ROSGOSSTRAKH-ARMENIA INTENDS TO TAKE PART IN INTRODUCTION OF AGRICULTURE INSURANCE SYSTEM IN ARMENIA

YEREVAN, September 17. /ARKA/. ROSGOSSTRAKH-ARMENIA insurance company
intends to take part in the introduction of agriculture insurance
system in Armenia, Agriculture Minister Sergo Karapetyan said Tuesday
at hearings in the National Assembly.

“Agriculture is an area containing many risks, and insurance companies
don’t want to bare this burden, but we have already taken certain
steps in this direction,” he said.

The minister said that one month ago he had met with representatives of
insurance companies and discussed insurance-related issues with them.

The government, he said, has already made arrangements with
ROSGOSSTRAKH-ARMENIA and is now searching ways for using Russian
experience in Armenia.

“This process is quite difficult and time-consuming, and the
government’s interference is needed as well,” he said adding that
the government considers it among its top-priority objectives.

Karapetyan said that at the initial stage an attempt to insure the
riskiest segments of agriculture will be made, and after that the
insurance system will extend over the whole area.

Rosgosstrakh Armenia insurance CJSC was established in May 2008.

Intense negotiations between the U.S., Russia, China, France and the
U.K – the five permanent members of UN Security Council,are under
way at the United Nations about the content of an agreement on Syria.

In case these negotiations linger, Will the U.S. Neo-Cons respect the
will of the huge majority of the American people not to go to war,
or will they find a way to bypass them and go about their ‘business’
of spreading misery, death and destruction in order to monopolize
the natural resources of the Middle East?

In the last three weeks, President Barack Obama has brought the United
States to the brink of a new war.

For nearly a week he pressured U.S. Congress to pass a highly
controversial resolution calling for U.S. military strike against
Syria.

Literally millions of Americans mobilized and took to the streets in
widespread protests against a new war in Middle East.

As a follow-up to my column of last week on the proposed congressional
resolution, I interviewed several members of the community across the
United States and Europe. I asked a single question: “Do you agree
with the proposed congressional resolution calling for US military
strike against Syria and why?”

The opponents of war far outnumbered those in favor. The political
landscape in U.S. Congress was no different. The members of Congress
who opposed the resolution far outnumbered the proponents.

The following are responses expressed by some of the interviewees. The
proponents declined to make public comments.

U.S. Federal Judge Dickran Tevrizian (Ret.) stated: “I do not agree
that Congress should approve of a resolution calling for any type
of military strike or action against the present regime inSyria. I
do not condone the conduct of the present Syrian Government but feel
strongly that the United States should not interject itself in what
is clearly a civil war with what the President of the United States
has described as military action of a limited scope and duration. It
has not been made clear to the American public what national security
interests of the United States are involved, or at risk, or who the
rebel forces are aligned with. I am also afraid of the collateral
damage to innocent civilians and possible repercussions that will be
takenagainst the minority Christian population by the rebels and/or
the present Syrian Government as retribution. A limited intervention
by the United States accomplishes nothing but will turn the majority
population of the Middle East further against the United States and
will continue to destabilize the area. A cosmeticmilitary strike will
prove to be an embarrassment to the United States and could possibly
escalate into a major world conflict. If the United States really wants
to help it could provide needed humanitarian relief to the hundreds of
thousands of displaced persons that have fled to neighboring countries
by providing food, shelter, water, and medical assistance.”

Baroness Caroline Cox, a member of the British House of Lords, wrote
to USA Armenian Life: “No, I do not!” During an August 29 speech in
the British House of Lords, Baroness Cox emphasized: “I share the
profound concerns about a military intervention that could unleash
even more suffering. Bringing the perpetrators of crimes against
humanity to justice must be the priority, not supporting, either
directly or indirectly, militias that are also committing heinous and
egregious violations of human rights. Adding to the number of hapless
refugees and escalating the conflict seems to be neither rational
nor productive. It will simply add to the totality of human misery,
and certainly the first to suffer will be the minorities in Syria.”

California Supreme Court Justice Armand Arabian (Ret.) said: “I do not
recommend bombing Syriawhen there is a possibility for a diplomatic
resolution. As some who has served this country as an infantry company
commander, I know full well what this bombing can bring upon innocent
people. Therefore I recommend diplomatic solution.”

Ann Noonan, Executive Director of CUSIB (Committee on U.S.

