NEW BILL PROPOSES TO SOLVE HEALTH PROBLEMS WITH ENVIRONMENTAL FEES

Ara Babloyan, head of RA National Assembly Standing Committee on
Health Care, Maternity and Childhood, made a proposal to direct the
environmental fees to solve the health problems caused by environmental
pollution. On 15 January the Armenian Government approved draft law
“On making amendments and supplements” to RA Law “On Targeted Use of
Environmental Fees Paid by Companies” authored by Ara Babloyan. The
draft law has been submitted to the National Assembly.

Under the law, the following companies make environmental fees:
“Manes ev Valeks”, “Zangezour Copper and Molybdenum Combine”,
“Agarak Copper and Molybdenum Combine”, “Kapan Ore Dressing Combine”,
“Akhtala Ore Dressing Combine”, “Araratcement” CJSC, “Hrazdancement”
LLC and “Dzulakentron” public company in Charentsavan.

In 2013 due to the environmental fees paid by these companies 11
communities of Armenia received subventions of 321.7 million AMD from
the state budget. Nevertheless, as the substantiation of the draft
law says, these funds were spent on asphalting roads, reconstruction
of playing grounds etc because of absence of specifications in the law.

The draft law proposes the following actions:

– regular medical checkups and screenings of the population in
regard with the adversary effect of the environmental pollution,
buying relevant equipment and other property,

– implementation of disease treatment programs among community
residents conditioned with the environmental pollution,

– implementation of preventative measures, including implementation of
study programs to reduce the hazardous consequences of environmental
pollution,

– development and provisions of special diet to vulnerable groups in
communities conditioned with environmental pollution.”

There are no resignations on agenda of the ruling Republican Party,
says Eduard Sharmazanov, Spokesperson of the Republican Party of
Armenia (RPA), Vice Speaker of the Armenian Parliament. According to
him, they have discussed important issues, and no new appointments,
RFE/RL Armenian Service says.

Asked if the ruling party is satisfied with the activity of the Police
amid the latest incidents, Sharmazanov said: “Armenia has not so many
professional officials, and Vladimir Gasparyan is one of them.”

Sharmazanov said that the RPA Council will met on Thursday.

Afterwards, they will give answers to a number of important questions,
he said, as the PRA Council comprising 200 people is the major body
of the Party.

Meanwhile, a local newspaper “Hraparak” (” Public Square”) writes
that at its last meeting, the RPA Council discussed the latest
developments in the domestic policy life of the country, including
Prosperous Armenian Party’s actions etc. The paper writes that “Young
Republicans,” for instance Sharmazanov, Armen Ashotyan, Karen Avagyan
advocated for a more radical stand towards the opponents. They even
suggested to “draw a red line” to see who supports the Republicans
and who doesn’t. The paper writes that at the meeting, Prime Minister
Hovik Abrahamyan promised “to talk to Tsarukyan one more time” to
verify the real state of affairs. He supposed that Robert Kocharyan
is behind PAP’s behavior.

Earlier, at a PAP forum, Gagik Tsarukyan said that if necessary,
the people may demand snap parliamentary and presidential elections.

“Hraparak” newspaper writes that in Moscow Tsarukyan met with Kocharyan
yesterday. According to the paper, Tsarukyan and State Duma Speaker
Sergey Naryshkin are expected to meet as well.

Interview with Samvel Karapetyan, archeologist

Mr. Karapetyan, it became known that in 2006-2007 a personal bank
account existed Swiss HSBC with 1.1 million dollars on it. Was it
unexpected for you and can this change the public attitude?

I am not surprised, nor was it unexpected. First, any organization that
is not national is sacrilegious for me. The target of this organization
is not the homeland, this church has never taught its pasture to live
for the sake of their homeland and it has never acted in favor of the
homeland but was for migration, guided by the dishonest saying “live
where there is bread” and it is not accidental that this saying is so
ubiquitous here, because it comes from the behavior of the church. It
is in the part of the world where there is bread, it has never lived
for the sake of the homeland and has never led its pasture to live
for the sake of the homeland. From this point of view, it is not a
national organization, and I do not care in which country and which
bank a non-national organization keeps its money.

