Russian officer: Search for missing persons, refugee issues remain most acute problems in Artsakh

At the Center for Humanitarian Response of the Russian Peacekeeping Contingent (RPC) in Artsakh (Nagorno-Karabakh), the reception point for citizens continues to work. It also operates a hotline to collect information for the search of missing servicemen, to provide humanitarian assistance, assistance in employment and other problematic topics, the Russian Defense Ministry said in a statement on Wednesday.

In total, more than 3,600 people turned to the reception point for help. In particular, more than 800 requests were received by the phone hotline.

"Until now, the most acute problems are the search for missing persons, the return of property and refugee issues. We are also approached on various issues. In particular, today there was an appeal from veterans of the Afghan war about payments – that they are not yet able to receive the payments due to them. We have accepted the appeal and are trying to help them,” said Dmitry Serov, the duty officer of the reception point for citizens.

The officers on duty, who receive requests by phone or in person, must clarify the nature of the problem, find out from relatives information about the alleged area of the missing soldier, record their contact details. All requests are recorded, entered in the database and sent to the joint search groups.

In the future, the search for missing persons will be carried out by the RPC military personnel in cooperation with representatives of the International Committee of the Red Cross, the Azerbaijani and Armenian sides.

"I want to say thank you to the peacekeeping forces that are in Karabakh. We have done a lot of work – search operations are underway, we have set up posts to make it safe in Karabakh and to make people feel that they are protected from military conflicts,” said Artur Baghdasaryan, head of the Hadrut regional administration, who visited the reception point of the Humanitarian Response Center. "Now we want this war to end. So that our refugees all return to their native places and continue their lives in peaceful conditions," he added.

The Head of "Henaket" analytical center Tigran Abrahamyan commented on the statement of Armenia's Defense Ministry on Wednesday that the Azerbaijani side had failed to show up at the planned talks on the peaceful settlement of the border situation after its incursion into Armenian territory. 

"The Ministry's statement shows that not few actors are interested in the emerged tense situation and  provoking new provocations and escalation. On the other hand, Iran and Russia consider the further escalation of the situation running counter to their vital interests and activate their efforts to prevent large-scale military actions. There is much work to be done especially with these two countries and coordinate with their general approaches," Abrahamyan wrote, adding: "The aim is to prevent further aggravation of the situation but that should not be at the expense of new concessions, disrespect and losses."

Legendary Armenian finswimmer Shavarsh Karapetyan celebrates 68th birthday anniversary

Retired Armenian finswimmer Shavarsh Karapetyan, best known for saving the lives of 20 people in a 1976 incident in Yerevan celebrates his birthday anniversary on May 19. Karapetyan is a Merited Master of Sports of the USSR, 11-time World record-breaker, 17 times world champion, 13 times European champion and 7 times Soviet champion. 

Karapetyan however became well known in the former USSR for his heroic actions of saving peoples' lives from a sinking trolleybus which had gone out of control and fallen from a dam wall.

The incident took place in 1976 as he was doing his usual run along the dam in Yerevan, when a large trolleybus carrying 92 passengers lost control and flew off the road into the freezing water. During the impact, most of the passengers fell unconscious – the bus sank approximately 10 meters deep. Without a second of hesitation, Shavarsh leaped into the freezing water to rescue people. Diving to the depth of 10 meters, Shavarsh used his feet to break the back window of the trolleybus. One by one, he saved 20 peoples’ lives (he actually pulled out more then 20, but not everyone made it). He spent nearly 20 minutes in the frigid water and accomplished 30 dives down to the wreckage. His brother – Kamo Karapetyan – also a swimmer, took care of the injured as Shavarsh brought them up to the surface.

After his 30th dive, Shavarsh lost consciousness. This courageous act has cost him dearly; he incurred heavy 2-sided pneumonia and blood contamination from the polluted water. Doctors were unsure if Shavarsh would ever recover. His life was hanging by a thread while he stayed unconscious for 46 days. Shavarsh finally recovered, but his professional career was at an end.

YEREVAN. – Hraparak daily of Armenia writes: For several days now, there has been information on the Internet that the Azerbaijani armed forces have advanced their positions in Artsakh, too; moreover, they have tried in several directions at once, but have advanced several hundred meters in the Karvachar section.

