Representatives of some political parties in Armenia have already
reacted to the Tuesday announcement of the government’s decision for
the country to join the Russia-led Customs Union.

Of them, so far only representatives of the opposition Heritage Party
have pronounced categorically against the prospect.

In a joint statement with Russian President Vladimir Putin following
their talks in Moscow on Tuesday Armenian President Serzh Sargsyan
announced that Armenia has decided to join the Customs Union and
later participate in the formation of the Eurasian Economic Union, a
Russia-led economic integration project at this moment also involving
Belarus and Kazakhstan.

Heritage Party representative Stepan Safaryan believes that “the
unexpected announcement of the intent to join the Customs Union not
only jeopardizes Armenia’s independence (as no one is so naive as to
believe that the Eurasian Economic Union is a purely economic and
not a geopolitical project), but also deprives Armenia of its best
prospect of entering European markets and space, and, furthermore,
of the possibility of having a more sustainable and democratic state.”

“And it is Russia and not Armenia that will gain from the big
geopolitical game. Economically, Armenia will not gain anything more
than it can get from Russia today,” added Safaryan.

Meanwhile, Eduard Sharmazanov, the spokesman for the ruling Republican
Party of Armenia (RPA), says that Armenia continues to remain committed
to European integration and deepening strategic relations with Russia
and joining the Customs Union does not mean that Armenia gives up
its dialogue with European structures.

The RPA’s former coalition partner, Prosperous Armenia (PAP), still
refrains from expressing its formal position on the development,
even though in the past the party appeared to favor Armenia’s move
towards the Customs Union. The party’s spokesman, MP Tigran Urikhanyan
says the PAP will express its official position only after having
relevant discussions.

The decision to join the Customs Union was taken with great enthusiasm
by one of its ardent advocates in Armenia, the Constitutional Rights
Union party (CRU). Its chairman Hayk Babukhanyan is a deputy elected
on the RPA proportional list and is a member of the RPA parliament
faction at present. The CRU believes that this decision meets Armenia’s
best state and national interests.

“In the Eurasian Union Armenia not only will maintain its security
system, but will also be able to develop its economy, culture, and
preserve national identity, will keep away from alien elements,
anti-national manifestations and impositions. The platform of
Eurasian civilization is closer and more understandable to us,”
says Babakhanyan.

The opposition Armenian National Congress (ANC) and the Armenian
Revolutionary Federation (ARF) have not expressed their official
positions on the matter yet. Member of the ANC faction, chairwoman
of the Social-Democratic Hunchak Party Lyudmila Sargsyan (no relation
to the president) only said that cooperation with Russia needs to be
expanded in all areas, but before making the decision on joining the
Customs Union the issue should have been discussed with the people
and the country’s political forces.

Armenia’s former foreign minister, opposition figure Alexander
Arzumanyan told RFE/RL’s Armenian Service that the decision is
“totally unacceptable” for Armenia. He said President Sargsyan owes
an explanation when he returns to Armenia.

Meanwhile, a new Facebook group opposed to Armenia’s joining the
Customs Union has been created. It called on all people who are against
the move to converge for a protest in Baghramyan Avenue in Yerevan
(where the Presidential Palace is situated) on Wednesday afternoon.

Once a political decision on Armenia’s accession to the
Belarusian-Kazakh-Russian Customs Union has been made, technical
procedures are being started to complete this process, Russian Foreign
Minister Sergei Lavrov said late on Tuesday.

“Procedures existing in the Customs Union are taking effect, which
include an address to the leaderships of the three states that
founded the Customs Union and the Eurasian Economic Commission,”
Lavrov told journalists following negotiations between the Russian
and Armenian presidents in Moscow on Tuesday, according to Russian
press agency Interfax.

“This is already a subject of negotiations, and it is quite technical,”
he said.

“The political decision has been made in both Armenia and Russia. I
hope it will be supported by all Customs Union members,” Lavrov said.

Kazakhstan, at the level of its economic integration minister,
has already backed Armenia’s decision to join the Customs Union,
reports Regnum.ru.

Armenia has blocked its chances of signing a free trade deal with
the European Union by choosing to join the Russia-led customs union,
EU president Lithuania said Tuesday, commenting on President Serzh
Sargsyan’s announcement in Moscow.

