Deputy Chairman of the opposition Heritage Party Armen Martirosyan
hopes that the leaders of the non-power parliamentary forces
(Prosperous Armenia Party, Heritage, Armenian National Congress) will
make decisions on Feb 15 to form a new power in Armenia on April 24.

At a Feb 11 press conference in Yerevan, Martirosyan said that he
disagrees with the Founding Parliament members, who announce their
intention to change the power in the country on April 24, i.e. on
the day the country will hold the events dedicated to the Armenian
Genocide Centennial. “We should have a new power by April 24 and it is
the new authorities that should accept the condolences of the guests”,
said Martirosyan.

He added that the tension in the country is escalated and it is
almost impossible to avoid a rebellion. The politician stressed
that the violation against the oppositionists proves that the ruling
Republican Party of Armenia is panic-stricken and tries to howl down
the demonstrators. “The fact that the culprits bear no responsibility
for the attacks on the oppositionists demonstrates that the authorities
are privy to the given crimes”, he said.

To note, over the past few months Artsakh war veterans Razmik
Petrosyan, Manvel Yeghiazaryan, Suren Sargsyan, activist Vilen
Gabrielyan have been beaten in Armenia. Unknown persons have inflicted
bodily injuries to Aram Manukyan, MP from the Armenian National
Congress. Artak Khachatryan, member of the Prosperous Armenia Party,
has recently been kidnapped and severely beaten. All the aggrieved
persons blame the ruling Republican Party of Armenia for the attacks.

The kidnappers of Artak Khachatryan, member of the Political Council
of the Prosperous Armenia Party (PAP), were armed, the Investigation
Committee of Armenia reports.

According to the details published, on Feb 7, at midnight, Artak
Khachatryan and his friend Narek Abrahamyan drove up to one of the
restaurants in Tolstoy Street. When they parked the car, a black Toyota
Corolla drove up to them. Three masked persons dressed in black got
out of the Toyota and forced Khachatryan to get into their car.

The source says that the masked persons were beating him for a few
hours. Afterwards they took Khachatryan to a desert street and let
him go home.

To note, a criminal case has been launched over the attack on Artak
Khachatryan, a member of the Prosperous Armenia Party (PAP) Political
Council, Artak Khachatryan was kidnapped by three masked persons on
Feb 7. Several hours later, he was found near his apartment severely
beaten up. The PAP has disseminated a statement over the incident,
wherein it strongly condemned the violence against Khachatryan. The
Party blames the political leadership of Armenia for the incident
that happened shortly after Khachatryan took an active part in the
protests against the amendments to the Law on Turnover Tax.

Moscow Court Rejects Appeal To Release Levon Hayrapetyan From House

MOSCOW COURT REJECTS APPEAL TO RELEASE LEVON HAYRAPETYAN FROM HOUSE ARREST

The Moscow City Court has turned down the appeal to free Armenian
businessman and benefactor Levon Hayrapetyan from house arrest,
RIA Novosti reports.

The businessman will remain under house arrest until April 15.

Levon Hayrapetyan was released from the isolation ward and placed
under house arrest in October 2014.

On Wednesday, the court rejected the appeal by Hayrapetyan’s lawyer,
who requested to release him, citing his poor health.

The Federal Security Service (FSB) of Russia arrested Levon
Hayrapetyan, one of the wealthiest representatives of the Armenian
Diaspora in the world on July 15, 2014. The arrest took place as part
of an ongoing investigation conducted by the Russian Investigatory
Committee into the activities of one of the local criminal groups. On
July 24, the Investigation Committee of Russia brought charges against
Levon Hayrapetyan for embezzlement (Article 160) and money laundering
(Article 174).

Zhamanak: Russian Inflation To Affect Armenia’s Economy

The Russian Central Bank President has stated that the inflation may
exceed 15 percent this year. Such level of inflation will definitely
affect Armenia’s economy, Zhamanak writes.

Economist Vilen Khachatryan said that the inflation will have an
impact on Armenia’s domestic market and the prices of imported goods
will go up.