Isn’t the Mother See supposed to account for registering bank accounts
of the Mother See in the name of the Catholicoses?

Who should it account to? The public…? The public has been uprooted,
and one may not account to a public without roots. Do you know what
kind of public would demand an account? The one which has learnt to and
lives for the sake of its homeland, and its greatest value is homeland,
and if someone betrays their homeland, such society would hold the
organization responsible. However, because of the seeds sown by this
organization our society is wasted in national terms, it has lost its
quality and therefore been uprooted. On what grounds should the one
that has been uprooted hold responsible the one which has uprooted it?

This bank account was opened in 2000. The spokesman for the Mother See
explained that the money was raised for the church over these years.

At least over the past few years the Catholicos was distinguished
for initiatives in construction. And recently I have made rough
calculations of how much money has been spent on building churches
since independence all over the world. I did rough calculations: over
two billion dollars has been spent on building churches all over the
world, and I am sure that an organization which spent such immense
amounts on building churches would have savings in Swiss and other
countries’ banks. These are immense funds, and one fourth of this
money would be enough to have an army armed with state-of-the-art
weapons. Of course, now they are focused on basic things, such as
night vision equipment, basic things that everyone should have at
the border area. Can you imagine that this sacrilegious organization,
instead of sucking money and building meaningless mental houses called
us to buy modern weapons for our army which is crucial to the survival
of our nation? 25 years after the earthquake people still live in
cottages. You should not invest millions of dollars in building some
church while our pasture lives in humid cottages, suffering diseases a
quarter or century after the earthquake. This is a shame, such sea of
indifference towards one’s pasture, they don’t care for the Armenian
people, and they imagine themselves shepherds. They are a sacrilegious
organization with sacrilegious personnel. This is a treacherous and
rootless organization which intends to squeeze the nation by misleading
it, well it’s just a 100% non-national organization. They are teaching
children history of the Armenian Church, fooling children.

According to the clarification of the church, the church is a
national religious organization and is not subject to taxation,
and the patriarch is exempt from taxes.

Look, who are those 6000 deserters? The ones who are trying to live
in welfare at the expense of the misery of their pasture. These 6000
are only in the territory of Armenia, the army is swarming with them,
with their anti-national preaches in schools they have not allowed
us to put down roots in this land. Migrating from one continent to
another like fugitive, gathering people around them for just a few
decades, they are watching how their pasture is destroyed in front
of them, they don’t care about this, they built churches outside,
they did not even make Armenian inscriptions on them, there are only
French inscriptions on the Armenian church of Marseilles, they did not
even write in Armenian, they don’t care for the alphabet invented by
Saint Mesrop Mashtots, neither do they care for the language. All major
migrations from the homeland were always headed by the clergymen. This
is disaster, if you believe in the Armenian Apostolic Church, you
are digging your own grave.

Mr. Karapetyan, recently the dioceses have been having troubles. The
Armenian patriarch of Jerusalem makes tough statements, blaming the
Catholicos, the problems in the French Diocese have not been resolved
for a long time. Is everything starting to float?

The primates of both patriarchies of Jerusalem and Polis are no
better, believe me. They are used to slavery, Muslims go to them and
ask to baptize them and convert to the Armenian Apostolic Church, they
refuse, they say they will have problems with the state. The Armenian
Apostolic organization is a servile organization, be it Vagharshapat
or Jerusalem, it is the same homeless rubbish in different bins.

Legal claims set out as a policy in the recently adopted Pan-Armenian
Declaration on the 100th Anniversary of the Armenian Genocide will
affect the process of Armenian-Turkish normalization, Armenia’s
former president Levon Ter-Petrosyan claimed in an article published
on Wednesday.