After talks with his Russian counterpart earlier on Tuesday Sargsyan
said that Armenia has decided to join the Customs Union, currently
including Russia, Belarus and Kazakhstan, and later participate in
the formation of the Eurasian Economic Union.

“The EU respects the decision announced by the Armenian president in
Moscow, but the two systems are incompatible,” Lithuanian Foreign
Minister Linas Linkevicius told AFP referring to Armenia’s earlier
aspirations to sign an Association Agreement and establish a Deep
and Comprehensive Free Trade Area with the European Union.

“We respect any choice of countries but they cannot enter both
organizations at the same time because of different tariff
requirements,” said the official.

In a separate statement on Tuesday, Linkevicius and seven other
ministers from Nordic and Baltic countries warned against Russian
pressure on post-Soviet states.

“Any economic threat or political pressure directed against Eastern
partners because of their European aspirations and engagement with
the EU is unacceptable,” they said.

Armenian President Serzh Sargsyan on September 3 made a statement
in Moscow that proved the most unexpected for Armenia. He said that
during his meeting with Russian President Vladimir Putin he ‘confirmed
the desire’ of Armenia to join the Customs Union of Russia, Belarus
and Kazakhstan.

The statement came as a great surprise for Armenia, where few have
heard about this “desire”. Literally hours before this announcement,
senior member of President Sargsyan’s ruling Republican Party of
Armenia Galust Sahakyan said that Armenia’s entry into the Customs
Union was out of the question and that in November Armenia will
initial an association agreement with the EU.

Such a conflict of opinion gave rise to suspicion in Armenia that in
Moscow Sargsyan came under pressure and that he was going to Moscow
without a decision to accede to the Customs Union. Analysts link this
pressure primarily to the Karabakh issue.

After the first wave of shock in Armenia a more sober assessment
of the situation is being made. Experts note that Sargsyan did not
sign papers, but only declared this “desire”. This means that its
realization still will have to be preceded by discussions and it
should pass several instances. During these discussions Sargsyan will
have to explain what kind of pressure he had been under and how the
refusal to join the Customs Union will threaten Armenia and Karabakh.

After the Sargsyan-Putin meeting there was an announcement of a set
of investment-related and other projects, but still at the level of
declarations. For example, Putin stated that Russia intends to invest
heavily in the energy and transport sectors in Armenia, in particular
in the railway and the nuclear power plant. But it is clear to even
laymen that these promises are doubtful and Sargsyan is unlikely to
have ‘bought’ them.

Armenia’s ‘desire’ to join the Customs Union may well remain a mere
desire, as there are not that many forces ‘desiring’ it. Even most
of those who have opposed the EU-Armenia Association have not spoken
ardently in favor of joining the Customs Union. This means that the
Armenian society can speak out against the institutionalization of this
‘desire’.

Political analyst Igor Muradyan considers the statements in Moscow
to be more of a ‘show’, though he believes that the implementation of
these statements may become a new Russian occupation for Armenia. This
show, he says, was needed by Putin on the eve of the G20 summit in St.

Petersburg, which will start on September 5.

U.S. President Barack Obama earlier said that he would go to the
summit of G20, but would not personally meet with Putin. Besides, U.S.

Congressmen seems to be in favor of a strike against Syria, and if
that happens, Russia will lose its last military base in the Middle
East. And Karabakh, which has a long border with Iran, may become a
new ‘base’.

In any case, the statement of Sargsyan in Moscow is more like a
time-out taken under intense pressure or support of an ‘old friend’
ahead of a difficult duel. Though, the foreign minister of Lithuania,
the country currently presiding over the EU, and other officials in
Brussels have already stated that Armenia has blocked its chances of
signing a free trade deal with the European Union by choosing to join
the Russia-led Customs Union.

YEREVAN, September 4. /ARKA/. Armenian premier Tigran Sargsyan
said investments in Karabakh economy, particularly agriculture,
are promising.

Armenia’s government press office reports members of Armenian
delegation headed by the premier visited a number of manufacturing
enterprises in Nagorno-Karabakh Republic (NKR).

Numerous investments are planned to be made in Karabakh by Armenian
investors, the premier said.

Sargsyan stressed the importance of agricultural programs, production
of vegetable oil for example, which in its turn promotes further
investments in the field.