Although the Artsakh law enforcement agencies—not yielding to their Armenia counterparts—disseminate denials, the representatives of the opposition confirm this news. Davit Galstyan, the leader of Artsakh’s "Justice" Faction, told us that the news is real. “I have also heard that the Azerbaijanis have registered positional improvements in recent days at the section of Karvachar, Jermuk, under the guise of 'adjusting the borders' and deploying outposts.” According to the information, the Russian peacekeepers have prevented their advance in other directions.

While the Azerbaijanis are plunging into our territory, Artsakh President Arayik Harutyunyan, following the example of [Armenia’s acting PM] Nikol Pashinyan, is busy strengthening his own position. In Artsakh, active asphalting works are going on, streets are being illuminated; for example, the Stepanakert-Askeran road.


Ombudsman: Azerbaijan soldiers threaten shepherds, with weapons, while unlawfully in sovereign territory of Armenia

The Republic of Armenia (RA) Human Rights Defender’s fact-finding work in Gegharkunik and Syunik Provinces have confirmed that on May 12 and 13, the Azerbaijani armed forces, being illegally in the RA sovereign territory, have threatened shepherds, the RA border residents, with weapons. Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan wrote about this on Facebook.

“In the early morning of May 12, in Syunik, in the area from the RA Sev Lake region to the village of Verishen in the Goris community, the Azerbaijani armed forces approached the village shepherd grazing animals, threatened him, and demanded—with a showing of weapon—to leave his cattle barn and pasture.

The fact-finding work of the Human Rights Defender showed that the barn of the shepherd of Verishen is located in the area of pasture constantly used by the residents of Akner, Verishen, and a number of other villages, at a depth from Sev Lake to Verishen civil settlement, and Sev Lake itself is in the RA territory.

In Gegharkunik, on the pastures—at the areas of the hills (cattle barns)—near the village of Verin Shorzha in the RA Vardenis community, on May 12, about 10 Azerbaijani armed servicemen approached the shepherd of the village of Verin Shorzha and threatened him—with showing a weapon—speaking to him in Armenian, too.

On the same day, when 6 shepherds from Vardenis and Ayrk villages were grazing their large and small cattle near the water basin near the same pasture in the RA territory, several dozen Azerbaijani armed servicemen approached them, threatened them with weapons, and gave them 5 minutes to leave; otherwise, they threatened to capture him.

On May 13, about 50 Azerbaijani servicemen similarly threatened—with weapon—the shepherd of Verin Shorzha village, and demanded that he leave; otherwise, threatening to kill or capture him.

In addition to the noted, on May 12, a shepherd from the village of Kut in Geghamasar went to a cattle barn on his hillside near the village and found armed Azerbaijani servicemen—about 50.

During the visit of the Human Rights Defender, it was found out that the pastures are provided to people on a lease with the documents of the local authorities; that is, it is about illegal deprivation of rights on a legal basis.

According to the shepherds, they can longer use the pastures. Moreover, in the village of Kut, for example, residents said they were forced to stop sending animals to the mountains.

The issue is that the Azerbaijani military is physically present in the pastures that are legally owned by the people present, and in some cases it is impossible to use them because they are under Azerbaijani target.

At the same time, the shepherds have informed that they could not even approach the pastures, as in the event of such an attempt, the Azerbaijani military open fire; this also applies to grass.

These circumstances mentioned by the pastors were confirmed by other evidence obtained by the Human Rights Defender, such as pasture use documents, local studies, relevant photographs, etc.

The RA Human Rights Defender’s fact-finding activities on May 12 and 13, 2021 prove that the Azerbaijani military, being armed, have committed criminal acts against the border residents—threatening to kill them or capture unarmed civilians, illegally demanding to leave the pastures and the cattle barns of the hills of the shepherds belonging to them by legal documents provided by the RA competent authorities.

The Azerbaijani armed forces have violated the internationally recognized rights of the RA border residents and enshrined in the RA Constitution—to life, physical and mental inviolability, property, and other vital rights. Moreover, they were wearing masks when communicating with civilians.

It is obvious that in order to protect the RA border residents from such illegal actions, a security zone should be established around Gegharkunik and Syunik along all sections of the border with Azerbaijan.

The issue is that such actions are not single. The fact-finding work of the Human Rights Defender in recent months has registered other cases of the Azerbaijani military’s violation of the rights of the shepherds who are RA border residents.

