The EU supports Armenia-Georgia and Armenia-Iran energy and economic links

The European Union has provided EUR 10.2m in investment grant and technical assistance for the electricity grid interconnection with Georgia to be implemented by the German Kreditanstalt für Wiederaufbau (KFW) under the Caucasus Transmission Network project.

The link allows continuous energy trade between the two countries, and in particular allows Armenia to better access regional and European markets. The link will improve security of electricity supply in both participating countries.

“The EU Neighbourhood Investment Facility (NIF) grant will not only ensure the overall financing, but have a positive economic impact on the project finally resulting in limiting the potentially required end user tariff increases for the Armenian consumers thereby contributing to energy affordability especially for the poorer part of the population, In addition the EU NIF funds will be used to adapt energy sector regulation approximating EU standards,” said the EU Ambassador, Andrea Wiktorin.

Armenian MP appeals to women leaders in Europe to force Azerbaijan to release Maral Najarian from captivity

Member of the Armenian National Assembly Naira Zohrabyan has appealed to women leaders in Europe, requesting to call on Azerbaijan to release Lebanese Armenian Maral Najarian from captivity.

Maral Najaryan moved to Berdzor, Artsakh, after the explosion in the port of Beirut. She was taken captive on the Goris-Stepanakert road on her way to Berdzor to transport her personal belongings to Yerevan before the region would be handed over to Azerbaijan.

Azerbaijan has officially confirmed the fact of Maral’s captivity, and she is supposedly kept in the Gubistan prison, about 70 km from Baku.

Naira Zohrabyan from the opposition Prosperous Armenia faction has appealed to European women leaders, human rights activists and all organizations dealing with women’s issues to force Azerbaijan to return Maral and all prisoners of war.

“I have appealed to all women at the Parliamentary Assembly of the Council of Europe to call on Azerbaijan and Aliyev’s wife, a UNESCO Goodwill Ambassador, to return Maral Najaryan, a civilian, to Armenia immediately,” Zohrabyan said in a Facebook post.

“I have appealed to UNESCO, which gives the title of a goodwill ambassador to the wife of the president of a war criminal country, so that UNESCO demands within its mandate that its Azerbaijani goodwill ambassador not spit on international humanitarian law and keep Armenian prisoners of war and Maral Najaryan as a “political currency,” to  immediately return all prisoners of war to Armenia under the 3rd Geneva Convention,” Zohrabyan said.

Armenian, Russian FMs discuss implementation of November 9 statement

Foreign Minister Ara Ayvazyan had a telephone conversation with his Russian counterpart Sergey Lavrov today.

In the follow-up to the previous communication, the Foreign Ministers discussed in detail issues of regional security and stability.

Ministers Ayvazyan and Lavrov touched upon the process of full implementation of the provisions of the November 9 trilateral statement.

Minister Ayvazyan especially emphasized the importance of addressing the humanitarian situation in Artsakh on the spot.

The interlocutors exchanged views on issues of bilateral and multilateral cooperation. In this context, reference was made to the schedule of consultations between the foreign ministries of the two countries.

EBRD, UNDP pioneer social impact bond working with smallholder farmers in Armenia

A social impact bond pilot programme announced on February 4 by the European Bank for Reconstruction and Development (EBRD) and the United Nations Development Programme (UNDP) aims to improve the lives of smallholder farmers in the Shirak region of north-western Armenia.

The two institutions signed a letter of intent to structure a social impact bond, a financing tool that links financial success to the delivery of measured social outcomes.

Social bonds provide investment to address social problems by funding preventive measures. When the social outcomes improve, investors are repaid their initial investment plus a return for the financial risk that they took.

The social impact bond will be the first introduced in Armenia and it will be dedicated to supporting the development of the local agribusiness sector, the EBRD said. The Slovak Republic is providing financial support for the services of Social Finance, a consultancy, to build on the findings of a feasibility study prepared by the UNDP.

Dimitri Gvindadze, EBRD head of Armenia, said: “The EBRD and UNDP share the common objective of promoting the development of agribusiness in Armenia and making the economy more inclusive. Today we are formalising our partnership and leveraging our strengths to attract private-sector investment and activities. Supporting inclusive and sustainable development is one of our priorities in Armenia.”

Dmitry Mariyasin, UNDP resident representative in Armenia, said: “UNDP supports sustainable development in Armenia. The country is to be a pioneer in the use of new innovative financial mechanisms, such as social impact bonds, for unlocking private and public capital for national development priorities, including agriculture. We are delighted to be part of this process.”

The EBRD is the leading institutional investor in Armenia, active in all sectors of the economy. Since the start of its operations in the country in 1992, the development bank has invested €1.47bn in 187 projects there, in the financial, corporate, infrastructure and energy sectors, with 91% of those investments in the private sector.

