ARMENIAN-MONTENEGRIN INTERGOVERNMENTAL AGREEMENT ABOLISHING ENTRY VISAS FOR HOLDERS OF DIPLOMATIC PASSPORTS ON ARMENIAN CABINET

At its meeting on Thursday, Armenia’s cabinet is to discuss the
advisability of an Armenian-Montenegrin intergovernmental agreement
abolishing entry visas for holders of diplomatic passports.

The signing of such a bilateral agreement is advisable as Armenia
and Montenegro have no diplomatic missions representing each other,
which complicates the process of getting entry visas for Armenian
and Montenegrin diplomats.

The agreement is supposed to fill the gap and facilitate the
development of friendly relations between Armenia and Montenegro.

Armenia has agreements abolishing entry visas for holders of diplomatic
passports with numerous states, including EU member-states.

Armenia and the EU signed a visa facilitation agreement, which
envisages the abolition of entry visas for Armenian citizens holding
diplomatic passports. Therefore, signing the agreement with Montenegro
will establish a liberal regime of obtaining entry visas for holders
of diplomatic passports.

Referendum On Customs Union Membership Would Be Formality For Armeni

REFERENDUM ON CUSTOMS UNION MEMBERSHIP WOULD BE FORMALITY FOR ARMENIA, SAYS EXPERT

In an interview with Tert.am, the political engineer Armen Badalyan has
ruled out the need of a referendum on the Customs Union membership. He
has considered the move a useless formality for a country like Armenia.

Mr Badalyan, the analyses in the press say the authorities are
unwilling to rely on a referendum, citing Article 55 of Armenia’s
Constitution, which says the foreign policies in the Republic of
Armenia are implemented by the president.

The part of the active civil society, which is against Armenia’s
accession to the Customs Union, would, of course, vote against the
[plan] but the authorities would manage to extort 20-, 30-fold votes
in favor of the Customs Union, and by the way, [from people who would
cast their votes] without reading the text and analyzing whether it is
good or bad, necessary or not. They [would succeed in that] by putting
just a few thousand drams into people’s pockets, so those people would
vote as they are instructed to. Why should they conduct a referendum
in situations like this? A referendum bears a formal character.

You were, by the way, among the first to say that nobody is waiting
for us in either the EU or the Customs Union.

They aren’t really waiting because Armenia does not have the economic
potential to bring about qualitative changes to the Customs Union
in case of joining it. The situation with Ukraine is completely
different; it has a huge economic potential. So Russia wishes it
to join the customs area. As for Armenia, hadn’t it chosen the
Association Agreement, nobody would have probably made us accede to
the Customs Union.

The Prosperous Armenia party does not make haste to express any
opinion regarding the Customs Union, unlike, for example, the Armenian
Revolutionary Federation-Dashnaksutyun, which this time was in favor
[of the idea].

First, that was supposed to be the de jure answer. Unless a political
party sees all the documents it will remain silent. This is the de
jure answer, but the de facto answer is that everybody – both at
home and abroad – realized that Russia has the authority to not only
implement the foreign policies of Armenia but also resolve domestic
policy issues. And when I declare I am against the Customs Union,
I am against [Vladimir] Putin, not the president of Armenia.

Why do you think Prosperous Armenia’s position would be negative?

Things aren’t definitely clear. It is very common to say they are
a pro-Russian party and that’s being done for propaganda purposes,
whereas Armenia pursues neither pro-Western, nor pro-European and
nor even pro-American ideologies. What we have in Armenia are two
ideologies: you are either for or against the ruling authorities. We
do not have any other ideologies.

