Armenia is getting popular not only as a tourism destination during the summer season but also in winter. MIR TV station has prepared a reportage about Armenia’s Tsakhkadzor resort town where visitors hold new levels of adrenaline and extreme skiing experience.
 
The reporter reminds that Tsakhkadzor is just 60km far from capital Yerevan and the resort’s lift network rises to the top of the Teghenis mountain at over 2800 metres, while the terrain up here is steep, offering some seriously challenging skiing. 

As the source says, the resort offers skiing and snowboarding, usually at prices well below those in Western Europe.

The skiing season that usually lasts until the end of February in Tsakhkadzor, offers options also for beginners and children at specially designed terrains, the source said.

Drama can tackle big subjects obliquely. That is certainly the case with Richard Kalinoski’s play – first seen in America in 1995 and since produced in more than 20 countries – which has only four characters but is haunted by the memory of Turkey’s systematic elimination of 1.5 million Armenians. I found its portrait of an immigrant marriage deeply touching, while wishing it told us more about the Armenian genocide of the 1910s and early 1920s.
 
Kalinoski sets the action in 1920s Milwaukee, where Aram, a young Armenian photographer who has miraculously survived the mass killings, meets his 15-year-old bride, Seta, who is a similarly orphaned refugee. Aram behaves like a traditional patriarch but Seta is too spirited and inquisitive to be a submissive consort. The marriage is also shadowed by Seta’s inability to bear children. If the relationship is saved, it is through Seta’s temporary adoption of a 12-year-old street kid, Vincent, who is in flight from persecution at a Catholic orphanage.
 
You can’t fault the play, in Jelena Budimir’s production, as a story of a relationship. George Jovanovic as Aram has exactly the right withdrawn testiness and his eyes, as Seta observes, are “a mountain of sadness”. Zarima McDermott is highly impressive as Seta, mixing sparkiness and anxiety in just the right proportion. There is a fine moment when she counters Aram’s use of Proverbs to justify male dominance with biblical quotations asserting the exact opposite. Hayward B Morse also doubles effectively as a beneficent narrator and the boy who becomes a surrogate son.
 
The play, however, raises nagging questions. It condemns the pursuit of Vincent by a pederastic priest while scarcely raising an eyebrow at Aram’s marriage to a 15-year-old girl. It also leaves to the end an explanation of how Aram survived the slaughter, and the reason why his cherished family photo has no faces. The play performs a public service in reminding us of the Armenian slaughter which, to this day, Turkey refuses to call a genocide. In focusing so fixedly on an intimate relationship, however, it relegates the horrors of history to a backdrop.

Large states frequently “avoid seeing the truth,” an eminent Turkish historian told Anadolu Agency on Tuesday.

Telling how Armenians carried out massacres in eastern Anatolia and Azerbaijan during the early 20th century, Refik Turan of Gazi University in Ankara, Turkey’s capital, said: “For some reason, the great states do not recognize this.”

Citing the 1992 Khojaly massacre, one of the bloodiest incidents of the war between Armenia and Azerbaijan over control of the now-occupied Upper Karabakh region after the breakup of the Soviet Union, Turan, head of the Turkish Historical Society (TTK), said such massacres continued in later years as well.

But “great states show such weakness,” Turan told Anadolu Agency. “They often avoid reality.”

Turan, speaking in Azerbaijan at the invitation of the Turkey-Azerbaijan Businessmen and Industrialists Association, also noted historical events that have served to bring Azerbaijan and Turkey closer together as peoples and states.

For example, he praised the Azerbaijani people’s support for Turkish forces during the 1914 Battle of Sarikamis against Russia’s Caucasus Army, which claimed the lives of nearly 90,000 Ottoman Turkish soldiers due to devastating weather conditions.

Turan also cited the Caucasian Islamic Army, which protected Azerbaijan’s territorial integrity on Sept. 15, 1918 and paved the way for the country’s independence in 1991, decades later.

-‘Brotherly countries’

On the geopolitics of the Caucasus region and Azerbaijan in particular, Turan described Turkey and Azerbaijan as “brotherly countries” with deep historical and cultural ties.

