“The 20th anniversary of the ceasefire is nearing. I consider that it
is necessary to find the way of peace and development in the region,”
said U.S. co-chair of OSCE Minsk Group James Warlick in Azerbaijan,
APA reports.

“I am looking forward to contributing to the peaceful settlement of
the Nagorno-Karabakh conflict. It is high time to put an end to the
sufferings and hatred lasting for more than twenty years,” he said.

According to him, it is high time for OSCE Minsk Group and its
co-chairs to work together with Azerbaijan, Armenia and other countries
of the region and to take necessary steps towards the resolution of the
Nagorno Karabakh conflict. “It’s time for both sides to demonstrate
political will and take courageous steps for the resolution of the
conflict,” he said.

Noting that he is looking forward to working with his Russian and
French colleagues, Warlick stressed that his work will be “based on
realism and pragmatism so that both parties can find the solution.”

“This conflict has been going on for more than 20 years, many people
have tried to help solve the problem. I hope that all parties realize
that the achievement of lasting peace is within their interests,”
added Warlick.

Asked whether he recognizes the fact of the occupation of Azerbaijan’s
territories the diplomat said: “I’m here to listen to all the sides
and understand the situation better. I’m not here because of the past,
I’m here to look forward and resolve the conflict.”

Warlick said that he would meet with the OSCE Secretary General in
Vienna soon and hold meetings with his French and Russian colleagues
within the 68th session of the UN General Assembly in New York.

This is the first visit of James Warlick to Azerbaijan and the region
in capacity of the U.S. co-chair of OSCE Minsk Group. U.S. co-chair
of OSCE Minsk Group will visit Yerevan and Nagorno Karabakh afterwards.

AZERBAIJAN TRIES TO UNDERSTATE LOSSES OF THEIR ARMED FORCES IN KARABAKH WAR

List of soldiers killed in the course of military operations in
Karabakh is being formed in Azerbaijan, reports Azerbaijani news agency
“APA” referring to some “military sources.”

The article states that there are some “facts” allegedly proving that
“the Azerbaijani side suffered less casualties in the Karabakh war
than it was previously stated.”

Currently, the Azerbaijani State Service for Mobilization and
Conscription conducted refining works are being carried out. The lists
are being recompiled. The new list will involve the names of those
killed in the front fighting and those killed during the ceasefire.

The Azerbaijani State Service for Mobilization and Conscription learnt
during the investigation that there are “a lot of random people”
in the list of dead. “This list includes names of people killed in
armed conflicts which are away from the front line, names of soldiers
killed in car accidents, civilians not involved in combat operations,”
the statement said.

It is reported that the final list will be posted on the official
website of the Azerbaijani State Service for Mobilization and
Conscription.

Azerbaijani officials often present different figures of casualties of
armed forces suffered during the Nagorno-Karabakh conflict, in order
to understate the number of losses. For example, if the previous
President of Azerbaijan Heydar Aliyev in June 1994 spoke of 21,000
deaths, than Ilham Aliyev in an interview to “Al Jazeera” (October
2011) stated about 13-15 thousand dead and missing Azerbaijanis. It
is noteworthy that in February of 2007 a group of 9 Azerbaijani NGOs
and 3 experts released their data, according to which in the course of
hostilities in Karabakh 24,000 Azerbaijani soldiers have been killed,
and another 4.5 thousand are missing.

Azerbaijani officials also present different numbers of disabled
during the Karabakh war – from 10 to 50 thousand.

In what may be a further sign of the newly cozy relations between
Moscow and Baku, a Yaroslavl court has given the green light to the
extradition to Azerbaijan of a former National Security Ministry
official from Azerbaijan’s exclave of Naxcivan who had sought asylum
in Russia, the article on RFE/RL reads.

The article presents interview with Ibragim Musayev given to the news
portal Kavkaz-Uzel.ru, where Musayev describes his recruitment by
Azerbaijan’s National Security Ministry and how he ran a network of
agents who supplied information on developments in the northwestern
regions of Iran.

