NSS [National Security Service]?" Sharmazanov added.

Referring to Security Council secretary Armen Grigoryan’s statement that Azerbaijan tried to sow in the Armenian society that it had won the recent Artsakh war, Sharmazanov countered: "If Azerbaijan did not win, you and Nikol should have gone to Shushi to hold a festival. (…). If Azerbaijan has not won, go to Hadrut, Talish, Mataghis."

According to Eduard Sharmazanov, Nikol Pashinyan has turned Azerbaijan from a defeated into a victorious state.

As per Sharmazanov, Pashinyan managed to introduce certain disagreements within the Armenian opposition and achieve snap parliamentary elections. "Our biggest problem is indifference. I am very happy that political content is possible during these elections because there are [political] teams of the first, second, and third presidents," he added.

Eduard Sharmazanov noted that it is at least strange and ridiculous for him that First President Levon Ter-Petrosyan, who was at the roots of the Artsakh movement and during whose tenure a victorious ceasefire was signed, equates the years from 1998 to 2018 with their following three years during which there was a defeat. "Moreover, [third President and RPA leader] Serzh Sargsyan's negotiating legacy was the best, by which the people of Artsakh were to receive a status, even independence, by a document," Eduard Sharmazanov added.

Head of Karabakh’s Taghavard village: Azerbaijanis fired in direction of their territory, not village

The Azerbaijanis fired in the direction of their territory, not Taghavard village. This is what head of Taghavard village of Artsakh (Nagorno-Karabakh) Oleg Harutyunyan told Armenian News-NEWS.am.

After the war, Taghavard village of Martuni region was split into two (one part belongs to the Armenian side, and the other — to the Azerbaijani side).

As reported earlier, the Armed Forces of Azerbaijan opened fire in the direction of Taghavard village of Artsakh from the Azerbaijani military post located in front of the village.

Residents of Karabakh’s Karmir Shouka don’t let Azerbaijanis pass with their cars, plan to do this every day

Azerbaijan has advanced in different directions in Artsakh (Nagorno-Karabakh). This is what deputy of the Justice faction of the National Assembly of Artsakh Metakse Hakobyan told Armenian News-NEWS.am.

“The situation in Artsakh has been troubling ever since the incidents took place in Syunik Province, but the Azerbaijanis are unable to move forward a lot since they have to travel meters. Based on the information that I received yesterday, they had moved in the direction of Charektar and tried to position themselves, but the residents of Charektar and Haterk made them return to their starting positions,” she stated.

Touching upon the fact that Azerbaijani cars have passed through the territory of Karmir Shouka and the residents’ concern, the deputy said the following: “The Azerbaijanis pass through the territory of Karmir Shouka every day. After November 10, 2020, this is the only road through which they pass to reach Shushi. Since there is a long series of trucks and it takes hours for them to pass, today the residents tried to not let them pass. They were very persistent and have decided to not let them pass until the issue is solved. They ask why Azerbaijanis can pass through their territories, but they can’t pass through Karvatchar to visit Armenia.”

Sports: European U-23 wrestling championship: Arman Andreasyan and Arman Avagyan score bronze medals

Armenia’s wrestlers Arman Andreasyan (70 kg) and Arman Avagyan (79 kg) scored bronze medals at the European U-23 freestyle wrestling championship taking place in Skopje, North Macedonia.

During the competition for the bronze medal, Andreasyan beat Ukrainian Denis Borohani 3-2, while Avagyan beat Georgian Goga Mamiauri 7-4.

Razmik Papikyan (61 kg) and Hrayr Alikhanyan (74 kg) scored a pass to the final after starting to compete on May 18. On May 19, Papikyan will compete with Georgian Teimuraz Vanishvili during the final, and Hrayr Alikhanyan will compete with Russian Chermen Valiyev for the gold medal.

Legislative changes enable starting business in Armenia from abroad

YEREVAN, MAY 17, ARMENPRESS. For the first time, Armenian authorities are enabling consular offices abroad to accept applications from both Armenian and foreign nationals on starting a business in Armenia or buying shares of an Armenian company, the Deputy Minister of Justice Vahe Danielyan said at a news conference.

