Who Pays ICG For Forecasting New War In Karabakh?

WHO PAYS ICG FOR FORECASTING NEW WAR IN KARABAKH?

September 27, 2013 – 15:32 AMT

PanARMENIAN.Net – A well known International Crisis Group issued yet
another analysis on the Karabakh conflict. As usual, the pessimistic
ICG forecasts resumption of a war, escalation of tensions, however,
being untruthful in an attempt to preserve the appearance of
objectivity.

In its overview titled Armenia and Azerbaijan: A Season of Risks,
the group predicts that “should a full-scale conflict between Armenia
and Azerbaijan break out again, some or all of the regional powers –
Russia, Turkey and Iran – could be drawn in, directly.”

“Vigorous international engagement is needed to lessen chances of
violent escalation during coming weeks and months,” the Group believes,
setting hopes on Russia: “Russia, which is highly influential in
all aspects of the conflict and would be the most directly affected
of the Minsk co-chairs by a new war, should act more decisively to
broker an agreement. It could advance this by announcing a suspension
of arms supplies to both sides.”

Now, about being untruthful. In its analysis, the Group says. “Peace
talks on Nagorno-Karabakh bogged down in 2011, accelerating an arms
race and intensifying strident rhetoric. Terms like “Blitzkrieg’~R,
“pre-emptive strike’~R and ‘~Qtotal war” have gained currency with
both sides’ planners.”

The truth is, Armenian side does not engage in military rhetoric, the
latter being Azerbaijan’s “privilege,” with the country’s leadership
missing no chance to express their aggressive moods. Armenia’s
“strident rhetoric” is limited to mere expressions of readiness to
resist Azeri attacks.

Same with “accelerating an arms race.” Baku is the one overtly
purchasing and manufacturing inordinate amounts of weaponry, in
violation of all international quotas to compensate for lack of
expertise in its army, which has already been defeated once.

But back to the analysis. “An immediate concern is military
miscalculation, with implications that could far exceed those of
a localized post-Soviet frozen conflict, as the South Caucasus, a
region where big powers meet and compete, is now also a major energy
corridor. Clashes increasingly occur along the Azerbaijani-Armenian
frontier far from Nagorno Karabakh, the conflict’s original focus,”
the analysis says.

Now what the analysis dubs as “clashes” are incessant Azeri-staged
provocations, with Baku sinking as low as shelling Armenian villages
or preventing a doctor from aiding a person blown up on a mine who
later bled to death, as they did only recently.

As the analysis notes, “the possibility of internal political unrest
in both countries increases the uncertainty. Unrest at home might
tempt leaders to deflect attention by raising military tensions or to
embark on risky attempts to capitalize on their adversary’s troubles.”

Last year, Sabine Freizer, Director of the European Programs in the
International Crisis Group gave yet another prediction of an oncoming
war in Karabakh.

“Armenian -Azerbaijani clashes may grow into a war in the region,
where BP Company and its partners invested USD 35 billion in energy
projects. Both parties to the conflict maintain weak control of the
line of contact. Large-scale hostilities may soon erupt by accident,
as a consequence of retaliatory measures taken,” she said.

Probably reluctant to seem Cassandra-like and be slammed by Yerevan
or Baku, Sabine Freizer hurried to add, “Neither Azerbaijan, nor
Armenia intend to wage large-scale offensive in short terms. In
case of renewal of hostilities, the war will by protracted due to
militarily parity of the sides. Besides, the security guarantees
issued by Russia and Turkey may get them involved,” she said, adding
that Russia’s military base in Gyumri may extend Armenia assistance,
with both countries being CSTO member-states and Azerbaijan having
close ethnic, political and economic ties with Turkey.

Luckily, Freizer’s predictions failed to come true, similarly to
previous analysis-based forecasts of the ICG. The question is, who pays
the Group to issue somber predictions and escalate the tension over
the issue? Because the only thing the ICG managed to achieve throughout
the years is become resented – both in Armenia and Azerbaijan.

