Asbarez: Israeli Drone Maker Signs $13 Million Deal with Azerbaijan

Two weeks after its export licenses were reinstated, the Israeli arms maker Aeronautics Ltd. announced that it has signed a new $13 million contract with Azerbaijan. The company live-tested its products on Artsakh positions by an order from Baku, which is considered a violation of Israeli law and was under criminal investigation.

The new contract ensures that Aeronautics will also ensure the maintenance of the the Orbiter 1 Kamakaze—or suicide—drones.

In 2017, Israel’s defense ministry suspended the sale of the Kamikaze drones manufactured by Aeronautics Ltd. to Azerbaijan, after reports of live testing the drones on Artsakh targets was reported, resulting in a criminal investigation.

In late January, the Israeli defense ministry suspended the export licenses of three high-level company officials effective April of this year. While this suspension remain in effect for the individuals, the company has been cleared to complete a deal estimated at $20 million with Azerbaijan paving the way for Azeri forces to use the drones on Artsakh targets.

It is worth noting that, according to the Times of Israel, the defense ministry’s lifting of the ban on sales came three weeks after Aeronautics Ltd. was sold to Rafaek, a state-run defense contractor for a reported $231.7 million.

In 2017, it was reported that officials of the company refused the request to carry out live testing of the the Orbiter 1K suicide drone system on live Artsakh targets, and after being threatened by Azerbaijani, senior representative of the company armed and operated the drone, which is said to have missed its target without causing damage.

According to reports by the Artsakh Armed Forces, Azerbaijani forces carried out a drone attack in northeastern Artsakh on July 7, 2017, injuring two soldiers.

Security Service Details Fraud Case Against Kocharian’s Son

Armenia’s National Security Service (NSS) on Tuesday reported details of its 
fraud charges brought against former President Robert Kocharian’s son Sedrak, 
saying that he evaded nearly $2 million in taxes.
Sedrak Kocharian revealed on Monday that he has been charged with tax evasion 
and money laundering. He rejected the accusations as “fabricated,” saying that 
they are part of the Armenian authorities’ persecution of his arrested father 
and broader family.
In a statement, the NSS said that the criminal case stems from $5.3 million 
which had been donated to Kocharian Jr. by an unnamed “third person.” It 
claimed that he used a complex fraud scheme to illegally avoid paying about 917 
million drams ($1.9 million) in income tax which should have been levied from 
that sum.
The NSS statement added that through one of his companies the ex-president’s 
son legalized the “revenue obtained by criminal means” by adding it to his $5.7 
million bank account. That money was then spent on the purchase of a three-star 
hotel in downtown Yerevan, it said.
The statement said that the director of that company, Aleksan Vorskanian, has 
also been charged with tax evasion and pleaded guilty to the accusation.

The NSS stressed that its investigation is not yet over. “Large-scale 
investigative actions are being taken to ascertain the legality of the 
acquisition by Sedrak Kocharian and members of his family of numerous 
properties and other assets,” it said.
The NSS director, Artur Vanetsian, said in September that his agency is 
scrutinizing what he described as hundreds of millions of dollars worth of 
assets belonging to former President Kocharian and his relatives.
Sedrak was subsequently questioned as a witness in that corruption probe. He 
will risk heavy fines and up to 12 years in prison if found guilty of tax fraud 
and money laundering.
Robert Kocharian was arrested in December on charges stemming the 2008 
post-election violence in Yerevan which left ten people dead. He denies them as 
politically motivated.
The 64-year-old ex-president, who ruled the country from 1998-2008, has also 
denied enriching himself or his family while in office. He has only admitted 
that his two sons are engaged in entrepreneurial activity.
Serzh Sarkisian’s Brother Prosecuted