Armenia ex-President Kocharyan on border situation: Why should Kazakhstan, Kyrgyzstan protect you?

Within the framework of meetings with area specialists, Armenia’s second President Robert Kocharyan on Tuesday met with representatives of health care, reported the office of the second president.

During the meeting, some of the questions referred to the border situation in Syunik and Gegharkunik Provinces, and Armenia's petitioning to the CSTO for help.

"You [Armenian authorities] have brought, put your position deep within, Azerbaijan has advanced, you are shouting all over the world: ‘Let Kazakhstan, Kyrgyzstan come, drive Azerbaijan back.’ Where are you? Why did it turn out that everyone within the CSTO has better relations with Azerbaijan—which is not a CSTO member state—than with Armenia? Should they answer this simple question or not? Why should Belarus, Kazakhstan, and other countries have better relations with Azerbaijan? Now you turn to them. Why should they protect you? You do not stand on the border, you do not defend your border, you petition to the CSTO and present it to the people as heroism that ‘I petitioned to the CSTO.’ Then? One of the main functions of the state—ensuring security—is just turning into a joke," said Kocharyan.

And with respect to the possible developments in the border crisis and the events unrolling in Syunik Province, the second President said: "Nothing is being done to strengthen the country's borders. If you have a border, you must defend [it] with your armed forces. That's why you need to understand where your positions are. During this period, our armed forces had to be given the opportunity to deploy troops with appropriate density on that border.

I believe, first of all, they will demand from us to demarcate the borders and will force to recognize those borders. They will constantly force to sign something. These are broken people, and I am sure that there will be no resistance.

Our major problem at the moment is the complete lack of new resources to resist.”

YEREVAN. – The situation after the provocations carried out by the Azerbaijani armed forces on May 12 and 13 in some border areas of Syunik and Gegharkunik Provinces of Armenia has not changed considerably as of Wednesday morning, the Defense Ministry informed Armenian News-NEWS.am.

It added that these territories, the aforesaid Azerbaijani military, as well as possible ways of securing them continue to be under the full control of the Armenian forces—in all directions of the carrying out of this provocation.

Moreover, in the previous two days, additional units of the Armenian Armed Forces were dispersed to the respective locations, completely depriving the Azerbaijanis of the opportunity to carry out any action—even in theory—, thus leaving solely the return to their starting positions as a solution that is reasonable to them this situation.

Nevertheless, negotiations on a peaceful settlement of this issue are still ongoing, and the Ministry of Defense of Armenia is full of hope that they will give the desired result, and the situation will be resolved peacefully.

At the same time, as it has already been announced, in the absence of a solution to this issue within a reasonable time, the Armed Forces of Armenian reserve the right to resolve this issue by other means, including force.

Influential Australian Church Condemns Azeri Destruction of Christian Sites In Artsakh

SYDNEY—The Uniting Church in Australia, which is the third-largest Christian denomination in the country, condemned acts by the Azerbaijani dictatorship to “to destroy places of religious significance” in light of evidence the regime of Ilham Aliyev is desecrating indigenous Armenian places of worship following their illegal occupation of the Republic of Artsakh, reported the Armenian National Committee of Australia.

The Uniting Church in Australia was asked by the ANC-AU to respond to the appropriation of the Ghazanchetsots Cathedral of Holy Savior as images emerged of the sacred site being removed of its domes, angels and Armenian inscriptions under the cover of “restorations” by Baku, and their Assembly has condemned these acts in the strongest of terms.

Their statement “condemns any acts that deliberately seek to destroy places of religious significance for other communities,” “acknowledges that reports coming out of Artsakh are concerning and especially distressing for people in Australia whose cultural and religious heritage is connected to this region,” and “acknowledges that Armenian members of our Uniting Church have expressed to us their anguish at hearing reports and seeing images that are emerging from the region showing the destruction and damage of Armenian cultural and religious structures including churches.”

The statement specifically acknowledges that “one of the major sites impacted, the Ghazanchetsots Cathedral, which was visited by a group of UCA leaders in a visit in 2019,” referring to a visit coordinated by Reverend Krikor Yomshajekian.

Furthermore, the Uniting Church in Australia’s call for international action to “take all possible and appropriate measures to protect the sites” echoes the call by the Bishops of the Australian Catholic Church earlier this week.

ANC-AU Executive Director Haig Kayserian thanked Rev. Yomshajekian and the Uniting Church in Australia for their principles stance.