He said his history foundation works in conjunction with the Azerbaijan National Academy of Sciences, which is planning a number of joint projects with the Turkish Language Association.

Karabakh, a territory disputed between Azerbaijan and Armenia, broke away from Azerbaijan in 1991 with military support from neighboring Armenia.

Three UN Security Council resolutions and two UN General Assembly resolutions refer to Karabakh as being part of Azerbaijan.

The Parliamentary Assembly of the Council of Europe refers to the region as being occupied by Armenian forces.

The Armenian occupation of Upper Karabakh has led to the closure of the region’s frontier with Turkey, which sides with Baku in the drawn-out dispute.

The so-called Armenian genocide is a lie and a political deception, spokesman for the Turkish president Ibrahim Kalin said.

Kalin was commenting on French President Emmanuel Macron’s statement about the 1915 events.

“The so-called Armenian genocide has no historical basis and there are no facts proving a mass extermination of Armenians during the 1915 events,” Kalin added, Trend reports referring to the Turkish media.

He added that Turkey strongly condemns the French president’s statement.

Kalin said that by his statements Macron wants to change the agenda in France, engulfed in a crisis.

Earlier, Macron called the 1915 events as “genocide of Armenians” and “a crime against humanity”.

Armenia and the Armenian lobby claim that Turkey’s predecessor, the Ottoman Empire, allegedly carried out “genocide” against the Armenians living in Anatolia in 1915.

Azerbaijani press: Turkey: France’s statement about "Armenian genocide" is irresponsibility

France’s statement on the so-called Armenian genocide is irresponsibility and this will not remain unanswered, a source in the Turkish government told Trend on Feb. 6, commenting on French President Emmanuel Macron’s statement on the 1915 events.

“Despite the statements made by France – which is still under the influence of the Armenian diaspora – do not have political significance for Turkey, Ankara will firmly respond to such a provocative statement,” the source said.

The source stressed that by making such statements, the French side wants to prove its “commitment to democracy.”

“By recognizing unfounded claims as a fact that cannot be denied, Paris demonstrates adherence to double standards that are contrary to democratic values,” the source added.

The source also stressed that it would be much more reasonable for France to convince Armenia to create a joint commission with Turkey, consisting of historians, to investigate the 1915 events.

Turkey has nothing to learn from arrogant French politicians who do not have a basic knowledge of history, said Hami Aksoy, the Turkish Foreign Ministry spokesman, Trend reports citing Turkish media.

Aksoy noted that the events of 1915, being the subject of a legal, historical and academic debate, were “repeatedly described” to the French authorities led by the country’s president.

“Despite this, French President Macron, ignoring historical facts, as well as decisions of the European Court of Human Rights and the Constitutional Court of France, is trying to fulfill the promise in order to get the votes of Armenian voters,” said Aksoy

The representative of the Foreign Ministry said that Turkey attaches great importance to the investigation of these events and the creation of a joint commission for this.

“We have nothing to learn from the arrogant French politicians who do not have a basic knowledge of history and are responsible for the massacres in Algeria, as well as the genocide in Rwanda,” added Aksoy.

Earlier French President Macron called the events of 1915 as “the genocide of Armenians” and “a crime against humanity.”

French President Emmanuel Macron touched a nerve in Turkey with his remarks on Tuesday on the controversial issue of the Armenian “genocide.” Turkish Presidential Spokesman Ibrahim Kalın “strongly condemned” Macron’s plans to make April 24 a “national day of commemoration of the Armenian genocide” and implied that the French president was exploiting the matter for political gains.

Turkey refutes the claims of “genocide” and says it is an attempt to defame the country. The annual commemoration on April 24 marks the deaths of Armenians who died in eastern Anatolia in the early years of World War I, when the Ottoman Empire’s Committee of Union and Progress (CUP) government decided to deport Armenians to Syria when some sided with the invading Russians and revolted.

Poor conditions, disease and attacks from irregular units caused numerous casualties. Ankara does not accept the alleged “genocide” but acknowledges there were casualties on both sides during World War I.