In the piece that has appeared on ilur.am online and in the
Chorrord Ishkhanutyun newspaper in hard copy the former head of state
(1991-1998), who leads the opposition Armenian National Congress party
today, speaks critically about some of the aspects of the document
that was promulgated by the State Commission on Coordination of the
events for the commemoration of the 100th anniversary of the Armenian
Genocide on January 29.

The 12-point Declaration, in particular, expresses “the united will
of Armenia and the Armenian people to achieve worldwide recognition
of the Armenian Genocide and the elimination of the consequences
of the Genocide, preparing to this end a file of legal claims as a
point of departure in the process of restoring individual, communal
and pan-Armenian rights and legitimate interests.”

“While since 1998 Armenia’s foreign policy has been based on the
issue of the international recognition of the Armenian Genocide and
in response to that the country got the compulsion of setting up a
commission of Armenian and Turkish histories, then by force of the
‘Genocide Centennial Declaration’ it is the policy of ‘claims’ that
is assumed as a basis for Armenia’s foreign policy,” Ter-Petrosyan
wrote, suggesting that such a turn will “extremely complicate and,
for a long time, suspend Armenian-Turkish normalization, a process
that is very necessary for Armenia’s future.”

Ter-Petrosyan also suggested that the Commission is not a body that is
legally entitled to express “the united will of the Armenian people”,
including its worldwide Diaspora. “Only a pan-Armenian referendum,
whose organization, for understandable reasons, is impossible, can
express a legally binding will or opinion of the entire Armenian
people,” he said.

In his article the former Armenian leader also spoke critically about
some other aspects of the Declaration.

“In short, published has been, if not necessarily a politically
dangerous, but at least fruitless document,” Ter-Petrosyan said.

“Meanwhile, if the Genocide issue were considered exclusively in the
context of human rights, the crime against humanity and the necessity
of Armenian-Turkish normalization, then the Declaration might not
only elicit a broad international response, but also have positive
political consequences for both Armenia and Nagorno-Karabakh.”

A new United States ambassador to Armenia, Richard Mills, will be
arriving in Yerevan this week and his arrival could mark a new stage
in Armenian-American and Russian-Armenian relations.

Before the envoy’s coming to Yerevan, U.S. Deputy Assistant Secretary
of State for European and Eurasian Affairs Eric Rubin made an important
statement. He said that the United States stands ready to help Armenia
and other countries in the region to overcome the economic problems
arising due to the deteriorating economic situation in Russia.

He said that the matter will be on the agenda of Richard Mills’
meetings with officials in Yerevan. According to Rubin, the United
States considers its relations with the countries of the region not
in the context of competition with Russia, but in the context of
bilateral relations with each of these countries.

Russia, however, appears to be considering Armenia’s relations with
the United States as competitive, and one can assume that the probable
development of Armenia’s relations with the United States may cause
Moscow’s jealousy. Until now, as many experts say, Armenia’s economic
and military relations with the United States have been torpedoed
from Russia.

In particular, the matter concerns cooperation with the United States
within the framework of NATO and the supply of arms, as well as
investments of American capital in Armenia. Under apparent pressure
from Russia a few years ago the Armenian parliament adopted a law,
according to which there can be no military infrastructure of third
countries in the territory of Armenia without Russia’s consent.

Besides, by means of pressure on the government of Armenia, Russia
is clearly torpedoing a deal on the sale of the Vorotan cascade to
a private American company, ContourGlobal. This deal could break
Russia’s monopoly in the energy sector of Armenia. However, it has
been delayed more than a year now.

What policies will be carried out by the new U.S. ambassador to
Armenia? At the beginning of his tour of duty in Armenia in 2011
former Ambassador John Heffern said his main goal was to diversify the
economic and other relations of Armenia. Several years down the road,
no significant progress appears to have been made in this direction.

According to Eric Rubin, Washington’s priority in the development of
relations with Yerevan is to achieve economic growth in Armenia, as
well as ensure an increase in bilateral trade and foreign investment
in the Armenian economy. “We are not satisfied with the current level
of economic cooperation and would like to see more substantial U.S.

investment in the Armenian economy,” he, in particular, said.