He also recalls how an airport technician, Turac Zeynalov, told
him about a consignment of arms transported by air from Baku to
Naxcivan and destined for the PKK, which was then still mired in
a decades-old armed conflict with Azerbaijan’s strategic partner,
Turkey. Zeynalov said he had seen in a car placed at his disposal
by the drunken army officer accompanying the arms shipment papers,
which he scanned, detailing the type and quantity of weaponry and
the intended recipient. Zeynalov gave Musayev copies of those papers
on August 2, 2011; on August 24, he was arrested and charged with
espionage. He was killed by MNS.

“The documentary evidence Musayev claims to have obtained from Zeynalov
of Azerbaijani government involvement in supplying weaponry to the
PKK serves yet again to highlight Azerbaijan’s seemingly ambivalent
relationship with that organization,” the article reads.

The author reads that unsubstantiated allegations of links between
the Azerbaijani leadership and the PKK, and/or of the presence of
PKK members or even training camps on Azerbaijani territory, appeared
regularly in the Azerbaijani opposition press in the early 2000s.

Among the officials named in this connection were senior members
of the Sumgait municipal council and Baylar Eyyubov, who headed
then-President Heydar Aliyev’s personal security service.

Visiting Baku in early 2003, Recep Tayyip Erdogan, leader of Turkey’s
ruling Justice and Development Party, expressed concern that PKK
members were operating in Azerbaijan under the guise of cultural
programs.

The article tells the opposition parliament deputies have demanded
on at least three occasions since 2002 that the parliament formally
designates the PKK a terrorist organization, but the ruling Yeni
Azerbaycan Party consistently blocked a debate on the issue. The most
recent effort, in December 2009, was spearheaded by Camil Hasanli,
who was selected last month by the opposition National Council
of Democratic Forces as its reserve candidate for the October 9
presidential election. On that occasion, parliament speaker Oktay
Asadov responded that once the Turkish parliament declares the PKK
a terrorist organization, Azerbaijan will follow suit.

In the context of the purported shipments of weaponry to the PKK via
Naxcivan, Musayev notes that many Kurds occupy senior government posts
in that autonomous republic or own banks, construction companies,
and hotels there. He points out that the chairman of the republic’s
parliament, Vasif Talybov, is himself a Kurd.

“Finally, it should be noted that some Azerbaijani politicians have
publicly suggested that Heydar Aliyev was a Kurd. That belief was
based partly on his physical appearance, and partly on newspaper
reports identifying his elder brother Hasan as the first Kurd in
Soviet Azerbaijan to embark on postgraduate study and defend his
dissertation,” the author writes.

At the same time, as Thomas de Waal noted in his obituary of the late
president, Heydar Aliyev was also said to have been instrumental as a
young KGB officer in creating the PKK, presumably with the intention
of undermining stability in NATO-member Turkey.

Prominent members of Azerbaijan’s Kurdish minority, according to a
Moscow blogger quoted by veteran analyst Paul Goble, include the
mayor of Baku and the head of the state oil company SOCAR. That
blogger estimated the number of Kurds in Azerbaijan at 150,000,
compared with the official figure of 70,000.

“Which figure is closer to the truth is impossible to say, given
that the Kurds have not been listed as a separate ethnic group in
Azerbaijan since the 1959 Soviet census,” the material says.

Armenia’s National Commission on Television and Radio Gagik Buniatyan.

Issues related to the development of TV and radio broadcasting as well
as expansion of cooperation between regulating bodies of Artsakh and
Armenia in this field were discussed during the meeting.