“The so-called Armenian genocide allegation has no legal basis, goes against historical realities and is a political lie. It is null and void for Turkey,” Kalın said in his written statement. “Those who ignore President Recep Tayyip Erdoğan’s call in 2005 for the formation of a joint history commission to illuminate historical realities are now trying to manipulate historical incidents.”

He was referring to a call, which has been repeated since then, to form a commission composed of historians from Turkey and Armenia as well as international experts.

“We will not allow those trying to incite hatred through history by distorting the facts about our past. No one can accuse Turkey of a crime it did not commit to defame our history. We condemn and reject attempts by Mr. Macron, who is afflicted by political problems in his own country and is trying to save the day by turning historical events into a political matter,” Kalın said, adding that it was “a political and moral fault to exploit painful incidents for politics.”

The presidential spokesman also pledged that Turkey would continue supporting every well-intentioned effort to illuminate incidents happened in World War I with an approach based on “shared pain and a fair account.”

Ömer Çelik, spokesperson of the Justice and Development (AK) Party, also condemned acron’s decision, calling on the Frech president to reflect on the history of his own country in a reference to French colonialism in Africa. 

Çelik called it “a step to please political lobbies”, and said it was against the spirit of dialogue. 

Armenia claims up to 1.5 million Armenians were killed in an act of genocide by the Ottoman Empire in 1915. Turkey accepts the mass deaths of Armenians during their forced deportation during the war but claims the death toll was much lower.

Armenia demands recognition of the incidents as “genocide” in order to advance relations between the two neighboring countries.

In April 2014, Erdoğan, who was prime minister at the time, offered condolences for the Armenian deaths that occurred in 1915 – a first for a Turkish leader as the country froze diplomatic relations with Armenia both over the genocide issue and Armenian occupation of Nagorno-Karabakh, an enclave also claimed by Turkey’s close ally, Azerbaijan. The move was seen as a significant step toward a possible reconciliation.

Many Armenians argue that denying allegations that the events of 1915 constituted “genocide” should be a crime, just as negating the Holocaust is. Lobbying efforts by Armenian diaspora whose number is high, particularly in France and the United States, helped to gain recognition of the incident as a “genocide.” France was one of the first European states to recognize it and more than 20 other countries followed suit.

The 114 hotline service serving citizens’ alarms in the field of social protection, with its 8-person staff, remained suspended. 2018 at the end of the year, the contract for the provision of services signed with the Ministry of Labor and Social Affairs ended, and the new one has not yet been signed. 168.am writes about this.


The staff handling the calls of at least 15,000 beneficiaries per month continues to serve in inertia without payment, and in the hope that the newly appointed Minister of Labor and Social Affairs, Zara Batoyan, will not allow this small structure to be abolished. They have not had a meeting with the newly appointed minister yet, they are sure that he is aware of the situation and will find a solid solution.


The only news circulating at the moment is that this structure may also be targeted by the government’s “optimization” program.


The salary and maintenance fund of about 24 million per year may be considered redundant for the Government, and the logic of providing telephone service to social target groups is also considered redundant.


Nevertheless, there are sad moods in the hotline service, they say that the ministry is not able and does not have enough resources to serve the citizens’ alarms. A milder scenario is not excluded here: in the context of structural changes, the service with a smaller team will be transferred under the ministry.


By the way, this service works 24 hours a day, the citizens receive the answer to the calls recorded after 18:00 the next day through a call back.


It should be noted that the same fate threatens the “Nork” social services technology and awareness center with its 100 employees.


“Nork” Social Services Technology and Awareness Center Foundation also continues to service the information systems of the social sector, about 6,500 pieces of computer equipment and the server complex, citing the state importance of the function.


Discussions in the government regarding “Nork”, in particular, have been ongoing since last October, and perhaps no approach is visible that would be preferable for all interested parties.

Edmon Marukyan, the chairman of “Lusavore Armenia” party, claims that the RA government was formed in violation of the Constitution. In this regard, he issued a statement.


“In general, the formation of the government, unlike other bodies of the RA executive power, is distinguished by its unique order of formation. The start of the formation of the government begins after the appointment of the prime minister, and then continues with the appointment of ministers.