A controversial brother of Armenia’s former President Serzh Sarkisian has been 
formally charged with fraud, his lawyer said on Tuesday.
The lawyer, Mihran Poghosian, told RFE/RL’s Armenian service that the 
accusation stems from over a dozen drawings by the 20th century Armenian 
painter Martiros Saryan which were found in Aleksandr Sarkisian’s family house 
in Yerevan in July. Poghosian dismissed it as baseless but did not go into 
details. He also said that his client was not arrested pending investigation.
Officers of the National Security Service (NSS) confiscated the drawings worth 
an estimated $280,000 when they searched the house in July. The NSS claimed 
that Sarkisian’s elder son Narek had deceived Saryan’s descendants to get hold 
of them. Narek, who fled Armenia June, was subsequently charged with illegal 
arms possession and drug trafficking.
Aleksandr Sarkisian was briefly detained by the NSS after the nine-hour search. 
Also in July, his second son, Hayk, was arrested on charges of attempted murder 
and illegal arms possession. A Yerevan court freed him on bail in September.
During his brother’s 2008-2018 rule, Aleksandr Sarkisian, who is better known 
to the public as “Sashik,” earned notoriety for his flamboyant behavior and 
insults addressed to critics of Armenia’s former government. The 62-year-old is 
thought to have made a big fortune in the past two decades. He held a 
parliament seat from 2003-2011.
Sarkisian’s $30 million Armenian bank account was frozen this summer as part of 
a separate inquiry conducted by the NSS. Prime Minister Nikol Pashinian 
publicly demanded in September that he “return the money to the state budget.”
The ex-president’s brother rejected Pashinian’s demand as illegal. He said that 
the authorities have not come up with any proof that the sum was earned 
illegally. Still, he made clear that he will be ready to donate some of it to 
the state if his and his family members’ assets are unblocked.
Citing an unnamed government source, Civilnet.am reported earlier on Tuesday 
that Aleksandr Sarkisian has transferred $18.5 million to the state. His lawyer 
refused to confirm or refute the report.

Also facing prosecution is Serzh Sarkisian’s second brother, Levon. He and his 
daughter were charged with “illegal enrichment” after tax inspectors discovered 
in June that they hold millions of dollars in undeclared deposits at an 
Armenian bank. Levon Sarkisian reportedly left the country around the same time.
Serzh Sarkisian stepped down in April 2018 amid Pashinian-led mass protests 
sparked by his attempt to extend his rule by becoming prime minister. He has 
not publicly commented on the embarrassing charges brought against his 
relatives. But some of his associates have alleged political motives behind the 
high-profile criminal cases.
Edmon Marukian, the leader of the opposition Bright Armenia Party (LHK) which 
had also challenged Sarkisian, expressed concern at what he described as a lack 
of transparency in the prosecution of individuals linked to the former regime. 
In particular, he wondered why “Sashik” reportedly made the hefty payment to 
the state without a court ruling.
“Don’t get me wrong, I welcome the fact that he returned [the money,]” Marukian 
told reporters. “I just want us to understand what kind of a process it 
resulted from.”
Armenian Speaker Opposes Return To Presidential Republic

Parliament speaker Ararat Mirzoyan on Tuesday spoke out against the idea of 
restoring a presidential system of government in Armenia which has been floated 
by former President Levon Ter-Petrosian’s political party.
In a weekend statement, the Armenian National Congress (HAK) called for a 
referendum on reverting to the “semi-presidential” system which gave sweeping 
executive powers to the president of the republic. It said the referendum 
should be held by February 2020 and followed by the conduct of a presidential 
election within a year.
“I don’t support a return to the semi-presidential system at all,” Mirzoyan 
said, commenting on the idea. “I think that we should keep moving forward. We 
now have a parliamentary system and must do everything to make it a success.”
“Constitutional changes are possible, but they must not be so radical -- and 
this is my personal opinion -- that they will switch the country from the 
parliamentary to the semi-presidential model,” he told reporters. In 
particular, he said, they could give more powers to the current, largely 
ceremonial president of the republic.
Mirzoyan is a leading member of Prime Minister Nikol Pashinian’s My Step 
alliance, which has not yet officially reacted to the HAK proposal. Another 
senior My Step figure, Lena Nazarian, said on Monday that the authorities are 
ready to discuss it.
Armenia became a parliamentary republic as a result of a controversial 
constitutional reform in 2015 which was initiated by then President Serzh 
Sarkisian. The transformation was widely believed to be aimed at enabling him 
to extend his decade-long rule. Sarkisian provoked mass protests and resigned 
in April 2018 after attempting to hold on to power.
The HAK’s idea has been rejected out of hand by Bright Armenia (LHK), one of 
the two opposition parties represented in the current Armenian parliament. Its 
leader, Edmon Marukian, said on Tuesday the parliament should on the contrary 
be given more levers to hold the government in check.
Marukian announced in that regard that the LHK will propose constitutional 
changes that would give more rights to the opposition minority in the National 
Assembly.