In his words, currently, the Russian inflation is at 12 percent and
it is quite realistic that it may reach 15 percent in the second
quarter of the year. He said that except for 750 types of goods,
regarding which the decisions have been delayed, the prices of all
other types of goods will inevitably rise in Armenia.

An Armenian diplomat on Wednesday shared his positive comments on
the pan-national declaration demanding recognition of the Genocide
and reparation of consequences.

Describing the document as a major foreign policy success targeted at
the future, Ambassador Arman Navasardyan said he believes it should
lay the foundations of future foreign relations. “Our diplomacy should
seek to put this document in the core of international relations,”
he told reporters.

The diplomat further called for considering possible counteractions
and tightened policies by Turkey, noting that the country now receives
backing from Azerbaijan, which it uses as a marionette.

He also stressed the importance of recalling the Armenia-Turkey
protocols signed in 2009 in Zurich. “The document is a bold step, as
it puts things into their right places for the first time ever. So
far, only the Diaspora had monopoly over that, but we now see it i
considered on the state level,” he said, considering the demand-making
policies the most sensitive issue for Turkey.

Navasardyan further addressed global political developments, sharing
his concerns of a looming war. Commenting on the January 12 brutal
murder in Gyumri, Navasardyan said he doesn’t expect the Russian side
to hand over the perpetrator to Armenia’s law enforcement authorities.

The United States (US) is planning to develop cooperation with Armenia
in the military and security domains.

The US Deputy Assistant Secretary of State for European and Eurasian
Affairs, Eric Rubin, stated about the aforementioned.

Rubin also noted that a Russian military presence in Armenia should
restrain neither the Armenian nor the American sides from making
their bilateral cooperation grow deeper.

US Deputy Assistant Secretary of State added that Armenia and the
South Caucasus, in general, are very close to the world’s most
dangerous areas.

In his words, the US and Armenia envision not solely to deepen
cooperation in security and defense, but to implement new bilateral
programs within this framework.

And commenting on the presence of Russian troops in Armenia, Eric
Rubin said this does not constrain the US, and added that this Russian
military presence is a reality conditioned on the current situation
in Armenia.

Pianist Antonio Gonzalez will give a concert together with music school
students Italian pianist Antonio Gonzalez visiting Armenia for the
first time gave a master class at the Tchaikovsky Specialized Music

that the school director Martun Kostandyan gladly accepted my offer on
giving a concert jointly with the students at the school concert hall.”

Liverpool FC have opened talks with Borussia Dortmund as they look
to sign midfielder Henrik Mkhitaryan,according to reports.

The Armenian attacking midfielder was a summer transfer target for
Brendan Rodgers back in 2013, but with Dortmund one of Europe’s most
exciting clubs at that time the then Shakhtar Donesk man chose to
move to Germany.

Jurgen Klopp’s men find themselves embroiled in a relegation battle
this season and Rodgers is said to be ready to take advantage as he
looks for a replacement for the departing Steven Gerrard.

Mkhitaryan’s agent Mino Raiola has previously hinted that he expects
the midfielder to leave at the end of the season.

Queen Elisabeth II will visit Turkey on April 24 to participate in
the events marking the 100th anniversary of the battle of Gallipoli,
ermenihaber.am reports, quoting dunya.com. Seven destroyer warships
will ensure her security.

The source notes that about 14,000 tourists from New Zealand and
Australia will visit Turkey to commemorate the Australian soldiers
killed in the battle.

Only 13,000 spectators will be allowed to participate in the official
ceremonies on April 24 and 25. Most Turkish citizens will be deprived

Armenia: Eight Things That Do Not Add Up To Murder In Gyumri

ARMENIA: EIGHT THINGS THAT DO NOT ADD UP TO MURDER IN GYUMRI

Two weeks after the murder of a family in the Armenian city of
Gyumri, there are more questions than answers regarding the actions
and motivations of the individual accused of committing mass murder,
the soldier 18 years in the Russian army, Valery Permyakov.