I think that there has been a violation of the procedure for forming the government, that is, Article 150 of the RA Constitution. That article defines a clear procedure for the formation of the government, according to which, after his appointment, the Prime Minister proposes to the President of the Republic the candidates for Deputy Prime Ministers and Ministers within 5 days. Naturally, here we are talking about the presentation of candidates to be appointed to the positions of members of the government in accordance with the law on the structure and operation of the current government.

The RA Prime Minister did not present all ministerial candidates, and the RA President appointed only those who were presented by the Prime Minister.

According to Article 2 of the Law on the Structure and Activities of the Government, the Government consists of the Prime Minister, the First Deputy Prime Minister, two Deputy Prime Ministers and ministers.

The structure of the government includes the following ministries:

1) Ministry of Labor and Social Affairs
2) the Ministry of Health,
3) Ministry of Justice,
4) the Ministry of Emergency Situations,
5) the Ministry of Foreign Affairs,
6) the Ministry of Environmental Protection
7) Ministry of Agriculture,
8) Ministry of Energy Infrastructure and Natural Resources,
9) Ministry of Education and Science,
10) the Ministry of Culture,
11) Ministry of Defense,
12) Ministry of Sports and Youth Affairs,
13) Ministry of Diaspora
14) the Ministry of Territorial Administration and Development,
15) Ministry of Economic Development and Investments,
16) the Ministry of Transport, Communications and Information Technologies,
17) Ministry of Finance.

Meanwhile, the Prime Minister of RA presented the candidacy of 2 Deputy Prime Ministers and 12 Ministers. In other words, the nomination of five ministers was not submitted, leaving the existing ministries without ministers. However, those ministries and ministerial positions are defined by the above-mentioned law, which is an active law and there is no other law that would define otherwise. At the moment, there is not even any legislative change initiative regarding the structure and activity of the Government. 
It can only be assumed that the Prime Minister of the Republic of Armenia was misled by his advisers on legal issues, due to which he was guided by Article 3, Part 9 of the Law of the Republic of Armenia “On the Structure and Activities of the Government”, which defines the guarantee that should ensure the normal functioning of the government.

According to the quoted provision of the above article, the government is considered constituted if at least 2/3 of the members of the government have been appointed. This provision regulates a completely different relationship, it has nothing to do with the constitutional obligation to present the composition of the Government to the President of the Republic of Armenia. It exclusively refers to the cases when the President of the Republic of Armenia appealed to the Constitutional Court of the Republic of Armenia on the issue of contesting the ministerial candidates proposed by the Prime Minister of the Republic of Armenia. And the Constitutional Court did not see a problem with at least 2/3 of the candidates. And the other candidates were considered incompatible for those positions, or their candidacy is still under discussion.

This provision is exclusively a provision establishing a guarantee, the meaning of which is to ensure the normal operation of the government in order to avoid a constitutional crisis, and not to grant the RA Prime Minister the right to present fewer ministerial candidates from the government within a five-day period.

Based on the above, it should be stated that the RA Prime Minister did not fulfill the direct obligation imposed on him by the RA Constitution, due to which the requirement of Article 150 of the RA Constitution was violated. 

I urge the Prime Minister to first get rid of those advisers who interpreted the solution of the problem in such a way. As well as to immediately submit to the National Assembly a draft law on the structure and operation of the Government, which will present the structure of the new government, will not leave ministries without ministers in the air and will include the NSS, the police and the SRC in its structure,” said Marukyan’s statement.

The RA Armed Forces will be equipped with modern complexes of high-precision long-range missile strikes, artillery strikes and air defense, multi-functional aviation and automated and robotic air and ground systems. All this will increase the distance, accuracy and effectiveness of reconnaissance, maneuvering and fire strike with the necessary depth.


According to the plan submitted to the government, the most important component of security will be the development of the domestic military industry. Also, the focus will remain on the consistent replenishment of the front line with technical means and the increase of the effectiveness and safety of combat duty.


It is noted that measures will be taken to ensure that the armed forces’ management system is highly automated, has sufficient operability, vitality, mobility and technological superiority and saturation to conduct modern military operations, as well as the necessary capabilities for ensuring cyber defense, and is guided by the “Command by Task” management and leadership principle aimed at promoting initiative, quick orientation, decision-making and action.