Lragir.am reacts to Russian defense analyst Igor Korotchenkov’s claim that 
Prime Minister Nikol Pashinian’s wife, Defense Minister Davit Tonoyan and other 
senior Armenian officials are members of an “unofficial club” sponsored by the 
British Embassy in Yerevan. Korotchenkov has also said that Russia will not 
tolerate Armenia’s “attempts to sit on two tables.” The online publication 
links these claims to a series of anti-Armenian talk shows aired by Russian TV 
channels in recent days. It says that Kremlin-linked commentators periodically 
portray last year’s regime change in Armenia as a Western-backed “color 
revolution” and that they are assisted by some “representatives of Armenia’s 
former ruling regime” in that endeavor.
“Zhoghovurd” reiterates its belief that former President Serzh Sarkisian turned 
Armenia into a parliamentary republic in a bid to extend his decade-long rule. 
“Therefore, serious discussions on a change of the government system in Armenia 
are really necessary, especially given that the authorities intend to enact 
constitutional changes,” writes the paper. “A constitution adopted for one 
person through a rigged referendum contains serious obstacles and pitfalls.”
“Aravot” disapproves of harsh verbal attacks on Pashinian voiced by his 
political opponents and other critics. “Let us differentiate attacks from 
criticism,” editorializes the paper. “When the target is a person, rather than 
a practice, when something is said in an ill-tempered manner, that is an 
attack. When you see nothing good in your target, that is an attack too.” The 
paper says it is equally wrong for the authorities to respond to such attacks 
in kind. The authorities should also realize that what they hear in the 
parliament from opposition lawmakers is criticism, not attacks. “In this case, 
the reactions of the prime minister and his allies were not adequate,” it says.

Lydian warns: Armenian government bears full responsibility for possible environmental degradation at Amulsar deposit

ArmInfo.The Armenian government bears full responsibility for the deterioration of the environment, water and air in the Amulsar field in case any  environmental problem occurs. This is stated in the warning of  “Lydian” company received by the ArmInfo.

 According to the source,  since June 2018, Lydian, because of the blockade of roads, has not  been able to resume work at the Amulsar field. Not only the  construction work was not carried out, but also the construction of  protective environmental protection systems, in order to manage  erosion due to heavy spring precipitation and surface water, in  accordance with the conditions and permits issued to the company.  Lydian informed the government that the company was not responsible  for any environmental problems, including the exclusion of surface  waters, the occurrence of which was the result of the government’s  inability to take measures to eliminate the illegal blockade from  June 2018.

“Lydian” has repeatedly applied to the government to take the  necessary actions. This winter, heavy snowfall was recorded at the  Amulsar deposit. Under the conditions of illegal blocking, it was not  possible to build systems to prevent the appearance of surface water.  These activities had to be  carried out before snowfall. In the event  of resumption of work, it will take months to complete the  construction of water management systems. In this situation, the  Armenian government bears full responsibility for the deterioration  of the environment, water and air in the Amulsar field in case any  environmental problem occurs, the company warns. 

To note over the recent six months, protest actions were held against  several mining companies, including the Amulsar program, protesters  blocked roads and created obstacles for employees. The protests  against the Amulsar project led to a confrontation with the staff of  Lydian Armenia, who demanded that the protesters not interfere with  their right to work. Participants in the protest declared that there  are environmental problems, which the company refutes.

Lydian Armenia is a subsidiary of British Lydian International, whose  shareholders are major international institutional investors. The  Amulsar project is the largest industrial project in Armenia today  for the development of the Amulsar gold deposit, with a total value  of $ 370 million. Preparatory work has been going on since 2006. The  life of the Amulsar deposit should have been 10 years and 4 months;  it was planned to mine an average of 200 thousand ounces of gold  (about 10 million tons of ore) annually. The Amulsar program  envisaged the creation of 1,300 jobs during construction  (construction work will last about 2 years) and 650-700 jobs during  the entire field operation.

According to the press service of the Southern Military District, in  the Gyumri military garrison more than 100 servicemen donated blood  to the Blood Bank. In total, participants in a charity event donated  more than 30 liters of blood.

After the revolution for the first time the rights of ethnic and religious  minorities in Iran have become legal, the primate of Tehran Diocese  of Armenian Apostolic Church, Archbishop Sepuh Sarkissian said in his  welcoming speech at the solemn event of the Armenians of Tehran on  the occasion of the anniversary of the Islamic Revolution.

“Religion and homeland are two sacred values for the people of Iran,  and Iranian citizens have always sacrificed themselves for the  protection of these two sacred principles. After the war, the  Armenian community also played its role in promoting Iran in the  artistic, industrial, and international transport sectors, “said  Sarkissian.