Chairman of NKR State Commission on regulating public services and
economic competition Levon Mnatsakanyan was also present at the
meeting, reported the Central Information Department at the Artsakh

Armenian National Engineering Laboratory Launched At State Engineeri

ARMENIAN NATIONAL ENGINEERING LABORATORY LAUNCHED AT STATE ENGINEERING UNIVERSITY OF ARMENIA

On September 10, 2013, USAID, the Office of the President of Armenia,
the State Engineering University of Armenia and local partners marked
the official opening of the newly established Armenian National
Engineering Laboratory (ANEL) at the university campus. The goal of
the project is to help address Armenia’s shortage of and demand for
qualified specialists trained in up-to-date technologies. ANEL will
also strengthen the educational capacity and enhance the research
potential of the State Engineering University by upgrading and
expanding its laboratory facilities and teaching skills.

The launch ceremony follows the official signing of a Memorandum
of Understanding by the Ministry of Education and Science of
Armenia, USAID/Armenia, and the State Engineering University
(SEUA) of Armenia in May 2012. Through this partnership effort,
state-of-the-art educational and research laboratories equipped
with modern engineering equipment and software tools from prominent
companies have been created.

ANEL occupies four floors in the SEUA Yerevan campus building #10. The
area of each floor is 500 square meters, with the total of 1,600 square
meters. The facility includes educational and research laboratories
in thirty specializations covering the six major directions of SEUA:
Cybernetics, Radio Engineering and Communication Systems, Power Energy,
Electrical Engineering, Mechanical and Machine Building Engineering,
and Transport Applications.

ANEL will provide students with a combination of technical training
and research opportunities, including qualified trainers and modern
curricula, to prepare them for careers in engineering. These resources
will be available to all interested parties, such as research
institutions, other universities, and the private sector.

As part of this public-private partnership, USAID contributed
equipment, software, and technical assistance, and the Ministry
supported the renovations of the laboratory space at SEUA. National
Instruments, the Enterprise Incubator Foundation, and SEUA are the
primary partners for the three-year program’s implementation, including
initial setup, management and supervision, co-funding and training.

Azeri Deputy Foreign Minister Mahmud Mammadguliyev will visit Yerevan
this week.

A diplomatic source told ArmInfo on Tuesday that Mammadguliyev will
attend the 3rd informal meeting of the Eastern Partnership FMs,
to be held Sept 12-13.

The source added that Ambassador of Azerbaijan to the European Union
Fuad Iskenderov will also come.

When asked by ArmInfo to comment on the news, Spokesman of Armenia’s
Foreign Ministry Tigran Balayan neither confirmed nor refuted it. He
just said that the Ministry always timely informs the public of
official visits.

Human rights defenders Arthur Sakunts and Zhanna Aleksanyan have left
the Commission for Non-Combat Deaths.

In a joint statement the human rights defenders explain their decision
with the illegal, as they think, decision of the Investigation Service
of the Armenian Defense Ministry to terminate prosecution of the son
and bodyguard of ex-governor of Syunik Region Surik Khachatryan. They
think that the given decision was adopted on sufferance of Military
Prosecutor Gevorg Kostanyan.

“The above decision at the stage of preliminary investigation
undermines public trust in the Military Prosecutor’s Office. Military
Prosecutor Gevorg Kostanyan’s unilateral statements on the case do not
inspire confidence in impartiality of the investigation in non-combat
deaths,” the human rights defenders say.

To recall, shootouts in front of Syunik Governor Suren Khachatryan’s
house at 00:10am on June 2 killed former candidate for Goris mayor
Avo Budaghyan and wounded his brother Artak Budaghyan, a commander
at a military unit in the NKR. There was another wounded, Nikolay
Abrahamyan, a relative and bodyguard of Governor Suren Khachartyan. A
criminal case has been initiated on the basis of Article 103.1 (murder)
and Article 235 (illegal use, storage and bearing weapons) of the
Criminal Code of Armenia. Syunik Governor Suren Khachatryan’s son,
Tigran Khachatryan, has been arrested over latest shootouts in Syunik.