Political Scientist Speaks About Armenia’s Policy Towards Azerbaijan

POLITICAL SCIENTIST SPEAKS ABOUT ARMENIA’S POLICY TOWARDS AZERBAIJAN AND GEORGIA

18:12, 27 September, 2013

YEREVAN, SEPTEMBER 27, ARMENPRESS: After the announcement of the
President of the Republic of Armenia Serzh Sargsyan in Sochi the
country must be ready for tough political answers both for Georgia
and Azerbaijan. Such opinion expressed political scientist Sergey
Shakaryanc during press conference on September 27. “We are not tough
it will be considered in the region as not consistent behavior. The
answer of questions given by Armenia and Russia of course we will get
demanding all CSTO members to perform with agreed announcements in
part of various issues especially relating to Artsakh. We should not
participate in Customs Union in a format where military cooperation of
CSTO states is not taken into consideration, said Sergey Shakaryanc,
reports “Armenpress”.

He is sure that societies of Armenia and Artsakh will receive clear
answers for certain issues. It speaks about the fact that after the
meeting in Sochi it was finally announced that Armenia buys necessary
weapons from Russia in prices lower the market places. “It means that
we almost do not have expenses. We receive everything in affordable
prices and problems with Russia are solved in framework of mutual
cooperation,” he mentioned.

Reverberating to coming presidential elections in Azerbaijan Shakaryanc
mentioned that that when in neighbor countries take place huge
political events from both sides happen various provocations. “As a
rule in Georgia they provoke regions populated with Armenians and
Azerbaijan does not stop provocations on the border. But Armenia
several months before 2014 was able to achieve reassuring situation.

We should only wait to see our authorities and society are able to
use the beneficial atmosphere for their interests,” stressed the
political scientist.

On September 3 in Moscow President of the Republic of Armenia Serzh
Sargsyan announced aboutArmenia’s decision to join Customs Union
and implementation of steps necessary for that aim and in future
participating in formation of Eurasian economic union. At the same
time Armenian President mentioned that the decision to join Customs
Union is not a refusal from dialogue with European organizations.

Chief of staff of President’s office Vigen Sargsyan on September
4 announced that pre-signing of Association agreement remains in
Armenia’s agenda.

Where Will Serzh Sargsyan Fly?

WHERE WILL SERZH SARGSYAN FLY?

Hakob Badalyan
Comments – Friday, 27 September 2013, 16:47

The airport of Stepanakert is in the focus of the Russian media.

Lenta.ru has dwelled on the situation, asking whether they will allow
operating the airport. Is it true that the question of the mass media
is not addressed to someone special and it is not clear who is meant
to allow, Azerbaijan, the Minsk Group or any other co-chair country,
such as Russia. Or maybe they mean Armenia which would not agree
to operate the airport. The Russian Regnum has also dwelled on the
airport of Stepanakert, writing about ongoing tryout of take-off and
landing of planes. Both Lenta and Regnum remind that in 2011 Serzh
Sargsyan promised to board the first plane leaving for Stepanakert.

The first flight was to be on 9 May 2011, the Victory Day. However,
no flights have been operated yet between Yerevan and Stepanakert.

Apparently, the flights do not depend on Azerbaijan, the Minsk Group
or Armenia. The flight depends on one person and this person is Serzh
Sargsyan. He promised to be the first passenger but, apparently,
he has changed his mind for some dangers and since he promised to
take the first flight to Stepanakert, he would not approve the first
flight. Every time a new excuse is brought to postpone the operation
of the airport. On these days the head of Civil Aviation Department of
Artsakh Dmitry Atbashyan announced that airports will be technically
ready to fly in 15 days. After this statement the Russian mass media
focused on the issue. The impression is that Moscow is pushing Serzh
Sargsyan into the plane. Will Sargsyan fly or not? After membership
to the Customs Union he announced that it was aimed at security. Now
Serzh Sargsyan is facing an interesting fact or rather Moscow made him
face the fact: if you are secure, then fly, go ahead. Moscow is going
to give many more surprises to Serzh Sargsyan on security. When Serzh
Sargsyan circulated the idea of security to justify his decision,
he put a heavy burden on Moscow’s shoulders. It is a burden which
is not in line with Moscow’s interest. However, the Kremlin will not
disclaim any pledges of security and further commitments. The Kremlin
will try to do everything possible to have Serzh Sargsyan to either
denounce his statement or fly. It is hard to tell what destination
Moscow suggests for flying to but it is interesting that the French
president Hollande told Serzh Sargsyan to fly Paris.