International Broadcasting) said: “I respect and support Pope Francis’
call for peace. I hope and pray that the US Congress will represent
the overwhelming sentiment of our nation which is not to initiate a
war. Military force will only beget more violence. Only dialogue can
bring about peace in Syria.”

Bruce J. Janigian, A.B., J.D., LL.M., a former Fulbright professor
of law; Judge Advocate for the US Navy in Europe and as Attorney
Adviser to the US Agency for International Development globally and
international legal expert with more than 35-years of experience
advising government and business leaders on their global interests
said to USA Armenian Life: “Where is the concern for the refugees
and feeding the starving? A responsible nation would call for a
cease fire and ICRC (International Commission of the Red Cross)
and Red Crescent intervention. An irresponsible and immoral nation
would want to weaken the only regime capable of providing civil order
to prolong the fighting and continue the bloodshed. It would also
want to provoke a wider war with Iran. A responsible nation would be
increasing assistance to countries like Armenia that are caring for
refugees. An irresponsible country would dare to speak of concern
for the dead as justification to promote further killing.”

Harut Sassounian, Publisher of The California Courier responded: “It
would be foolish for the Obama Administration to declare war on Syria.

Such an attack would have far reaching consequences, causing
widespread death and destruction to the people of Syria and
neighboring countries. I believe that wisdom will eventually prevail
and Pres. Obama will be forced to get off his war-mongering high
horse! I believe that there is a diplomatic solution to the Syrian
crisis. Pouring oil on the fire is not the solution.”

Former U.S. Air Force pilot, former Mayor and Council Member of
Glendale City Council, now City Treasurer Rafi Manoukian CPA, MBA
stated: “I’m opposed to any military strikes against Syria. I am very
disappointed in the Obama administration. It seems they have taken a
page from President Bush’s playbook when we invaded Iraq looking for
WMDs. I call on all our representatives to vote no on the proposed
congressional Resolution for military strikes. We should stop arming
the Rebels as well, without our weapons and our encouragement this
civil war would have been prevented. Enough of wars.”

Rev. David K. Farley, Pastor of Echo Park United Methodist Church, Los
Angeles said: “As a Christian and as a United Methodist Pastor I join
the leaders of the majority of Christian Denominations in this land in
calling upon the US congress to vote against military force in Syria.

A military strike in Syria is a false choice between bombing and
impunity. Only a political solution to the conflict in Syria will
end the suffering of its people. Our military involvement will only
further escalate an already brutal war and will in fact undermine the
prospect of negotiations to ensure a just and sustainable future for
the Syrians. Rather the U.S. should call for all parties to cease
all military activities in Syria and work urgently to de-escalate
the crisis, together with other actors in the region and beyond.”

Former Mayor of Pasadena and a highly respected criminal defense
attorney William M. Paparian underlined: “No because it is in response
to a classic “false flag” operation. Always remember the Gulf of
Tonkin incident.

Professor Berj Boyajian (USC, Loyola and Pepperdine Law Schools)
noted: “No I don’t. I would like to give the negotiation on the
Russian proposal a real chance to succeed. The benefit of waiting for
the Syrians to deliver the chemical arsenal (stock) outweighs the
damages of attacking Syria and then realizing that the negotiation
could have succeeded. After all the President said after consulting
General Dempsey ‘there is no urgency in attacking Syria, it could be
tomorrow in a week or a month.'”

For two weeks, the world witnessed an international political
drama/comedy performed by neo-cons in Washington.

Some of them continue to remain hidden. Others such as U.S. Secretary
of State John Kerry have unmasked themselves.

They threaten to bomb a foreign sovereign state like Syria under
the pretext of “bringing democracy,” or “disabling weapons of mass
destruction” including chemical ones. But their real objectives, kept
under the cover of “punishing crimes against humanity” is to coerce
Syria to ‘divorce’ Russia and the East in general and submit to the
dictates of western financial oligarchy (oil and energy interests as
well as military industrial complex) that has long hijacked U.S.

foreign policy purely for self interests.

But his time around, the Neo-Cons are met with politically seasoned
and relatively better-informed populace that refuses to be bypassed.

Patriarch Kirill Hopes For Strengthening Of Armenia-Russia Ties

PATRIARCH KIRILL HOPES FOR STRENGTHENING OF ARMENIA-RUSSIA TIES

Patriarch Kirill of Moscow and all Russia participated in the
consecration ceremony of the Armenian Cathedral of Moscow.

