Haykakan Zhamanak’s correspondent asked visiting Dr. Philipp Fluri,
Deputy Director of the OSCE Geneva Centre for the Democratic Control
of Armed Forces (DCAF), how much the new police uniform of Armenia
stimulates reforms and fight against corruption in that field.
According to the newspaper, the question made Fluri burst into
laughter. After calming down, he said, “This may be a symbol of
reforms, but change of the uniform cannot be considered a reform. This
is a reform of the uniform, but not of police.”