Earlier, the governor’s bodyguard Zarzand Nikoghosyan was arrested
over the case. On June 3 Suren Khachatryan sent in his resignation
declaring that everyone must answer for their mistakes. He regretted
for failing to prevent the tragic incident near his house. On July 9,
the brother of Avetik Budaghyan was charged with Article 137.1 of
the Criminal Code. Budaghyan denies the accusations against him. He
was released on the recognizance not to leave. Later on September 7,
Department for Major Cases, Investigation Service, Defense Ministry
of Armenia, set free the son and bodyguard of Surik Khachatryan. The
Investigation adopted a resolution saying that Tigran Khachatryan
and Zarzand Nikoghosyan acted in self-defense.

Serzh Sargsyan is completely illegitimate and acts at the foreign
forces’ bidding, Aram Manukyan, parliamentarian from the opposition
Armenian National Congress, said in Parliament on Tuesday, when
commenting on Armenia’s decision to join the Customs Union.

“It has become Serzh Sargsyan’s habit not to inform his people of
his actions. Here we can recall, for instance, the Armenian-Turkish
protocols, which were initialed quite unexpectedly for us. The same
concerns the decision to join the Customs Union”, said Manukyan.

Manukyan thinks that Sargsyan’s plans are thoroughly kept from not
only the public but also from the Government members. This is proved
by the controversial and mutually exclusive statements of the ruling
coalition members before the Sept 3 statement made in Moscow. Manukyan
said that due to the ill- considered actions of the countries’
leaders, Armenia is gradually losing its image of a reliable and
predictable partner. “Having no legitimacy, Serzh Sargsyan has lost
control over the processes and is now acting at the foreign forces’
bidding. His further tenure in office is fraught with new, more
dangerous developments”, said Manukyan.

China is determined to launch active cooperation with the Customs
Union, Chinese Prime Minister Li Keqiang said during a meeting with
his Armenian counterpart Tigran Sargsyan on September 10.

The press service of the Armenian Government reports that the
governmental delegation headed by Tigran Sargsyan left for China on
September 9 to participate in the session of the World Economic Forum.

The Armenian and Chinese premiers discussed the prospects for regional
cooperation. Sargsyan presented Armenia’s decision to join the Customs
Union. “China understands Armenia’s desire to take an active part in
the regional processes and China is also determined to launch active
cooperation with the Customs Union”, Li Keqiang said.

He also expressed China’s willingness to increase investments in
Armenia’s economy and to import Armenian commodities. “We want to see
Armenian brandy, jewelry and precious stones on the Chinese market”,
he said.

Sargsyan pointed out the significance of development of tourism and
establishment of direct air service between Armenia and China. As
regards the export of Armenian commodities, the Armenian premier said
that Armenian producers increase the output of Armenian brandies
and wine. He added that Armenia also produces cigarettes and asked
his Chinese counterpart to promote the sales of these goods on the
Chinese market. Sargsyan also called on the Chinese companies to take
part in the free trade zone opened in Armenia.

To recall, on September 3 Armenian President Serzh Sargsyan said that
Armenia had made a decision to join the Russia-led Customs Union.

Armenia hopes that the Russian party will co-finance construction of
the Armenian sector of Iran-Armenia railway, Secretary of Armenia’s
National Security Council, Artur Bagdasaryan, said in an interview with
“Armenia” TV channel.

He said that the Iranian party is interested in construction of the
Iran-Armenia railway and is ready to co-finance the building of the
Iranian sector of the railway. Saying that Armenia has to finance
construction of the Armenian sector of the railway, Bagdasaryan said
that there is a point in the statement signed during President of
Armenia, Serzh Sargsyan’s visit to Moscow, which supposes making
investments in the railway sector.

To recall, on 3 September during the meeting with President of Armenia
Serzh Sargsyan, President of Russia Vladimir Putin said that Russian
Railway is ready to invest 15 billion rubles in development of the
railway net of Armenia.