Of particular importance are also the fields of urban planning and

Levon Barseghyan to evaluate the actions of two senior police officers
who were trying to cut the so-called bread of the thieves, were
getting ready to rob the “Rubin” jewelry store located in the center
of Gyumri. “I think I have once explained that the police trying
to rob could not know that the territory is video-audio recorded
and controlled, nevertheless they did it. So, I think that they
had a guarantee from somewhere, in some way that the device will be
switched off. This is a logical judgment, may be I am wrong, and the
investigation is required to clarify the circumstances also, because
people with 10-15 years of experience in the police world can not go
to such absurd things knowing that it is video recorded. So, either
they have turned it off, or they thought that it was off, so they were
given a guarantee that it was turned off. It is not ruled out that they
hide a lot. The intertwined of the criminal world with law enforcement
since Dzerzhinsky times was normal until the end of the Soviet, and
then who said that there something has changed fundamentally. There
are prisoners, whose doors are always open, there are prisoners who
never eat the bread of the prison, they eat what is brought and bought

perhaps they have watched a few American films, they have thought that
this is the best solution, let them squabble each other and leave,”
– said the Chairman of “Asparez” club. He also said that none of the
owners of the weapons seized in Gyumri so far has been prosecuted for
possession of illegal weapons. “They had allegedly seized 30 weapons,
they showed, made a show, the word seized prompted me that they have
forcibly taken. I have sent inquiry, I have ask how many criminal cases
have you filed regarding such seizures and confiscations, they say,
no one, they have voluntarily delivered to us. We have the list as if
this-and-this person from this-and-this place has delivered, we know
very well that it is forcedly taken weapon, but you have not filed
any criminal case, hey friend. In other words, you, at your own, are
applying some quasi-judicial methods in the law enforcement system;
you find that you solve the problem like that, as if collecting
weapons. Whereas, if you have found-seized, and confiscated, you
must initiate a criminal case for illegal possession of weapons. No,
he says that the man has voluntarily delivered; he is relieved of
the responsibility. How did it happened that he delivered? Well,
I do not understand why didn’t they deliver it to me, but to you,

“ARMENIA’S JOINING TO ANY GEOPOLITICAL POWER CENTERS HAS A VERY HIGH PRICE FOR THE SIDES.”

In the opinion of the head of “Heritage” faction Rubik Hakobyan,
if the issue of recognizing the independence of Artsakh is not
solved positively, we should not hurry to sign the EU Association
Agreement or join the Customs Union. – Mr. Hakobyan, although the
text of the Association Agreement with the European Union has not
yet been made public, however, already heated debates have begun
around initialing of the agreement. What is the position you have? –
As long as the text of the EU’s Association Agreement was not been
made public, I do not think that expressing the final position is
true. Armenia faces a very responsible choice, on the one hand, the
time for signing the EU Association Agreement, on the other hand,
the issue of joining the Customs Union. Of course, in both cases,
the economic component is very obvious, but these two documents are
of political paramount importance, and the two sides are perfectly
aware of it. The West understands that by the integration of Armenia
to the European structures, the most important issue is resolved,
the economic and political influence of Russia is substantially
weakening in the region. Finally, Armenia is viewed as the RF’s main
ally in the South Caucasus. And the matters with Georgia and Azerbaijan
would be more easily resolved in the future in consideration of not
only friendly relations of these two countries with Russia. RF also
acknowledges that integration of its main ally to Western structures
will significantly weaken its influence in the South Caucasus, also in
consideration of not smooth relations between Georgia and Azerbaijan.

Consequently, Armenia’s joining to any of the geopolitical power
centers has a very high price for the sides. – In this case, in your
opinion, what priorities should Armenia be guided in the selection
process. – Look, the majority of EU countries has recognized Kosovo’s
independence, but their position to Artsakh is mainly pro-Azerbaijan.

And this is in the case when the Nagorno Karabakh Republic as an
administrative independent unit is much more established than Kosovo.

It is undeniable that dual standard is obvious. The picture is the
same in the case of RF. Russia has recognized the independence of
Abkhazia and South Ossetia, despite clearly knowing that the Nagorno
Karabakh Republic as an independent state unit in all respects does
not yield those two republics, if not more. I think it should be
an important orientation for us as to who is willing to recognize
Karabakh’s independence. – And, otherwise … – I do not know whether
our representatives have discussed this issue during the negotiations
or not, but I think that the issue of recognizing the independence of
Karabakh, with its political weight, is equivalent to that signature.

