wherever I went.

That is that all parties would like to find a way towards peaceful
settlement of Nagorno Karabakh conflict,” said U.S. co-chair of OSCE
Minsk Group James Warlick in his interview with “The Voice of America”.

“It is nearly 20 years since the ceasefire and the message that from
not only political leadership but from others that the time has come to
find settlement. All the sides a committed to the peaceful settlement,
noone wants the outcome to be resumes conflict. That is the worst
case. And we certainly do not want to see that kind of conflict
again. I met with president Aliyev and I know that he is committed
to peaceful settlement and I look forward to work with him on that,”
– said Warlick.

The co-chair said that all parties should be preparing their population
for peace, not war. “It is difficult mission to be able to prepare the
population for time being no durable settlement. About compromise
political will from both parties needed to move forward in NK
conflict. All parties need to be prepared to accept compromises.”

James Warlick expressed his confidence that as a part of the 68th
session of the UN General Assembly in New York, he would hold useful
meetings with his Russian and French colleagues, as well as with
Azerbaijani and Armenian foreign ministers to advance the settlement
process of the conflict.

Senior Azerbaijani official has said that Armenia is a structure
rather than a country.

“Personally, I do not consider Armenia as a country and stress this
with full responsibility,” he said. “Armenia is just a structure, an
outpost in someone’s hands,” First deputy speaker of the Azerbaijani
Parliament and Chairman of the Parliamentary Committee on security
and defense Ziyafat Asgarov said on September 16.

Armenia is an outpost in strange hands, Asgarov added.

According to him, Armenia does not have an independent foreign policy.

“There is no normal person with whom one could negotiate on
international law and decisions taken by the UN Security Council,”
he said.

Asgarov added that Armenia’s economic situation is getting worse and
worse every year. “Around 100,000 people leave the country annually.

The pension policy is very poor,” he said.

Asgarov stressed that if Armenia as a particular country would conduct
a specific policy, then one could negotiate with it.

“Armenia, having no common border with any country which is a member
of the Customs Union, joined this organization. All this is just a
game,” he concluded.

For over two decades, Azerbaijan and Armenia have been locked in
conflict which emerged over Armenia’s territorial claims against its
South Caucasus neighbor. Since a war in the early 1990s, Armenian
armed forces have occupied 20 percent of Azerbaijan’s territory,
including Nagorno-Karabakh and seven surrounding regions. A fragile
ceasefire has been in place since 1994, but long-standing efforts by
US, Russian and French mediators have been largely fruitless so far.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on its pullout from the neighboring country’s territories.

A European Parliament member has urged Armenia to act in line with
international law and withdraw its troops from Nagorno-Karabakh,
referring to an Azerbaijani region occupied by Armenia since a war
between the two countries in the early 1990s.

In response to an inquiry of the European Azerbaijan Society about
the Nagorno-Karabakh conflict, Estonian MEP Kristiina Ojuland said an
impression has formed that the international community is not paying
enough attention to the conflict.

“It`s very sad that in the year 2013, we see that in the South
Caucasus — as a result of a conflict that has lasted for more than two
decades now — nearly one million people are still refugees and cannot
return to their homes. I have the impression that the Nagorno-Karabakh
conflict is still a bit underestimated by the international community,”
Ojuland said.

She said the European Union won the Nobel Peace Prize last year and
therefore it should be its moral duty to contribute to a peaceful
neighborhood.

Ojuland said the moment is there to fully implement the European
Neighborhood Policy and enhance the peace process.

“On many occasions, in the European Parliament several colleagues
and myself noted that international law and especially the United
Nations Security Council resolutions need to be respected. Armenia
must commit to the international legal framework and withdraw its
troops from the Nagorno-Karabakh region,” Ojuland said.

Armenia occupied over 20 percent of Azerbaijan’s internationally
recognized territory, including Nagorno-Karabakh and seven adjacent
regions, after laying territorial claims against its South Caucasus
neighbor that caused a brutal war in the early 1990s. Long-standing
efforts by US, Russian and French mediators have been largely fruitless
so far.

According to Ojuland, over the past years Azerbaijan has displayed
an increased openness to the West, including Europe.

“It is clear that the OSCE Minsk Group has not had decisive
breakthroughs in resolving the Nagorno-Karabakh conflict. The European
Union could increase the legitimacy of the Minsk Group if it takes
a seat in it as one common actor representing 27 countries. In the
meantime, the continued presence of an EU Special Representative
in the South Caucasus is a sign that Europe is committed about the
region and realizes that South Caucasus is a very interesting region
on a geostrategic level. The EU will undoubtedly continue to pay a
particular attention to the region,” Ojuland said.