He wished Armenian community of Russia spiritual growth and expressed
hope for further strengthening of ties between the Russian and
Armenian churches through the development of relations between the
two countries.

“I am deeply convinced that the further development of relations
between the Russian Orthodox Church and the Armenian Apostolic Church,
collaboration, joint projects will promote the spiritual growth of
our people and, therefore, the strengthening of ties between the two
nations. Those ties are stronger than any political schemes that are
stronger than any economic interactions,” Russian Patriarch said.

“Those who claim that the 21st century post-Christian era are
mistaken. In this sense, Russia and Armenia give a clear example of
that the religious dimension does not disappear from people’s lives,
on the contrary, it is only strengthened.”

Czech Republic Is Ready To Support Armenia On Peaceful Resolution Of

CZECH REPUBLIC IS READY TO SUPPORT ARMENIA ON PEACEFUL RESOLUTION OF KARABAKH CONFLICT

YEREVAN. – Deputy Speaker of the Armenian parliament Eduard Sharmazanov
on Tuesday received the delegation of Czech Republic parliament’s
committee on EU affairs headed by Senate Deputy Speaker Miluše
Horská.

The sides discussed development of Armenian-Czech parliamentary
relations, intensification of mutual visits of the friendship groups
and parliamentary delegations as well as strengthening of a dialogue
with Europe.

Eduard Sharmazanov mentioned incomparability of racism and intolerance
with democracy, bringing example of Turkey’s denial policy and racist
rhetoric of Azerbaijan. He assured that Armenia remains supporter
of peaceful and diplomatic solution to the Karabakh conflict and any
conflict in general.

Miluše Horská assured that the Czech Republic is ready to support
Armenia on peaceful resolution of Karabakh conflict and ensuring of
constant progress in reforms.

6 Azerbaijani Terrorists Liquidated In Syria In Past Few Days

6 AZERBAIJANI TERRORISTS LIQUIDATED IN SYRIA IN PAST FEW DAYS

More than 30 terrorists from foreign countries were liquidated in
Syria during combats against government forces in past few days.

Eliminated terrorists fought with “Al Nusra Front.” There were 6
citizens from Azerbaijan, 4 from Turkey, 5 from Jordan, 9 from Saudi
Arabia, as well as citizens of Afghanistan and Pakistan, reports
“APA” Azerbaijani news agency referring to “Mujahideen websites.”

It is stated in the material that an Azerbaijani citizen nicknamed
“Abu Yahya” was eliminated during the battles in Syrian city of
Hama on September 13. He led an Azerbaijani-composed unit, which
was included in the “Muhajir and Ansar” group. It is reported that
another 4 Azerbaijanis were liquidated in the same battle.

“APA” notes that according to the information received in the
beginning of August of the current year, more than 60 Azerbaijanis
participated in battles against Syrian government forces as members
of various groups.

“Faktxeber” Azerbaijani portal writes that “Abu Yahya,” who was
recently eliminated in Syria, used to live in Sumgait (Azerbaijan).

His name is Nijat, while Yahya is his son’s name.

“Abu Yahya al-Azeri” was a representative of a religious group called
“Sumgait Jamaat,” writes the portal with a link to “Yeni Musavat”
newspaper. He used to live in Sumgait around 3-4 years ago. Yahya
is the name of his son. Before being liquidated, “Abu-Yahya” led
a group of Azerbaijani terrorists included in the brigade called
“troops of Muhajir and Ansar,” the head of which was commander Omar
Shishani. The majority of Azerbaijani terrorists, who fought in Syria,
are members of the given brigade.

The statement notes that the illegal brigade was torn into three
parts because of internal conflicts; one of the groups assembled
around a Chechen commander with a nickname “Saifullah,” another one
gathered around an Avar commander with a nickname “Abu Banat.” They
say a few days ago “Abu Yahya” was seriously injured and lost both
feet in a battle around Hama. It is reported that Shishani brigade
mainly fought around Aleppo. Another two brigades fought against
Assad in Hama, Homs, and Idlib.

In the last period of time the media reported about a number of deaths
of Azerbaijani terrorists in Syria. In early April, the Turkish sites
have reported that about 30 terrorists from Azerbaijan have already
been killed in Syria. According to the Azerbaijani conflict scientist
Arif Yunus more than 300 Islamists from Azerbaijan are fighting in
Syria, Afghanistan and Pakistan. However, according to Arif Yunus and
the “Facthaber” portal, over 100 Azerbaijani terrorists are fighting
in Syria. Azerbaijani terrorists had even placed an online video-record
calling for “jihad.”