If this issue is not resolved positively, I think we should not rush
to sign anything.

According to political scientist Armen Grigoryan, visiting fellow
of the Slovak Foreign Policy Association Research Centre and the
University of Banska Bystrica, the assertions regarding the danger
of isolating NKR from Armenia are the result of Russian campaign. –
What expectations can we have from the EU Association process, in
particular, from the application of a free trade agreement? – The
EU Association Agreement can promote the long-term implementation
of reforms, which enables Armenia to take the path of building the
public life based on the Western standards. The formation of democratic
society on the basis of pluralism, the full protection of human rights
is only possible with integration into modern, progressive system.

Now, even 20 years later, it becomes possible to implement what the
Central European and Baltic countries have conducted since mid of 90s.

And particularly regarding the free trade regime, a few days ago,
a detailed analysis was published as to how much the trade volume
will increase, what social consequences it will have, and so on. The
expected results are positive. In addition, the free trade regime can
stimulate the investments, more contributing to the creation of new
jobs. Of course, it will take a lot of prerequisites, some of them
are technical, such as transferring to the European standards of food
processing. Additional funds will be allocated to the EU budget for
2014-2021 for modernization of technical upgrading, certification, and
infrastructures of the Eastern Partnership countries. Most importantly,
however, is the provision of other prerequisites that depends on us,
provision of priority of the law, immunity of property rights, in
particular, elimination of the arbitrariness of the tax authorities
in terms of reduction of corruption, elimination of oligarchy impact,
and so on. On the other hand, free trade regime will not only promote
export but also will lead to intensifying competition in the domestic
market, along with its positive impact. – There are fears that
the free trade regime will lead to the isolation of Karabakh from
Armenia. – Not only Armenia, but also Georgia and Moldova are related
to the issue of unsettlement of the conflict with regard to the free
trade. The EU requires that the partner countries ensure that the
goods manufactured in the countries not within the free trade regime
(Russia, China, etc.), for example, labeled “produced in Armenia”,
not to be exported to EU. For this reason, the partner country should,
in particular, ensure the possibility of visits by EU inspectors to
control the production capacity. Georgia and Moldova do not control
a part of their territory and some parts of the external border, and
thus can not guarantee the absence of re-export. For this reason,
the Government of Moldova is ready to install control points along
the dividing line with Transnistria, it should be noted that moving
between Moldova and Transnistria is free.