“Armavia” owner ordered not to pay the salaries of the employees who
had applied to court with a claim to receive the bonuses “Armavia”
Air Company’ owner Mikhail Baghdasarov does not like that his former
employees make a demand against him, to the point, the demand is
legal: the former flight stewards demand their bonuses for 3 years
of work. In the conversation with “Aravot”, a group of employees of
“Armavia” told that Baghdasarov was so angry on his former employees
that he ordered not to pay the salaries of about 20 flight stewards,
just for the reason that they have appealed to the court to get their
per diems from “Armavia”. “Baghdasarov was in such a fury that he had
instructed the management not to pay the wages thereof. When this news
reached us, we could not believe, we went to the office to clarify,
one of the directors said that there is an order from above, it is
not our fault. Now, the rest of us are paid the salaries for March-
April, and we went to get ours, they did not give it to us”, – assured
a group of former employees of “Armavia” to “Aravot”. According to
them, they first did not have the intention to apply to the court, but
the persuasion to receive their per diems through the court came from
the State Labor Inspectorate and the RA President’s office, and they
have thought that if such an admonition is made by 2 state systems,
it might be the only way out to get what they earned. “We were told
from the Inspectorate that it would be difficult for them to prove
the bonuses, it would be better to apply to the court. We were also
told from the President’s office that we should resolve these issue by
the court, so, we have applied, but “Armavia” does not care for us,
the representative of “Armavia” did not appear before the court. But
the State Labor Inspectorate does not respond to our request, we wrote
three letters to the President of Armenia to give instruction to the
Inspectorate to give a proceeding to our application, after the 3rd
letter to the President the Inspectorate began to get involved with
our case,”- said the former employees of the airline. To the point,
in our conversation the flight stewards did not want to introduce
themselves, claiming that Michael Baghdasarov would get more furious.

“He has a habit of revenging. To one of our guts, as punishment, he
ordered not to pay salary, or at least pay the last. When this gut
was interested why, Baghdasarov had told ‘you show up by media quite
a lot.” The per diems requested by the former employees applied to
the court is about 500 thousand drams, which Mr. Baghdasarov want to
“wash off”. According to flight stewards, “Those 500 thousand drams
are of no value as of today, because 1-2 years ago this amount cost
at least something, but now we are in need for it, because we do not
have a job, we live in debts.” While the Court would decide the issue
of paying per diems to the formers flight stewards of “Armavia”, the
calculation and payment of workers’ salaries has remained unsettled.

The matter is that the State Labor Inspectorate, which should deal
with defining the salary scales, has been dissolved by the government
decree, and it merged to the sanitary anti-epidemic inspection. And
now, as far as the merging process of these two inspections is not
completed, we were unable to establish a contact with the Inspectorate
to find out at what phase is the issue of salary payment to flight
stewards. And, as the former “Armavia” employees assured, they had
applied to the Inspectorate to regulate the size of the amount of wages
for their work for recent months. According to the flight stewards,
“Armavia” has terminated its flights, and was not exempting us from
work, we were idle for a month and a half, we did not get the order to
be released, in the conversation with the lawyer of the Inspectorate
we found out that pursuant to the law, the salary for the months of
idleness is estimated according to the range of the average salary,
whereas “Armavia” had estimated by the the rate of the salary, which is
40 thousand drams, and our average salary is about 400 thousand drams
and one and a half month will be about 600 thousand drams. Now, there
is no Inspectorate, there is no one to get involved in our case. It
leaves the impression that the Inspectorate is shut down because of
us. Everything is expected to be in this country, the government
prefers to protect oligarchs rather than ordinary employees.” The
former employees of “Armavia” have decided to organize a protest
near the U.S. Embassy, so, as they say, to inform the international
community about how the workers’ rights in Armenia are violated. “So,
what else can we do, we turn to the government, they says that we
do not have leverage to influence, and if you do not have leverage,
write down a resignation letter and leave your office.” The former
employees of “Armavia”, even though they do not have high hopes that
there will be an entity in Armenia that can make a decision against
the businessman Mikhail Baghdasarov, however, to protect their rights
they are going to apply for all possible instances. “We are going to
write a letter to the Ombudsman if this instance also “washes off”
our case, then we’ll hold demonstrations every day.”

is unique not only for studying the past of Armenian highland. It has
also exclusive and key importance for having idea about formation of
civilizations in Asia,” said Avetisyan, reports “Armenpress”.

Among things found in “Areni 1” cave is named the ancient shoe which
is 5600 years old and the eldest complex of wine production known to
humanity is 6000 years old. Due to the micro-climate inside it the
cave has been an ideal territory for food production and storage.

The 65-year-old citizen of Gyumri Gagik Muradyan and chief editor of
“Tourist Armenia” Yelena Shuvayeva-Petrosyan climbed Mount Ararat
accompanied by the members of Armenia’s federation of alpinism and
mountain tourism.

The citizen of Gyumri dedicated his expedition to the 25th anniversary
of the Spitak earthquake.Gagik climbed 4,100 meters barefoot, Yerkramas
newspaper reported.

He did not manage to climb the peak barefoot, as it is impossible to
climb the area covered by ice without special equipment. Therefore,
the man put on special shoes and climbed the peak.