She added that one should know that the geopolitical environment in the
South Caucasus is very complicated, not only in terms of geopolitics
and strategically, but also on the level of energy security and
diversification.

“Indeed, the strategic importance of Azerbaijan as a reliable energy
supplier should not be underestimated,” the MEP said.

According to Ojuland, Azerbaijan is a country that has seen incredible
economic growth. “Along with economic growth the civil society has
more resources in supporting democratic values,” she said.

Ojuland also said energy is one of the key priorities in European
politics nowadays.

“Indeed, the agreement on the Trans Adriatic Pipeline is perhaps the
ultimate proof that the EU and Azerbaijan share a natural partnership
through which almost any political consensus can be achieved,”
she said.

society in Armenia and Azerbaijan should continue to try to find
common ground,” the chairman of the Interstate Fund for Humanitarian
Cooperation, Representative of Azerbaijan to the Council for
Humanitarian Cooperation of the CIS, Ambassador Extraordinary and
Plenipotentiary of Azerbaijan to Russia Polad Bulbuloglu said at the
Minsk Forum of the CIS member states, APA reports quoting NEWS.am.

Asked about the fate of initiatives to attract intellectuals of the
two countries to create an atmosphere of trust, Polad Bulbuloglu said
that unfortunately, this initiative for some reason does not gain
continuation: “However, we are ready to continue, and Azerbaijan is
interested in it. We have talked about this a lot. Russia supports
this peacekeeping format and the OSCE Minsk Group. But you have to
ask these questions to those who decide it.”

“Although many problems have accumulated between our countries and
our peoples, today I do not see any other way than to sit at the
table of peace talks, which have not yet reached their limits,”
said Bulbuloghlu, while pointing to the success of the projects
already implemented.

“It’s no secret that the image of the enemy is cultivated in your press
and in our press, and a generation that sees each other as enemies
grows. This cannot be tolerated. Thus, we are laying a mine that will
explode in future generations. But there is the intelligentsia, there
are people who know each other, remember, and should at least use this
potential in order to establish a dialogue,” said Bulbuloglu. “Of
course, this does not preclude what our presidents do, or what the
foreign ministers do. But at the level of civil society, at the
level of ordinary people, such work is very important,” concluded
Polad Bulbuloglu.

Un fonctionnaire de 35 ans proche du president Serge Sarkissian est
en passe de devenir le nouveau procureur general d’Armenie.

Le poste est vacant depuis la demission plus tôt ce mois-ci du
precedent detenteur de longue date, Aghvan Hovsepian. Selon la loi
armenienne, le successeur de Aghvan Hovsepian doit etre designe par
Serge Sarkissian et nomme par le parlement.

Le bureau de Serge Sarkissian a annonce que le president a nomme
le procureur general militaire d’Armenie, Gevorg Kostanian, pour
ce travail. L’Assemblee nationale, qui est domine par la majorite
presidentielle, va discuter et voter sur sa candidature la semaine
prochaine.

Hovannes Sahakian, un important depute du Parti republicain d’Armenie
au pouvoir (HHK), a confirme que la majorite du parlement approuvera
la nomination de Kostanian. Il a dit ” les gens avec une nouvelle
mentalite ” comme Kostanian sont necessaires pour le succès des
efforts declares par les autorites armeniennes pour reformer le
système repressif.

Gevorg Kostanian doit se reunir avec les dirigeants des factions
parlementaires avant le vote de la semaine prochaine. L’un d’eux,
le parti d’opposition Zharangutyun, a precise qu’il votera contre lui.

” Kostanian n’est pas la bonne personne pour etre procureur general ”
a declare Zaruhi Postanjian, deputee du parti Zharangutyun au service
armenien de RFE / RL (Azatutyun.am).

Kostanian a ete nomme procureur general militaire en Janvier 2011. Il
etait auparavant vice-ministre de la justice et assistant juridique
du President Sarkissian.

Des militants des droits humains sont restees très critique sur les
enquetes criminelles sur les decès hors combat chroniques de soldats
et d’autres crimes commis dans les forces armees pendant le mandat de
Kostanian. En particulier, ils ont accuse les procureurs militaires
de transformer faussement les meurtres en suicides. Kostanian a nie
ces allegations.