Georgia is not ready for such a step, because it can be perceived
as a de facto recognition of independence. But, maybe the EU fears
that the Russian soldiers can agree with some Georgian businessmen
to organize an export from Russia to the occupied territories, and
then from Georgia to the EU, which in the condition of customs duty
exemption could provide a big profit. This is only a guess, but in any
case the Government of Georgia should find a solution. In our case,
the situation is different, unlike Georgia and Moldova, Armenia does
not have a problem with regard to ensuring compliance with rules of
origin of products, in particular, organizing visits of inspectors. As
for the possibility of export of products from Karabakh, let us not
forget that currently the vast majority of Armenia’s export goes to
the EU, and the origin of some products theoretically possible of
Karabakh is not problematic. Because of the Association Agreement,
the assertion on danger of isolating Karabakh from Armenia are the
result of the Russian campaign, and we have to worry not about the EU,
but the policy led by Russia. – What steps can be expected from Russia,
intensification of anti-propaganda against EU integration, or other
pressures as well? – As for the campaign, for example, in Moldova
during the last three years, approximately 40 NGO was established
to specifically advocate the “Eurasian integration”, naturally,
vast resources of advocacy be directed in Ukraine. For Armenia,
it is also expected to strengthen the campaign, unfortunately, the
number of those guided by the instruction from the Russian side and
the so-called “initiators” in Armenia’s political field, analytical
frameworks is great. Because the Euro integration, everywhere there are
traces of Russian influence starting from the talks about the danger
of isolating Karabakh from Armenia up to homosexual topics. It is
also obvious that Russia does not respect the sovereignty of Armenia,
this is evidenced by the fact that a few days ago, the First Secretary
of the Russian Embassy in Armenia Alexander Vasilyev publicly called
Armenia-EU negotiations a ‘separate’, complaining of their privacy,
and also projected “hot autumn” in Armenia. In other words, the
officials in the RF think that Armenia is obligated to be accountable
to them for the negotiations led by it. Similar expression of lack
of respect for the sovereignty of the country should deserve a rough
treatment. Unfortunately, at this time, too, as well as in many other
cases, particularly in the case of supplying weapons to Azerbaijan
by Russia, the official circles of Armenia did not respond in any
way. In addition to the propaganda, other pressures, of course, are
possible. The “economic war” led against Ukraine in these days is in
front of all of us. Indeed, the campaign against Ukraine is especially
strong, because the RF realizes that if Ukraine irreversibly stands
on the way of European integration, the creation of the Eurasian
Union would become meaningless. Let’s hope that Ukraine, despite the
pressure, will sign the EU Association Agreement, opening a new era
for agreement initialing countries. It is possible to apply pressure on
Armenia in the political and economic spheres, as well as speculations
around the settlement process of Karabakh conflict. Unfortunately,
the only option that could be considered now is to that Russia will
display politeness and will relate to Armenia with respect, as well as
to the choice of Georgia, Moldova, and Ukraine. – And does Armenia have
enough potentials to withstand the pressures, and whether the EU is
able to provide additional guarantees of security to Armenia? – First
of all, in my opinion, the EU is not even obliged to give us guarantee
of security if we do not eliminate our internal drawbacks and faulty
traditions. To resist pressures and to neutralize threats it requires a
public consensus, which is impossible to achieve unless there are false
charged convicts, and the police act of violence is continued with
new attempts to “prepare a case” against civilian activists, unless
measurements are not applied against arbitraries of the oligarchs,
and so on and so forth. We need to evaluate the available risks and
the sources thereof and develop plans on neutralization. For example,
why is the pressure possible in the energy sector, since the entire
energy sector has appeared under the management of Russians? We are
rightly complaining about the Turkish blockade, but we forget that we
also have the problem of self-isolation, it can also be called the
problem of self-blockade. A few years ago, when the Iran- Armenia
gas pipeline project was discussed, the top officials were saying,-
“We can not ignore Russia’s interests,” and finally, the pipeline
was built with a small diameter and was handed over to the Russians.

Construction of Yerevan Mall shopping and entertainment center is
underway on Arshakuniants Avenue in Yerevan. The center’s opening
is scheduled for October. The names of the center’s owners are not
officially announced, but rumors have being circulating that Yerevan
Mall is owned by Chairman of Armenia’s State Revenue Committee (SRC)
Gagik Khachatrian and Director of Keramika OJSC Norayr Khachatrian,
according to ‘Haykakan Zhamanak’ daily.

“The press service of SRC yesterday refuted this information, saying
that the head of SRC and his relatives have nothing to do with Yerevan
Mall center. In Armenia such refutations do not mean anything,”
the paper writes.

Carrefour hypermarket is expected to operate at Yerevan Mall Center.

Despite the fact that until now there has been no official information
about Carrefour’s entrance into the Armenian market, rumors persist
in business circles that the famous hypermarket chain will enter
Armenian market and operate at Yerevan Mall Center.

“In private talks, Carrefour’s ‘Odyssey’s is explained the following
way: the head of the State Revenue Committee didn’t allow Carrefour
hypermarket to open at Dalma Garden Mall. Now he has ensured that
the hypermarket will operate at Yerevan Mall Center where an area of
6,000 square meters was allocated for it,” the daily notes.

Yesterday member of the Bureau of ARF-Dashnaktsutyun Party Vahan
Hovhannisian finally announced that he received an offer to ‘represent
Armenia abroad’. To judge by V. Hovhannisian’s words, he has accepted
the offer, ‘Zhamanak’ daily writes.

“Thus the ARFD will join the diplomatic corps of our country. There
would be nothing strange about it if ARFD was part of the coalition,
but now that the party has taken the position of radical opposition,
this reality is being criticized,” the paper says.

Let us remind you that ARFD withdrew from the coalition on April 27,
2009. As regards Vahan Hovhannisian’s appointment as ambassador,
the parliamentary deputy said in his interview that he “in the past
three years worked in the field of foreign relations, led Armenia’s
parliamentary delegation in Euronest Parliamentary Assembly until
recently, and is currently the deputy president of that international
structure”.