To note, according to official data, today the Armenian community of  Iran totals 200 thousand people.

Lavrov: Decisions on the Karabakh settlement should be made in direct conversation in direct negotiations between the parties

The Russian minister welcomed the attitude of the OSCE  Chairman-in-Office on the resolution of the Nagorno-Karabakh  conflict. “We are grateful for this attitude of the OSCE  chaiperson-in-office. The co- chairs from Russia, the United States  and France are working closely; they have already met with the  leaders of Azerbaijan and Armenia, and with the foreign ministers.  New contacts are being prepared.  Considering that recently the new  government Of course, additional time is needed in Armenia to  understand how intensively, how deeply the settlement process can be  developed at this stage. The press service of the RA Police  reports.According to the source, the Directorate for Combating  Corruption and Economic Crimes of the RA Police received a signal  that in 2014, during the implementation of the process of creating a  free economic zone in the Karchevan community of Syunik region, the  head of this community and other officials were abused. 

In the process of preparing the investigation materials, evidence was  obtained that the abuses were committed both by the head of the  community and by the former heads of the real estate cadastre  committee.It turned out that in July 2014, the then head of the Real  Estate Cadastre Committee and his deputy visited the Karchevan  community. where, pointing to the head of the community in the  territory adjacent to CJSC “Free Economic Zone Meghri”, announced the  initiative of the then prime minister to begin the process of  alienation of these territories in favor of CJSC “ESIA”.

Then the head of the company, who visited the head of the community,  demanded that he organize the sale of these territories through  competitive bidding, in which other participants would formally  participate.  After that, the head of the community organized the  illegal alienation of these lands fromusing obviously falsified  documents. Thus, one of the members of the Council of Elders signed a  protocol on the allegedly held meeting of the Council of Elders, at  which the decision on alienation was taken. Meanwhile, as noted by  the RA Police, in fact there was no meeting of the Council. Based on  these agreements, 3,209,948 ha of land were alienated at a price of  1.540.000 drams, 550.000 drams and 385.000 drams. 

Thus, the community suffered enormous damage.Moreover, the head of  the community, already being informed about the prospect of creating  a free economic zone, on the basis of vested interests and abusing  his official position, sold 1,378 hectares of land adjacent to the  zone. A criminal case was initiated on this fact according to the  first part of Article 308 and the first part of Article 314 of the RA  Criminal Code. The investigation continues. 

View from Jerusalem: Pashinyan`s entourage realizes that even small concessions can provoke Azerbaijan`s aggression

ArmInfo. The entourage of Prime Minister of Armenia Nikol Pashinyan perfectly realizes that even small territorial concessions are quite capable of provoking the  next aggression of Azerbaijan. A similar opinion was expressed to  ArmInfo by Israeli political scientist, public figure Avigdor Eskin.

“With the change of power in Armenia, the mediators for the OSCE Minsk Group, and the conflicting parties themselves again spoke about preparing the peoples for peace, about compromise. However, Yerevan has always considered the possibility of the concession of certain territories. In my opinion, this is evidenced by at least the lack of population in a large part of the areas adjacent to Nagorno-Karabakh. Nevertheless, Armenia has never considered and, I think, does not consider the possibility of compromises that could jeopardize their own security, not to mention the security of Karabakh people, “Eskin stressed.

Almost a quarter of a century has passed since the signing of the trilateral agreement on the establishment of a truce between the parties to the Karabakh conflict. And all these years, surges of murders on the Line of Contact have been interspersed with negotiations towards peace. However, since the end of last year, the killings have practically stopped, and the OSCE MG mediators, Baku and Yerevan, have started talking about the need to prepare the parties to the conflict for peace.

According to the forecasts of an Israeli political analyst, the probability of a large-scale war around Nagorno-Karabakh is practically absent. According to him the the main reason is that after the April 2016 local war, Baku realized the impossibility of a military victory over the Armenian parties to the conflict.

Thus, Eskin sees only the possibility of a local escalation of the situation on the Line of Contact of the opposing sides. But this scenario, according to his estimates, is directly linked to the current domestic political situation in Azerbaijan. Considering the internal political stability observed in the neighboring country, there are no prerequisites for Ilham Aliyev to initiate even local hostilities against Armenia and Karabakh, at least at this stage there.