Recall that the relationship between international terrorist groups and
Azerbaijan originated in the early 1990s. That time, the Azerbaijani
army, having failed in the aggression against Nagorno-Karabakh
Republic (NKR), retreated with losses. Trying to save the situation,
the Azerbaijani leadership, headed by Heydar Aliyev attracted to the
war against the Armenians of Nagorno-Karabakh international terrorists
and members of radical groups from Afghanistan (groupings of Gulbuddin
Hekmatyar), Turkey (“Grey Wolves”, etc.), Chechnya (groupings Basayev
and Raduyev etc.) and some other regions.

Despite the involvement in of thousands of foreign mercenaries and
terrorists in the Azerbaijani army during the war, the Azerbaijani
aggression against Nagorno-Karabakh Republic failed, and the Baku
authorities were forced to sign an armistice with the NKR and Armenia.

However, international terrorists found ties in Azerbaijan, and used
them in the future. Recruitment was conducted among Azerbaijanis,
who then were sent to Afghanistan and the North Caucasus, where
participated in the battles against the forces of the international
coalition and Russian organizations.

In recent years, the citizens of Azerbaijan are actively involved in
terrorist and extremist activities in Russia, Afghanistan and Syria.

In Azerbaijan the citizens are brought to criminal liability for
participating in “illegal armed groups” in Afghanistan, sentenced to
minor terms of imprisonment.

Azerbaijan Won’t Withdraw Snipers From The Frontline, DM Representat

AZERBAIJAN WON’T WITHDRAW SNIPERS FROM THE FRONTLINE, DM REPRESENTATIVE SAYS

“The snipers will not be withdrawn unless the war ends,” Head of the
Press Service of Azerbaijan’s Ministry of Defense Eldar Sabiroglu has
said, speaking about the demands of the international organizations
regarding the withdrawal of snipers from the frontline.

A delegation of high-ranking officers of the Azerbaijani Defense
Ministry, parliamentarians and public figures visited the military
units near the line of contact.

Asked about the border incidents, which claim the lives of soldiers,
Sabiroglu insisted that “Armenia suffered twice as many losses.”

The country’s statehood, freedom and independence are endangered.

We’re living in a state of emergency, and we should search for
solutions unless it’s too late, founder of the Heritage Party Raffi
Hovhannisyan told reporters today.

Hovhannisyan said the steps on both foreign and domestic policy field
contradict the national interests. He said the choice between the East
and the West does not matter much to him. What’s really important is
to regain sovereignty and identity.

Raffi Hovhannisyan said the provisions of the Association Agreement
with the EU were not known and it was impossible to understand how it
would impact Armenia’s economic perspectives and the national interest,
the Nagorno Karabakh issue, etc.

“I think Armenia is forced to move in a direction, which promises now
perspectives,” the Heritage leader added. He voiced the opinion that
the European direction is more suitable to Armenia.

Armenia’s President Sends Letter Of Condolences On Gerard Cafesjian’

ARMENIA’S PRESIDENT SENDS LETTER OF CONDOLENCES ON GERARD CAFESJIAN’S DEATH

YEREVAN, SEPTEMBER 17, ARMENPRESS. The President of the Republic of
Armenia Serzh Sargsyan sent a letter of condolences to the Cafesjian
family on the death of national philanthropist Gerard Cafesjian. The
Media and Public Relations Department of the President’s Office
informed “Armenpress” that the aforesaid letter particularly runs
as follows:

“Mr. Cafesjian significantly contributed in the strengthening of the
Armenia-Diaspora ties years along. His activity was a good example for
all those people, who desired to provide a palpable support to Mother
Armenia. I highly appreciate his patriotic enterprises. His abilities
of an experienced organizer and gracious and unselfish benefactor have
found their brilliant expression in the transformation of Yerevan’s
Cascade and establishment of the Cafesjian Centre for the Arts,
which became one of the favorite and popular places in Yerevan.

At this moment of grave loss I offer deepest condolences to Gerard
Cafesjian’s relatives and friends.”

American-Armenian businessman and philanthropist Gerard Cafesjian
died at the age of 88 on September 15. The Cafesjian Centre of the
Arts informed “Armenpress” about this. The cause of death has not
been announced yet.

