ARMEN GHAHRAMANYAN APPOINTED HEAD OF VAZGEN SARGSYAN MILITARY INSTITUTE

Serzh Sargsyan has signed a decree to appoint Major-General Armen
Ghahramanyan Head of the Military Institute after Vazgen Sargsyan.

The former head of the Institute, Lieutenant-General Martin
Karapetyan, was relieved of his duties earlier this week, following a
tragic incident that occurred at the Institute last week.

Soldier Haykaz Barsegyan was found hung in the gym of the Institute on
January 29. On Monday, February 2, four Armenian soldiers were charged
with the murder of Haykaz Barseghyan.

On February 5, the the police department in the town of Vagharshapat
received a report that a woman had been found dead in Parakyar village.

On arriving at the scene, police officers found Anahit Zakevpsyan,
born in 1964, in the bedroom of her house with multiple stab injuries
that caused her death.

An investigation is in process.

Armenian Foreign Minister Edward Nalbandian on Thursday, in Munich,
met with the Co-Chairs of the OSCE Minsk Group, Igor Popov (Russia),
James Warlick (United States) and Pierre Andrieu (France), and Personal
Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk,
the press service of the Armenian Foreign Ministry reported.

The sides continued the discussions on the Nagorno-Karabakh peace
process.

Edward Nalbandian drew the Co-Chairs’ attention to the
increased violations of ceasefire and subversive attacks on the
Armenian-Azerbaijani border and Karabakh-Azerbaijan Line of Contact,
stressing that Azerbaijani forces violated ceasefire more than 3,000
times during the past weeks, leading to human losses, including deaths
of civilians.

“The Azerbaijani leadership blatantly disregards the international
community’s targeted calls for ceasing tension, and with its
adventurist policy and provocative actions further escalates the
situation and undermines the peace process,” Nalbandian said.

He reaffirmed that Armenia will continue the joint efforts with the
Minsk Group co-chair countries aimed at exclusively peaceful settlement
of the Nagorno-Karabakh conflict.

Armenia’s leading telecommunications operator VivaCell-MTS
provided a number of libraries in Yerevan with modern information
infrastructures. Wi-Fi corners were created in all branches of
City Central Library after Avetik Isahakyan managed by the Yerevan
Municipality. 13 3G-compatible Wi-Fi routers with “Home Zone Turbo”
Internet package were donated to the branches of the library.

The wish to encourage reading lies in the core of this initiative
implemented jointly by the state and private sectors. The project makes
the use of innovative technologies easier for the young generation,
its target group. The number of users of the rich information available
on the Internet grows year by year. According to statistics, within
the last year alone the number of patrons of the above-mentioned
libraries has grown by around 13 000 people. The cost of the project
is over AMD2.4 million per year. In general, AMD 4.8 million has been
allocated for the implementation of the whole project.

Taking into account the efficiency of the program, the cooperating
sides have decided to expand it.

It is planned to provide Internet access to four more cultural centers
in the current year: the Museum of History of Yerevan, the Modern Art
Museum of Yerevan, Karen Demirchyan Museum and the Erebuni Historical
and Archeological Museum-Reserve.

Car Rally In Gyumri Demanding The Release Of Arrested Protester

CAR RALLY IN GYUMRI DEMANDING THE RELEASE OF ARRESTED PROTESTER

Today, a car rally will start from the Shirak governor’s office,
demanding the release of 22-year oldMnatsakan Aleksanyan who was
detained and arrested 2 days ago.

On the event’s Facebook page it states that the event starts at 3PM,
the cars will move from the Governor’s office to the police station,
then to the prosecutor’s office. The event’s host Karen Petrosyan
stated on Facebook that yesterday an initial page was created, however
“it had been broken and deleted”.

Note, that Sarnaghbyur village resident Mnatsakan Aleksanyan was
arrested for participating in a January 15 protest and in the framework
of a criminal case for clashes with police resulted from the protests
with articles of hooliganism and violence against representatives of
the authorities.

A few websites’ broadcasts of January 15 events showed Aleksanyan
conversing with Heritage Party MP Zaruhi Postanjyan. Aleksanyan
reprimanded the MP for getting into a police vehicle. “I have one
question, did you find it appropriate to be seen in a police car on
the streets of Gyumri? Answer my question with a yes or no. If you
asked anyone from Lenikakan (Gyumri) to take you to London, they would,
but you shouldn’t have sit in a dog’s car,” said Aleksanyan.

Thousands of people demonstrated on January 15 in front the Shirak
province’s Prosecutor’s office demanding that the murder suspect of
the 7 members of the Avetisyan family Russian soldier Valery Permyakov
be transferred and tried by Armenian law enforcement. One group of
the demonstrators decided to move toward the Russian consulate and
were barricaded by police, which resulted in a confrontation. Ever
since a criminal case has been opened for use of violence against
representatives of the authorities, however, no one had been arrested.

Many of demonstration participants have been interrogated as witnesses
in Gyumri.

Hovhannes Margaryan, a lawmaker representing the Country of
Law Party (OEK) in the Armenian parliament, says he has had a
telephone conversation with relevant agencies over the murder of
a seven-member family in Gyumri and will soon travel to Gyumri to
study the detention of resident Mnatsakan Alexanyan. The 22-year-old
resident of Sarnaghbyur village, in connection with the street protests
in Gyumri in January, following the arrest of a Russian soldier who
admitted murdering the seven-member Avetisyan family in Gyumri.

