TURKISH COURT RECOGNIZED ARMENIAN GENOCIDE IN 1919: ARMENIA’S DIASPORA MINISTER

YEREVAN, SEPTEMBER 19, ARMENPRESS. A number of representatives of the
Armenian lobbyist organizations from Diaspora visited Tzitzernakaberd
Memorial Complex. They placed flowers by the memorial dedicated to
victims of the Armenian Genocide. The Armenian lobbyists paid a visit
to the Republic of Armenia to participate in the conference held on
the initiative of the Ministry of Diaspora of the Republic of Armenia.

In a conversation with “Armenpress” the Minister of Diaspora of the
Republic of Armenia Hranush Hakobyan noted that advancing the 100th
anniversary of the Armenian Genocide, the Ministry organized a number
of “professional conferences of the Armenian world.” Among other things
the Minister of Diaspora of the Republic of Armenia Hranush Hakobyan
emphasized: “Each man must have his place and role in this struggle.”

In addition the Minister of Diaspora of the Republic of Armenia Hranush
Hakobyan underscored that the more united we become in our struggle,
the sooner Turkey will surrender. Also, the Minister stated that the
Armenian side must use the fact that the Turkish Court recognized
the Armenian Genocide and condemned the Young Turks yet in 1919.

On September 18, NKR Foreign Minister Karen Mirzoyan received members
of the Armenian-British Friendship Group Stephen Pound and John
Whittingdale at the NKR Permanent Mission to RA.

The NKR Foreign Minister highly appreciated the British MPs’ interest
in the Republic of Artsakh.

During the meeting, Karen Mirzoyan presented, at the request of the
guests, the process of state building in the NKR and the current
stage of settlement of the conflict between Azerbaijan and Karabakh.

A range of regional issues was also touched upon at the meeting,
according to the press service of NKR MFA.

STATEMENT of EaP Civil Society Forum’s Armenian National Platform

With this statement, the Armenian National Platform of the Eastern
Partnership (EaP) Civil Society Platform (CSF), reconfirms its support
for the enlargement of multilateral ties between the Republic of
Armenia, foreign states and international organizations. At the same
time, we express our disagreement and deep frustration regarding the
statement of the President of the Republic of Armenia on joining the
Customs Union and participating in the formation of the Eurasian Union.

For about three and a half years, the Armenian authorities were
negotiating the Association Agreement with the EU in the framework
of the Eastern Partnership, including a Deep and Comprehensive Free
Trade Area (DCFTA) Agreement. It seems that the Armenian authorities
had shown absolute commitment to the drafting and implementation of
this crucially important document. However, the announcement by the
Armenian President came to prove exactly the opposite.

The intentions of the Armenian authorities to join the Customs Union
to the detriment of the Association Agreement with the EU contradict
their numerous statements where they have declared European integration
as a foreign policy priority.

It makes meaningless the huge efforts and expense by the Republic of
Armenia and the EU in recent years directed to holding negotiations
and drafting documents. Numerous projects aimed at implementing reforms
in different spheres of life and strengthening relations with the EU,
which demand significant resources, have now become useless.

Completed projects will not lead to any results and the current
projects are now jeopardized.

It is an unprecedented phenomenon, when a country having a far lower
level of political and economic development than the European Union,
practically refuses to be integrated in the largest economy of the
world and deepen multilateral cooperation with the most sustainable
region on the planet, and specifically, when this refusal took place
in the context of joining the Customs Union, which at this point does
not justify itself even for those countries that have already joined
it and which prospects are quite vague.

Serzh Sargsyan’s surprising announcement, which had such consequences,
caused unrecoverable damage to Armenia’s international reputation as
a trustworthy partner.

The claims of officials, politicians and some “too loyal” experts
in our country, who tried to put the blame of the failure of the
Association Agreement initialing on the Brussels’ shoulder, cannot
stand any criticism. We find the decision by the European Union not to
consider about 80 percent shortened (without deep and comprehensive
free trade agreement) document completely substantial and normal,
because no prior consultation and negotiation were held around this
new approach.

Moreover, the assessments about the economic calculations and security
risks sound quite inconclusive. If such kind of concerns could be an
obstacle on the way of association with the European Union, then they
should have been revealed and studied much earlier and not at the end
of negotiations. In that case, the preference that Yerevan gave to
the Customs Union would be considered as more worthy and acceptable
by all international partners and Armenian society. However, now all
grounds are there to talk about national humiliation.