Kostanian a egalement ete sous le feu ces derniers mois en raison de
sa gestion d’une enquete sur une fusillade mortelle qui a eu lieu le
1er Juin en dehors de la villa de Suren Khachatrian, un gouverneur
de province controverse. L’un des fils de Khachatrian et un garde
du corps ont ete arretes plus tard en Juin pour avoir tire et tue un
homme d’affaires.

Ils ont tous deux ete liberes et laves de tout soupcon plus tôt
ce mois-ci. Des enqueteurs militaires supervises par Kostanian ont
declare que les coups de feu tires par les deux hommes constituaient
de la legitime defense, une qualification vivement contestee par la
famille de la victime.

Ruben Sahakian, un eminent avocat qui a represente les interets des
fils de Khachatrian, a rejete les arguments que cette affaire est
une raison suffisante pour que Kostanian ne devienne pas procureur
general. Il a decrit Kostanian comme une ” personne incorruptible “.

par le president armenien Serge Sarkissian, au poste d’Ambassadeur
d’Armenie en Grande Bretagne et Irlande du Nord. Armen Sarkissian
sera en poste a Londres. Armen Sarkissian replacera a ce poste Garine
Ghazinian recemment disparue a l’âge de 57 ans. Armen Sarkissian avait
occupe cette fonction d’Ambassadeur d’Armenie de 1992 a 1993 puis
de 1998 a 2000. Armen Sarkissian fut egalement le Premier ministre
d’Armenie du 4 novembre1996 au 28 fevrier 1997. Très cultive et ayant
realise de très hautes etudes notamment a l’Universite d’Etat d’Erevan,
Armen Sarkissian est egalement très proche de la Reine Elisabeth II
d’Angleterre et de la famille royale britannique. C’est grâce a ses
relations personnelles que le Prince Charles de Galles a effectue il
y a quelques mois une visite de trois jours en Armenie.

Le 27 septembre la police turque a arrete a Istanbul les leaders des
fans ou ultras des clubs de Besiktas , Fenerbahce et Galatasaray
juges dangereux et violents. Selon le journal Milliyet, près de
500 policiers ont realise ces arrestations auprès de 200 fans de
ces clubs de football et de basket-ball. 80 de ces fans furent
arretes. Parmi ces derniers, un Armenien, Alain Markarian, leader
des fans de du groupe ” carsi ” de Besiktas. Ce dernier groupe de
fans de Besiktas est connu pour apporter sa part active lors des
manifestations anti-gouvernementales. Alain Markarian est le ne 30
janvier 1966 a Istanbul. Il dirige depuis 1982 le club des fans ”
carsi ” des clubs de basket-ball de Besiktas Istanbul.

Un citoyen turc d’origine armenienne dans les manifestations
anti-gouvernementales ? C’est l’alibi par excellence que recherchait
Erdogan pour demontrer que les manifestants etaient travailles depuis
l’etranger…

C’est Monika Avanesyan (15 ans) avec sa chanson ” Choco Fabrica ” qui
representera l’Armenie au concours de l’Eurovision Junior 2013 qui se
deroulera le 30 novembre prochain a Kiev (Ukraine). Monika Avanesyan a
ete elue par un jury de professionnels ainsi que les telespectateurs
lors des selections hier soir, transmises en direct par la Chaîne
Publique d’Armenie. Le gagnant du concours de l’Eurovision Junior 2013
chantera une nouvelle fois lors de l’Eurovision 2014 qui se deroulera a
Copenhague (Danemark). Hier soir 12 candidats participaient au concours
designant le representant de l’Armenie a l’Eurovision Junior 2013.

48 832 CITOYENS ARMENIENS SE SONT RENDUS EN TURQUIE ENTRE JANVIER ET AOUT

Selon les donnees du ministère turc de la Culture et du Tourisme,
entre janvier et août 2013 le nombre de citoyens d’Armenie se rendant
en Turquie a augente de 1 234 personnes soit une crossiance de 4,8%
sur la meme periode de l’an dernier. Au total 48 832 citoyens armeniens
se sont rendus en Turquie sur les huit premiers mois de l’annee. Rien
que pour le seul mois d’août, 12 711 citoyens armeniens se sont rendus
en Turquie, soit un chiffre record pour les touristes en provenance
d’Armenie, representant une hausse de 8,33% par rapport a août 2012
qui avait enregistre 11 734 touristes d’Armenie. Precisons que l’an
dernier 70 956 citoyens d’Armenie se sont rendus en Turquie.

Un chiffre qui devrait etre depasse cette annee.