UNDP is the leading United Nations organisation fighting to end the injustice of poverty, inequality and climate change. UNDP in Armenia was established in March 1993 and supports the government in meeting its development priorities and the sustainable development goals. 

Armenia’s DM refuses to answer whether Defense Army will be dissolved or not

Armenia’s minister of defense Vagharshak Harutyunyan is in the National Assembly.

The minister refused to answer to all the questions of the reporters, urging them to send the questions to the MOD press service.

Asked whether the Defense Army will be dissolved, the minister gave no answer.

The minister neither commented the words of My Step faction deputy that Armenia did not have army for the past 30 years.

Armenia’s first president meets U.S. ambassador, discusses situation in Artsakh and Armenia

Armenia’s first president Levon Ter-Petrosyan hosted today in his mansion U.S. ambassador to Armenia Lynne Tracy.

This was reported by first president’s spokesperson Arman Musinyan.

He reported that during the meeting that lasted more than an hour the interlocutors discussed a number of issues on the situation created in Armenia and Artsakh.

"The sides stressed the importance of the humanitarian assistance of the international community and the USA. They attached significance to the issue of immediate return of the prisoners of war, ensuring social needs of population of Artsakh and Armenia, the families of those killed in the war, wounded and handicapped," Musinyan reported.

World Bank provides Armenia with $7.4 million to improve hospitals' capacity

YEREVAN, February 5. /ARKA/.Armenia’s health system response to COVID-19 and potential future pandemics, including hospitals’ capacity for case management and intensive care, will benefit from $7.4 million in Additional Financing for the Disease Prevention and Control Project, approved today by the World Bank’s Board of Executive Directors, World Bank reported today.

It said the project will support the Government of Armenia in closing financing gaps for the construction and equipment of Martuni Medical Center in Gegharkunik region, and for the construction and equipment of a new medical center in Vayots Dzor region.

The challenges experienced in providing hospital care are acute, especially in Vayots Dzor region, which has not received investments to upgrade the hospital infrastructure for several decades. Due to limitations in hospital capacity during the pandemic for clinical management of COVID-19 cases in Vayots Dzor region, cases requiring intensive care were transferred to hospitals in surrounding regions, introducing delays in accessing services and increasing the risk of mortality.“Strengthening the supply of quality health care services has been at the heart of our support to Armenia’s health reforms,” said Sylvie Bossoutrot, World Bank Country Manager for Armenia.
“I am particularly pleased that this project will allow over 137,000 people in the Gegharkunik and Vayots Dzor regions to access quality medical care. I am also very proud of the number of regional medical centers we helped construct and equip: 18 in total, as a result of the longstanding collaboration between the World Bank and the Republic of Armenia.”

These investments, which benefit from lessons learned during the pandemic about building more inclusive health systems, will contribute to strengthening Armenia’s health resilience going forward.

“The COVID-19 pandemic has illustrated the critical importance of universal access to high-quality health care at the hospital and primary health care levels to respond to non-communicable diseases, detect the spread of infectious diseases, and prevent premature mortality,” said Dr. Adanna Chukwuma, World Bank Task Team Leader of the project. 

“Support provided through this project will reduce the time and monetary cost of accessing essential services, especially in the underserved region of Vayots Dzor.”

The $7.4 million in Additional Financing is an IBRD loan of variable-spread, with a 14.5-year grace period and a total repayment term of 25.5 years.

Since joining the World Bank in 1992, and IDA in 1993, commitments to Armenia have totaled approximately $2,434,734 million. -0-

3 Earthquakes Reported in Armenia

3 earthquakes were reported in neighboring Armenia this evening. The relevant information was published on the website of the National Seismic Monitoring Center. 

Reportedly, initially, there was a 5.2-magnitude earthquake detected, and after several minutes, 3.8 and 4.2-magnitude earthquakes occurred. 

The epicenter of the earthquake was 81, 80 and 79 kilometers away from Georgia, respectively.

Strong earthquakes were also felt in Georgia this evening, at approximately 19:35 Tbilisi time.

There are no reports of any damage or injuries.

The Armenian Men's Weightlifting Championship ended in Yerevan, on the last day of which the super heavyweights (+109 kg) competed.

Gor Minasyan, silver medalist of the Rio 2016 Olympic Games, was crowned the champion in this weight category, by lifting a total of 435 kg.

The champions in the other weight categories are: Garnik Cholakyan (55 kg), Andranik Papeyan (61 kg), Monte Mkhitaryan (67 kg), Nshan Antonyan (73 kg), Karen Margaryan (81 kg), Andranik Karapetyan (89 kg), David Hovhannisyan (96 kg), Arsen Martirosyan (102 kg), and Samvel Gasparyan (109 kg).

More than 100 athletes participated in the Armenian Men's Weightlifting Championships in ten weight categories.