Armenia’s Education Ministry And Armenian Electric Networks To Enhan

ARMENIA’S EDUCATION MINISTRY AND ARMENIAN ELECTRIC NETWORKS TO ENHANCE SCHOOLCHILDREN’S AWARENESS OF SAFE USAGE OF ELECTRICITY

YEREVAN, September 27. /ARKA/. Armenia’s education and science ministry
and the Armenian Electric Networks signed a cooperation agreement
on Friday to intensify their efforts for enhancing secondary school
students’ awareness of safe consumption of electric power.

Armenian Electric Networks CEO Evgeny Bibin said that the project
has been launched in early 2012.

“We have already hold lessons in more than 1,200 secondary schools
in all the provinces of Armenia,” he said. “The project is intended
for fourth-to-seventh-year students at secondary schools. Its main
aim is to prevent accidents. We put emphasis on accident prevention.”

Bibin said that the company’s specialists tell schoolchildren about
essential rules of accident prevention and about first medical aid.

He also said that the staff of Multishok, a magazine for children
which has a long experience of working with schoolchildren, issued a
special illustrated booklet on the initiative of the Armenian Electric
Networks. The booklet will tell children what electricity is, what
power plants exist, how electricity is distributed and how to treat
it. Bibin said that an open-door day is announced for school and
university students every year as part of the program.

Education and Science Minister Armen Ashotyan, on his side, said
that the ministry attaches great importance to cooperation with the
private sector.

“Unfortunately, the culture of such cooperation is still not spread
widely among Armenia’s business elite, and that is why we consider
this cooperation agreement very important,” he said.

The minister said that after completion of the signing ceremony
he will visit the Armenian Electric Networks’ education center and
will consider prospects for the company’s cooperation with higher
education establishments.

The Armenian Electric Networks CJSC, a subsidiary of Russia’s INTER
RAO UES, is the sole distributor of electric power among consumers
in Armenia. The company serves some 950 consumers.-0—-

Imports Of Melons From Turkey A Serious Blow To Armenian Farmers

IMPORTS OF MELONS FROM TURKEY A SERIOUS BLOW TO ARMENIAN FARMERS

YEREVAN, September 27. / ARKA /. Import of melons from Turkey is
a serious blow to Armenian farmers, head of Association ofArmenian
Hothouses, Poghos Gevorgyan, told a news conference today.

“Five years ago when imports of melons from Turkey began, we warned of
a Turkish “diversion.” Now it has become a reality, as together with
Turkish products potato moth has penetrated into Armenia,” he said.

According to him, the price of Turkish tomatoes on the Armenian border
is $3.3 per kilogram and according to Armenian law, for each kilogram
the importer must pay a customs duty of 450 drams (32 % of the cost
of the product).

“However, Turkish tomatoes are sold at 500 drams per kilogram in
winter, while in theory they should cost much more, given the customs
duties, as well as the cost of transportation. It turns out that the
importers pay no taxes, which allows them to sell the imported products
at unbelievably low prices. Armenian farmers can not compete with them
as a kilo of tomatoes from the greenhouse is worth at least 800drams,”
he said.

He also complained of the low quality of imported Turkish vegetables,
saying Turkish legislation allows cultivation of genetically modified
organisms and it is possible that such products are brought to Armenia.

He said the latest rise in gas prices made farmers to take huge loans
and work with losses. Gevorgyan also said that in Armenia there are
one thousand greenhouses. ($ 1 – 405.86 drams). – 0 –