“I was in Gyumri on the day of protests and we were able to avert
detentions. We condemn the detention of a citizen. He [Mnatsakan
Alexanyan] demanded the handover of the Russian soldier, charged with
the murder of the Avetisyan family to the Armenian law enforcement
authorities. His demand is justified and fair. I also demanded the
same thing,” the OEK lawmaker said during the parliamentary briefings
on Friday.

In reply to the question whether he was going to join the participants
of an automobile rally to be held in Gyumri, the MP said, “I cannot
say for sure, I shall be participating at a court hearing.”

At yesterday’s conference, the Prosperous Armenia Party (BHK) Leader
Gagik Tsarukyan repeated the words said by the Armenian Revolutionary
Federation -Dashnaktsutyun in 2010, Head of the Dashnaktustyun faction
Armen Rustamyan said during the parliamentary briefings on Friday.

“In 2010, I said that Armenia needs a government of a new quality.

Today, they are speaking about the need of a new-quality government.

By saying a new-quality government we first of all mean elimination
of the political monopoly. The ruling party and state are interwoven
today. It is time to find solutions to the main problems in the
country,” Mr Rustamyan said. He suggests involving knowledgeable people
who today reside outside Armenia in the process of state-building.

“The change of government does not only mean a change of persons,
it implies a change of system. The political forces should work
together and present people a concrete program in order not to appear
in uncertainty again. You cannot change everything by changing the
electoral system. This is a delusion,” said the Dashnak representative.

“Armenia needs a government of a new quality, new, educated people. In
this regard I express my will to support such new candidates; I call
upon Armenians living both in Armenia and abroad, specialists with good
education to unite around creating an alternative to our functioning
government,” Gagik Tsarukyan said during the conference on Thurdsay.

MAN ARRESTED OVER GYUMRI UNREST SET FREE

Dozens of people have gathered outside the police department in
Akhuryan demanding the release of Mnatsakan Alexanyan who was detained
on Thursday in connection with the January 15 street protests in
Gyumri city, following the arrest of a Russian soldier charged with
the murder of a seven-member family in the city.

According to press reports, Prosecutor of Shirak Province Raffi
Aslanyan has instructed the investigator to release Mnatsakan Alexanyan
after taking a written cognizance from him not to leave the city.

Mnatsakan’s father and lawyer learnt the news from the media. The
villagers threaten to block the road if the young man is not set free.

According to the law, Mnatsakan Alexanyan can be kept at the detention
center for 72 hours before a case is filed.

Mnatsakan Alexanyan was released a couple of minutes ago. He apologized
to media representatives and said he was hurrying home to see his
sick mother.

It is obvious that Chairman of the Control Chamber Ishkhan Zakaryan
is kept under house arrest by Serzh Sargsyan, Head of the Armenian
National Congress (HAK) Levon Zurabyan said on Friday.

Speaking at today’s parliamentary briefing, Mr Zurabyan said he
followed yesterday’s conference organized by the leader of the
Prosperous Armenia Party (BHK), Gagik Tsarukyan and even read his
speech. “We welcome all efforts aimed at changing power in Armenia. We
effectively cooperate with Gagik Tsarukyan. For the first time,
the BHK publicly called for new presidential elections,” said Zurabyan.

The lawmaker says the ‘alliance’ between the HAK and BHK is quite
effective. “By saying alliance, I also mean the Heritage party. There
are, of course, different approaches to tactics. We are for more
radical solutions. In the given situation we believe that popular
uprising will be more productive in order to hold early elections. We
should force the authorities to step down immediately,” he said.

GLENDALE – Arsen Danielian, Esq., a senior partner at the Glendale law
firm of Baker, Olson, LeCroy & Danielian, has been appointed chairman
of the board for the Healthcare Foundation at Glendale Adventist
Medical Center. He began his two-year term of office January 1, 2015.

As board chair, he presides over a distinguished board of directors
for the Healthcare Foundation at Glendale Adventist Medical Center.

The mission of the Healthcare Foundation is to support the work and
mission of Glendale Adventist Medical Center through philanthropy –
last year, Danielian and his wife, Hasmik, were honored at the
hospital’s gala and received the 2014 Erwin J. Remboldt Founder’s
Award for Outstanding Individual Philanthropy.

“Arsen and Hasmik are wonderful role models for every person and every

Danielian believes wholeheartedly in the hospital’s mission and deeply
values the vital role it plays in the community. He and his family are
also loyal patients and have adopted Glendale Adventist Medical Center
as their hospital and charity of choice. He has been a member of the
Healthcare Foundation board of directors for more than 18 years and
most recently served as vice chairman. He is also the chairman of the
Ambassadors of Faith of the Western Diocese of the Armenian Church of
North America and chairman of the board of trustees of the Armenian
Society of Los Angeles.

Over the course of his career as an attorney, Danielian has served on
many national and international councils, assemblies and committees.

In October of 2014 Arsen Danielian was honored with the prestigious
St. Nerses Shnorhali medal and the accompanying Pontifical Encyclical
of His Holiness Karekin II, Supreme Patriarch and Catholicos of all
Armenians in recognition of his four decades of service rendered to