Vova Vartanov: “Give me all your weapons, we can return some territory”



Yerevan/16.02.19/Turan: “At the very beginning of the Karabakh conflict in 1988, I was among those who rallied in the square, but then I realized that this was not enough and we had to act. Then my aunt and her husband’s relatives lived in Azerbaijan, and I had to take them by bus via Georgia. Later, in 1989, after the arrest of members of the “Karabakh” committee, I was offered to go to the border with Azerbaijan and organize self-defense units taking into account my military experience, since I served with the special purpose troops of the General Intelligence Agency (GIA). “The participant of the Karabakh war, the commander of the first Armenian reconnaissance detachment Vova Vartanov told about it in an interview with Turan.

“In November-December 1989, we assembled the first in-depth reconnaissance detachment and conducted the first operation in January 1990 in the Gazakh region of Azerbaijan. I will keep silence about other operations,” he says, confirming that he participated in various operations and military operations, the information of which he does not want to disclose.

In January 1992, the formation of combat detachments began, which in the future became part of the Armenian army. I then acted as an adviser and at the same time was a member of the special squad under the commander of the Armenian forces, and in fact the Minister of Defense Vazgen Sargsyan. Our task was tactical and strategic military intelligence.

When asked to disclose the contents of one of the military operations, Vartanov, after deliberation, said that his group had penetrated into Gazakh district in January 1990 in order to verify information on the removal of ammunition from the Soviet army. “According to the official version, Soviet troops took ammunition and weapons to Georgia. But we got into Gazakh and found that the ammunition from Armenia was transported to Azerbaijan, to warehouses a dozen kilometers from Gazakh,” said the source.

Why is it today that it is preparing young people for hostilities, the ability to survive, and teaches the need to fight with Azerbaijan? To this question, Vartanov replies that he and his comrades organized survival courses, which, among other things, have a military purpose: handling cold and firearms, survival tactics in extreme conditions, including urban ones.

On a clarifying question whether his pupils will participate in a possible war with Azerbaijan, Vartanov said that they had already participated in the April 2016 war. “My supporters participated as volunteers in the battles in the south and north of Karabakh and showed themselves well and helped stop the advancement of the Azerbaijani forces,” he said. The Armenian side called the April battles “blitzkrieg”, and some “reconnaissance in force.” Is such an assessment correct? Our interlocutor disagrees with these assessments, considering those events as “rather a political action” in order to put pressure on the Armenian side.

“I am sure that the Azerbaijani side wanted to pull away the forces of the center in Karabakh to the north to the village of Talysh and to the south to Lala Tepe. Having pulled the forces of the center, the Azerbaijani side planned an attack on Agdam and further on Askeran. However, a sufficient number of our forces in the central direction did not allow the enemy to carry out this plan,” says Vartanov.

How does he evaluate the current fighting efficiency of the Azerbaijani army? “To be honest, I seriously appreciate it. The amount of money you spend on the army could not help but bring results. You have a good army – normal weapons, training. I like it, but there is a problem with motivation,” said the source.

On the question of how he assesses the combat capability of the Armenian army, Vartanov says that even if Armenians do not have such modern weapons, and they are fewer than Azerbaijan. Even if the training is not the same as that of the Azerbaijani side, Armenians have enough weapons and control over the heights remains. “And this is important to stop not only your army, but also the Ottoman. I have already talked about motivation. How does it differ from Armenians and Azerbaijanis? Your motivation is hurt because you won the war, despite the numerical superiority, but we have a desire to survive,” said Vartanov.

According to him, the Armenian Armed Forces did not participate in the battles in Karabakh, as they expected the offensive of the Turkish army and prepared to repel it. “It was real in 1992-93,” says Vartanov.

How, then, to explain that after the signing a truce in 1994, during the battles of 1995 and 2016 and in the Nakhchivan sector, Armenians only retreated and lost territories? Why, if their motivation is stronger?

Our interlocutor explains this by the repeated superiority of the Azerbaijani forces when the brigade attacks the company. “This can only be at the beginning. This is the advantage of the one who attacks first; but then the motivation and training of the troop”s works.

Isn’t it better to reach an agreement with Azerbaijan, liberate the territories around Karabakh and get something in return, improve relations and develop normally? After all, if the new war and the Armenians lose territory, they will hardly get anything in return. Is there a similar scenario in Armenia?

Vartanov responded that of course peace is better than war. “But I do not agree that any peace is better than war. If you take these lands, you will not stop there. There is Armenia, which does not allow you to connect with Turkey, and you are going to take Yerevan,” says Vartanov.