Gerard Cafesjian was born April 26, 1925 in the Bensonhurst
neighborhood of Brooklyn, New York. His parents had come to the United
States preceding the Armenian Genocide by the Turks in 1915.

After amphibious training, he served in the United States Navy in WWII
aboard JP Morgan’s yacht, the Corsair III, built in 1895 and renamed
the USS Oceanographer. The ship did extensive survey work in and
around Guadalcanal and other Solomon Islands. He also served aboard
the USS Andres (DE45), a destroyer escort for convoys from the United
States to North Africa. When he returned after the war he married
Cleo Thomas, a nurse he met during the war. He earned a degree in
economics from Hunter College, and a doctorate of jurisprudence from
St. Johns University Law School, both in five and a half years. He
is a member of the New York Bar Association.

He began his career with West Publishing as a legal editor in New York
City. He was the first employee in the history of the 100-year-old
company to be transferred from any subsidiary company into the home
office in St. Paul, Minnesota. At West Publishing he rose through the
ranks to the position of executive vice president; overseeing sales,
marketing, customer service, public relations, all Westlaw office
training and development. At West, he also conceived of and started
the West Legal Directory and a well-known program, “Art and the Law”,
which earned he and West numerous awards.

Mr. Cafesjian retired from West Publishing when it was sold to Thompson
Publishing in 1996. He felt his destiny was to help the country of
Armenia, which had gained its independence after hundreds of years
of subjugation under various rulers. The time and circumstances
and confluence of resources would help him make a difference for
the country.

After attending to his family needs, Mr. Cafesjian established
the Cafesjian Family Foundation. Through that Foundation he
devoted millions of dollars to Armenia on relief projects including
renewable energy, headed a TV station, ran a newspaper, contributed
to the clearing of land mines by specially trained dogs, founded a
bank, insurance company, and supplied the resources for many other
projects. If any of the projects were to prove successful, the profits
were to remain in Armenia for further development.

He received accolades and recognition from both the United States
and Armenia institutions, including the Ellis Island Award in 2000.

Mr. Cafesjian completely renovated the Cascade site in downtown
Yerevan, Armenia. The Cascade was a huge old crumbling Soviet structure
of epic proportions. He opened the Cafesjian Center for the Arts at
the Cascade in 2009. Over one million people have visited the Center
annually since its opening. His goal was to bring some joy into the
lives of the Armenians through exposure to art. The Museum enjoys a
world-class sculpture garden with works by Botero, Flanagan, Chadwick,
Plensa and Lalanne, to name a few. Admission to the sculpture garden
is free and it is now the most prominent meeting place in Armenia.

Mr. Cafesjian also assembled a group of properties in Washington,
D.C., two blocks from the White House. The intention was the building
of an Armenian Genocide Museum and Memorial, but due to continuing
litigation, the project remained unrealized and still in limbo awaiting
the outcome for still another time killing appeal. Mr. Cafesjian won
the basic lawsuit and was awarded the property to do with as he wished.

The community was hoping the museum will be built by April 2015 in
time to commemorate the 100-year anniversary of the 1915 Genocide.

Armenian Schools In Aleppo Reopened And Received Pupils

ARMENIAN SCHOOLS IN ALEPPO REOPENED AND RECEIVED PUPILS

YEREVAN, SEPTEMBER 17, ARMENPRESS: Armenian schools in Aleppo reopened
after summer holidays on September 17 and received Aleppo-Armenian
pupils. “Armenpress” was informed about it from its source in
Aleppo. “Today is the first day of opening the schools. Children
attend schools. Life goes on in a normal way,” he said.

Reverberating to prices of goods Aleppo source mentioned that they
cannot change greatly compared with previous week.

“Sometimes prices for goods are very high but now food and bread

are available. Compared with previous week when it was difficult to
find bread now it can be found but it is expensive. There is not
fuel at all,” he informed adding that the blockade of the city is
continued. “The blockade is continued, at the end of last week three
Armenian young men were kidnapped and there is not any information
from them,” mentioned he adding that clashes are continued in different
parts of the city.

Military intervention issue in Syria is frozen for some time and was
made a decision about establishing international control over chemical
weapons of the government. Syrian authorities accepted that decision.

AT present Security Council of UN works on resolution about
establishing control over chemical weapons. International community
gave positive estimation to the decision.