Some answers may seem simple, while others, given the sensitivity
of the case, will never be disclosed by Russian and Armenian
investigators.

According to official charges against him, Permyakov entered the house
Avetisian in Gyumri early in the morning of January 12, allegedly in
search of a glass of water. He would have shot or stabbed to death all
family members;supposedly for fear that Avetisian would inform the
102nd Russian military base in Gyumri he had deserted. Six died on
the spot; the seventh victim, Seryozha Avetisyan, 6 months, died on
January 19. A Russian military court in Armenia will judge Permaykov
but his lawyer’s name – a Russian citizen living in Armenia – was
not disclosed, according to the Russian news service Interfax.

The two countries have set up parliamentary committees to monitor
the work of investigators and officials from both countries have
repeatedly promised that justice will be done. But the Armenian
public is skeptical: the demonstrators again took to the streets on
January 26 in the Armenian capital, Yerevan, to demand that the trial
of Permyakov be held before an Armenian court. Given public distrust,
persistent issues surrounding the criminal investigation could become
a political liability for the Armenian government.

Unanswered questions surrounding the actions of Permyakov are:

1. Why have deserted with only a pistol and bullets?

Armenian investigators say Permyakov left the 102nd military base in
Gyumri at 4am on January 12 with an AK-74 rifle. Permyakov reportedly
said he would “take a walk.” Still, the question is why Permyakov
had chosen to leave his post without further supplies a pistol and
bullets. According to the meteorological department of the government,
ArmHydMed, temperatures, January 12 fell to less than 17-20 degrees
Celsius – a bit cold even for a native of Siberia as Permyakov.

2. How is Permyakov entered the house of the victims?

The Avetisian lived in a residence, a private house in the center of
Gyumri in three to four kilometers from the military base. Neighbors
told reporters that the family usually left the door unlocked. A new

The Special Investigation Service of Armenia says Permyakov broke a
window to enter the house. The accused said he wanted to drink only
water. He says he did not know the family or relatives of Avetisian.

in Gyumri to the soldiers in need.

Permyakov he has met with resistance? In an interview with Aysor.am
January 17, Armenian lawyer, Tamara Yayloian who initially attended
the interrogation Permyakov, said the soldier had said that he had

After hearing voices in the next room, Permyakov has alleged that he

Permyakov acted alone, but there is no evidence to support such
speculation.

5. Why has she heard the shots?

The Avetisian lived in the center of Gyumri, a city of 146,355
people on a road not far from the City Hall station and railway
station. The houses of neighbors were a few meters. Yet, amazingly,
although investigators say they have interviewed 30 witnesses, there
is no information about a person who reported hearing gunshots or
other facts.

In a country where people take a keen interest in the activities of
their neighbors, this also raises suspicions. Armenian investigators
believe that the murders took place in about six hours – a time of day
when people could hear a pin drop in the residence of a neighbor said
criminologist Sergei Galoian at a press conference on 14 January. Rita
Petrosian, a relative of the family only found out the killings around
noon, when she went home for a coffee as usual.Official reports do
not mention a silencer.

6. Does anyone has tampered with the crime scene?

Official reports indicate that military boots with the name Permyakov
written on them, a AK-74 rifle with 5.45 mm bullets, cartridge with
30 bullets, and the other with a single bullet were found scattered on
locations. The uniform Permaykov was found neatly folded in the house.

According to the official story, Permyakov had left the house dressed
in clothes Avetisian the owner’s son, Armen. An explanation of why
the suspect would have been so careless to leave behind the evidence
is not clear.

7. Why person he has seen Permyakov in the street?

Although Gyumri is not animated in the early morning, a Russian walking
alone walk through the winter countryside to the Turkish border would

However, no details were given on the exact location of the arrest
of Permyakov, how the Russian border guards have recognized, or how,
when he had just arrived in the area, he knew where the border was. In
Armenia, where the coverage of crime scenes is full of testimonials,
this lack of information appears abnormal.

On January 24, the Russian news agency Interfax quoted an unnamed