“There is such a demand globally. When someone wants to register a business in another country serious issues of identification happen. We’ve involved consulates, who will regulate that issue,” Danielyan said. He says this toolbox could positively impact the process of investments in Armenia, and a person willing to register a business or buy shares of an Armenian company can do so without personally traveling here.

Danielyan says raising awareness on the initiative is important and the foreign ministry will start notifying the business circles in various countries.

The amendments to the law will officially come into force after the sub-legislative act is adopted.

Russia ready to support Armenia and Azerbaijan in delimitation and demarcation – Lavrov

YEREVAN, MAY 17, ARMENPRESS. Russia is ready to support Armenia and Azerbaijan in the delimitation and demarcation issue, foreign minister Sergey Lavrov said at a news conference, according to TASS.

“Regarding the situation at the Armenian-Azerbaijani border, after this incident the Azerbaijani side was making statements explaining the occurrence with a misunderstanding, and most importantly, the absence of a border, which should’ve been delimitated and demarcated. No one has ever dealt with this there. We’ve recommended the parties to deal with it. We are ready to support them in both providing cartographic materials and rendering consultative services,” TASS quoted Lavrov as saying.

On May 12, Azeri troops breached the Armenian state border and advanced into the Syunik province, trying to seize the Sev Lake. A similar breach took place in the Gegharkunik province. Negotiations are ongoing.

CSTO Parliamentary Assembly’s Council session to be held on July 1

YEREVAN, MAY 17, ARMENPRESS. The session of the Council of the CSTO Parliamentary Assembly will be held on July 1, Spokesperson of the Russian State Duma, Chairman of the CSTO PA Vyavheslav Volodin said during the meeting with Speaker of Parliament of Armenia Ararat Mirzoyan, reports TASS.

“It’s understandable that the pandemic is leaving its trace. But, it’s gradually mitigating. Therefore, I hope we will meet soon also on the sidelines of the CSTO Parliamentary Assembly, which will take place on July 1”, he said.

Ararat Mirzoyan and Vyacheslav Volodin discussed the Armenian-Russian relations, as well as the situation around Nagorno Karabakh. “Our relations are developing within the frames of inter-parliamentary contacts”, Volodin said, adding that the Russian President has done a lot for stopping the Nagorno Karabakh conflict.

In his turn Speaker Mirzoyan noted that Armenia and Russia have special relations based on centuries-old history. “These are relations of strategic partners, allies. I am sure that no one questions that these relations will develop and strengthen more dynamically”, the Armenian Speaker of Parliament said.

The CSTO Council session is expected to be held in Dushanbe, Tajikistan.

CSTO member states are Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.

President Sarkissian signs law on granting pardon to draft evaders

YEREVAN, MAY 17, ARMENPRESS. President of Armenia Armen Sarkissian signed on May 17 the bill on granting pardon to draft evaders, the Presidential Office told Armenpress.

The government-backed bill was approved by parliament at the second reading with 83 votes in favor on May 6.

The pardon will be granted to those who evaded service before September 27, 2020 – the day when the 2020 Artsakh War began, and who are above the age of 27 (35 for reserve officers).

Those who are fugitives under the respective article of the penal code will also be granted pardon.

Armenia-Azerbaijan border situation to be discussed at session of CSTO Council of Foreign Ministers

YEREVAN, MAY 17, ARMENPRESS. Armenia’s caretaker defense minister Vagharshak Harutyunyan held a telephone conversation today with Secretary General of the Collective Security Treaty Organization (CSTO) Stanislav Zas, the defense ministry told Armenpress.

Vagharshak Harutyunyan presented the ongoing situation on the Armenian-Azerbaijani border, stating that despite the fact that some groups of the Azerbaijani servicemen have returned to their initial positions today and in the past days based on the agreement reached, some of the Azerbaijani troops still remain in the territory of Armenia, and in fact, the situation caused by the Azerbaijani provocation has not been solved.

Mr. Harutyunyan noted that taking into account the fact that the Azerbaijani servicemen are under the full control of the Armenian units, as well as the fact that major forces are accumulated from both sides on that sections of the border, the consequences could be unpredictable if the situation is not solved as quickly as possible.

In his turn Stanislav Zas said the CSTO closely follows the developments, adding that it will be discussed in coming days during the session of the CSTO Council of Foreign Ministers in Dushanbe.