Yuval Fuchs, Ambassador of Israel to Georgia, told the aforesaid to
Svobodnaya Gruzia newspaper of Georgia.

To the query as to Israel’s priorities in its cooperation with Armenia,
Georgia, and Azerbaijan, Fuchs responded:

“Everything is very simple. Caucasus is near Israel. We receive most
of the oil from the Tbilisi-Baku-Ceyhan oil pipeline. In addition,
Caucasus is near the Middle East and, now, there are problems there.”

The Israeli ambassador recalled that are still several unresolved
matters in the Caucasus and they are important for regional security.

“One of them is Nagorno-Karabakh, as well as the Armenia-Turkey
relations,” Yuval Fuchs stressed.

Young Villager Killed In Mine Explosion At Borderline Region Of Arme

YOUNG VILLAGER KILLED IN MINE EXPLOSION AT BORDERLINE REGION OF ARMENIA

YEREVAN, September 25. /ARKA/. Resident of Aygedzor village of
Armenia’s Tavush region was killed in a mine explosion Tuesday,
the press office of Armenian police reported.

According to the report received by the Tavush police department,
26-year-old Edvard Dallakyan was blown up by a mine, left his leg
and died Wednesday night.

“It turned out that around 15:30 on the same day Dallakyan led pigs
from pasture to the village and found himself on a mined area between
Armenian and Azeri positions and was blown up by a mine. He died when
being transported to the villages”, says the report.

Investigation is under way and a forensic examination is arranged.-0–

Monument To Gurgen Margaryan To Be Unveiled In Yerevan

MONUMENT TO GURGEN MARGARYAN TO BE UNVEILED IN YEREVAN

A monument to Gurgen Margaryan will be unveiled in Yerevan’s
Leningradyan Str, on September 28.

Vahe Enfiajyan, a Prosperous Armenia Party (PAP) parliamentary group
member, left the following message on his Facebook page.

“Our nation begets heroes like Gurgen Margaryan, who was murdered
because of being Armenian. He was a professional officer who upheld
the honor of the Armenian soldier. The monument to Gurgen Margaryan
will be unveiled at 11:00am, on September 28.”

He called on people to attend the unveiling ceremony.

Gurgen Margaryan was brutally murdered by Azerbaijani officer Ramil
Safarov, in Budapest, Hungary, on February 19, 2004.

Fireman Injured When Extinguishing Fire In Grand Candy Territory

FIREMAN INJURED WHEN EXTINGUISHING FIRE IN GRAND CANDY TERRITORY

YEREVAN, SEPTEMBER 25, ARMENPRESS: The fire, which broke out at
06:57 on September 25 in the territory of Grand Candy CJSC in 31
Masis Street of Yerevan, was extinguished at 12:13. As Armenpress
was reported by the Press Service of the Ministry of Emergency
Situations of the Republic of Armenia, 1900 square meters of the
manufacturing department’s roof and 1400 square meters of the gofre
containers manufacturing department were burnt. During the firefighting
process the head of one of the units was injured on the foot and was
hospitalized in the Erebuni Medical Clinic. After getting corresponding
medical treatment the fireman was checked out from the Clinic.

At 06:57 on September 25 the Ministry of Emergency Situations of the
Republic of Armenia got an alarm that a fire broke out in the territory
of Grand Candy CJSC in 31 Masis Street of Yerevan. As reported by
Armenpress earlier, 6 firefighting units and operative groups got
to the place of the incident. According to the preliminary data,
the fire broke out in the paperboard manufacturing department (about
650 square meters) of the first floor of the two-storied building. 12
firefighting units worked in the site.

Armenpress was reported by the Company that there are no victims. Fire
suppression works were being carried out. The reasons for the fire
and the damage size have not yet been established.

In 2008 the “Grand Candy” launched the production of coffee using
modern technologies. Arabica and Robusta coffee beans of highest
quality are used for the production.

In 2012 “Grand Candy” started the production of the highest quality
flour. Nowadays, due to the latest European production technologies
and equipment, the company produces the best quality flour.

On September 10, 2010, “Grand Candy” set a new Guinness World Record
with the “Largest chocolate bar”. It became the first industrial
record in Armenia.

In 2000 “Grand Candy” set up a chain of brand stores, the first in the
long chain being “Ponchikanots”. Today the company operates 26 brand
stores throughout the Republic of Armenia, 18 of which, including 7
store-cafes, are located in Yerevan.