“The Uniting Church in Australia’s call for a stop to the desecration of Ghazanchetsots and other religious sites in the indigenous Armenian Republic of Artsakh means two of the largest Christian denominations in this country have spoken for action by the Federal Government and UNESCO against Azerbaijan’s criminal occupation and destruction of Nagorno Karabakh’s cultural heritage,” said Kayserian. “We thank Rev. Krikor Yomshajekian for his leadership and the Uniting Church in Australia for their principled condemnation.”

This month, the Armenian National Committee of Australia wrote to prominent religious bodies throughout Australia, requesting their support in response to the destruction of Armenian churches.

Condemns Ankara’s overt support of Azerbaijan in its aggressive attack on Artsakh, including sending mercenaries to fight

The European Parliament on Wednesday reaffirmed its recognition of the Armenian Genocide with a resolution passed by the body that also urged Turkey to end its anti-Armenian propaganda and hate speech directed at Armenians, Armenia’s Embassy in Belgium reported.

The European Parliament first recognized the Armenian Genocide in 1987 and in 2015, on the centennial of the Armenian Genocide, strengthened its position.

Wednesday’s measure further reaffirmed the body’s commitment to justice, by placing a spotlight on Turkey’s overt intervention in last fall’s Karabakh War.

The European parliament also condemned the fact that Turkey decided to unconditionally support Azerbaijan’s military operations and contributed to its continuation instead of making calls for stopping the military operations and resuming peace talks under the auspices of the OSCE Minsk Group Co-chairs’ format.

Furthermore, it also decried that Turkey sent Syrian and other mercenaries to Nagorno Karabakh, which has been confirmed by the OSCE Minsk Group Co-chairing countries.

Wednesday resolution-report also called on the European Union and its member states to including the extremist Turkish “Grey wolves” in the EU list of terrorist organization and ban the activities of its branches in EU member states, “as well as to attentively monitor their activities and counter their possible actions which are mainly a threat for the citizens of Armenian, Kurdish or Greek origin.”

Yerevan Takes Azerbaijan’s Invasion Attempt Directly to CSTO

The incursion by Azerbaijan into Armenia’s sovereign territory is a direct threat to the security of the region, as well as to CSTO members states, said Armenia’s Foreign Minister Ara Aivazyan on Wednesday while addressing the Collective Security Treaty Organization’s council of foreign ministers underway in Dushanbe, Tajikstan.

After Azerbaijani forces breached Armenia’s border and advanced several kilometers into Armenia, where they have been holding their position pending negotiations, Armenia officially appealed to the CSTO for help in defending one of its member states.

Aivazyan highlighted the security complication created by Azerbaijan’s actions, warning of the security implications for not just the Caucasus, but the entire region, saying a security response by the CSTO has become quite relevant.

While neither the CSTO or Russia, which received a similar call for help from Yerevan, this was the first time since Azerbaijan’s invasion attempts that Yerevan was able to address the situation with leaders of CSTO members states in person.

In discussing the Karabakh conflict, Aivazyan said the use of force by Azerbaijan can in no way lead to a resolution of the conflict, adding that the conflict must be solved exclusively through diplomacy under the auspices of the OSCE Minsk Group Co-Chairmanship and based on the joint and comprehensive implementation of the principles developed by that mediation mission.

Ahead of the foreign ministers’ council, the CSTO’s Secretary-General Stanislav Zas said that the organization continues to monitor the developments in Armenia’s Syunik Province and did not respond to Armenia’s plea for help.

Zas welcomed negotiations that have been ongoing between the sides, under Russia’s mediation, as well as the reaching of the agreement on withdrawing some of the units.

On Wednesday, the Azerbaijani side did not show up to scheduled meetings aimed achieving a negotiated settlement to the border tensions.

“We see prospects for establishing lasting peace. There are no shootings any more, but the situation remains tense,’’ Zas acknowledged.

In discussing Armenia’s appeal to the CSTO, Acting Prime Minister Nikol Pashinyan told a National Security Council session on Wednesday that the CSTO possesses the security tools, despite its slow response to Yerevan’s request.

“We will also continue our diplomatic efforts to provide the international community complete information and increasing international pressure on Azerbaijan,” said Pashinyan, adding that Yerevan continues its talks with Armenia’s “strategic ally,” Russia.