Besides, the new American ambassador is starting his duty in Armenia
at a time when the world is going to mark the 100th anniversary of
the Armenian Genocide. The United States, according to some experts,
may adopt some resolutions that will oblige Turkey to return the
property and monuments of Christian peoples that were illegally
confiscated a century ago to their rightful owners.

PAP leader warned about “personal responsibility” for possible
escalation

The violent attack on Prosperous Armenia Party (PAP) member Artak
Khachatryan, who was reportedly kidnapped and beaten over the weekend,
created discontent in the opposition-leaning party led by tycoon
Gagik Tsarukyan.

The political council of the party discussed the question of boycotting
Parliamentary works, unless the crime is disclosed.

The incident took place on February 7 near the Tashir department store
in Yerevan. Three armed men dressed in black and wearing masks forced
Khachatryan into a car and drove him in an unknown direction. He was
found five hours after the incident, near his house, unconscious and
beaten. The PAP member is known as an active participant in recent
protests against the controversial sales tax law.

Political forces had different reactions to the PAP call, with some
specifically saying that the chain of violence in the country takes
up a mass character, and people are attacked for their political
views and activities.

“Armenian law enforcement bodies cannot stop this atmosphere of
violence and cannot control the situation so that there is no violence
against citizens in Armenia,” Heritage Party member Zaruhi Postanjyan
told RFE/RL’s Armenian Service.

The PAP said that if the police do not promptly identify the people
who kidnapped and beat Artak Khachatryan, the party will demand that
a number of officials be dismissed. This statement was immediately
followed by ruling Republican Party of Armenia (RPA) spokesperson
Eduard Sharmazanov’s response, “We consider emotional, surreal,
demagogue statements made by some of our colleagues unacceptable,
for which they, when in sober reasonable state, will probably feel
ashamed… No personnel changes or resignations are on the agenda.”

All this was then followed by Prime Minister Hovik Abrahamyan’s
opinion. In an interview with Tert.am he said that Gagik Tsarukyan
should personally monitor all statements coming out of the
political structure he leads, or else all “emotional nonsense” in
those statements will have to be accepted as his personal opinion,
and then responsibility for all possible political developments and
aggravations will lie with Tsarukyan.

It should be said that Tsarukyan and Abrahamyan are in-laws. Political
analyst Styopa Safaryan thinks that the PM faces a clear task: he
either solves problems with his in-law and the political force he
leads, or they both leave the arena.

“And as if Hovik Abrahamyan had never sent such a message to his
in-law, Gagik Tsarukyan, before, this time he does it clarifying that
if it continues they will appear on the opposite sides of the trench,
and then how each of them will save himself is a different problem,”
Safaryan told galatv.am.

Armenian National Congress (ANC) MP Levon Zurabyan thinks that the
violence against the PAP member is the government’s message to the
party, to the opposition troika and the public as a response to Gagik
Tsarukyan’s idea about change of government made during a conference
of non-governing forces on February 5.

According to Zurabyan, the government wants to show that the PAP has
crossed the line, which means that they can cross the line toward
the PAP, too.

Armenia’s Cognac Production Drops By 8.1% In 2014

ARMENIA’S COGNAC PRODUCTION DROPS BY 8.1% IN 2014

YEREVAN, February 11. /ARKA/. Armenia’s cognac production dropped by
8.1% to a total of 18,725,500 liters in 2014, compared to the year
before, Armenia’s National Statistical Service (NSS) reported.

A drop was seen also in wine production in the country – 8.2% down
to about 6,130,900 liters in the reporting period.

Vodka production fell by 4.1% to 9,502,300 liters in twelve months. A
total of 634,400 liters of champagne (18.3% increase) and 23,716,500
liters of beer (18.3% increase) was produced in the period.

Non-alcoholic beverages manufactured in the period totaled 79,972,600
liters, an increase of 26.1% compared to January-December the year

In a conversation with ArmInfo’s correspondent, Viktor Soghomonyan,