Even if we assume, that by joining to the Customs Union the RA
authorities received some immediate benefits for security and other
spheres, there are, however, many reasons to suspect that for a
long-term perspective country will become more vulnerable in terms of
external threats. And the biggest of these threats is the tendency
to neglect the interests of Armenia by international community and
the uncontrolled process of concession of sovereignty.

Today, with the difficult social-economic situation there are new
factors arising, which only strengthen emigration, one of the most
pressing and painful problems in the Republic of Armenia.

The rumors that are being spread presumably not without the direct
involvement of the Armenian authorities, implying that the decision was
made under pressure, cannot justify the denial of previous constant
assurances about the irrevocable path towards the Association
Agreement. When such a crucial decision for the country is being
made, external factors, of course, exist, and all Eastern Partnership
countries have faced it. However, the decisions that are most stable
and protected from risks are those based on the consensus in the
society about the realization of national interests. The Armenian
government has done nothing to inform the society about the content
and benefits of the Association Agreement as well as the European
Integration in general, leaving the stage for cheap speculations
about imaginary “European values”.

All the above mentioned circumstances allow us to confirm that the
decision about the Customs Union was made based on the narrow interests
of a small circle of people, who were not intending to implement
the broader package of reforms designed within the framework of the
Eastern Partnership, more specifically, the Association Agreement.

For the current situation, the international organizations,
particularly the EU institutions have their share of responsibility.

They have been going beyond the limits of tolerance in their relations
with the Armenian authorities, many times going along with the
imitation of fulfilling obligations and choosing a “more for less”
formula. Apparently this served as basis for the Republic of Armenia’s
poltical elite to treat the EaP process without proper seriousness
and responsibility.

Another negative factor was the absence of real partnership,
understanding of mutual priorities and benefits as well as the
willingness for mutual assistance between the Eastern Partnership
countries. As a result, each of the countries was acting alone
considering the failures and drawbacks of a neighbour as their own
advantage. We hope that Armenia’s undesirable precedent will reveal
the need for change of relationships inside the “Six”.

The intention to join the Custom’s Union and the failure of initialing
the Association Agreement is a serious turnover in the areas of
internal and foreign policy, socio-economic development and many
other fields. Decisions of such importance should not be made without
discussions in the National Assembly, government, Security Council
and public debates. The lack of formal consultations sets background
for us to perceive the Armenian President’s statement on September
3rd as a part of one-man policy which we cannot consider unchangable.

In the current situation we demand from the National Assembly of the
Republic of Armenia to convene parliamentary hearings and invite
special session, which will evaluate the latest announcement of
the President of Armenia. We call on the MPs to be above political
affiliations and demonstrate a trans-partial position on the issue
of joining the Customs Union and refusing the Association Agreement,
as this choice goes beyond the interests of certain political parties
and predicts the future of Armenia for a long-term period.

We invite the representatives of the Armenian authorities to take
part in the conference of the Eastern Partnership Civil Society
Forum’s National Platform, which will take place in hotel “Hrazdan”,
on 19 September 2013, 14:00-17:00; and present the justifications
for Sargsyan’s announcement and the failure of the initialing of
Association Agreement.

We are sure that for every single citizen of the Republic of Armenia
who knows the consequences of this choice, who values the independence
which was gained through big losses and appreciates the democratic
development of the country, the decision announced on September 3
cannot be accepted.

The situation can be improved only by consolidation of non-indifferent
layers of the society and by civic activism. Irrespective of the
developments of the coming months the Armenian National Platform of
the Eastern Partnership Civil Society Forums will be faithful to the
European integration process and invites all the interested people
for close cooperation.

According to Haykakan Zhamanak, rumors in governmental circles and
in the Aparan clan say former Armenian Prosecutor General Aghvan
Hovsepyan may be appointed rector of the newly established Academy of
Justice. The Academy will be located in Yerevan’s Davitashen district.

There has been a long struggle between the Prosecutor General’s Office
and Justice Ministry for taking control of it. Finally, it was decided
that they will have equal control of the Academy.

US Bans Importing Products Of Several More Armenian Companies

US BANS IMPORTING PRODUCTS OF SEVERAL MORE ARMENIAN COMPANIES

The U.S. Food and Drug Administration expanded its list of the Armenian
companies whose products are banned in the United States.

In addition to the products of two cheese companies, the products
of several Armenian juice and confectionery companies likewise have
become banned in theUnited States.

As a result, the importing of the non-alcoholic beverages produced
by Arsen Ev Nerses LLC, in Shamb Village of Armenia’s Syunik Region,
is banned in the US as of July.

In the meantime, the “tarragon soft drink,” which is produced by Beer
of Yerevan CJSC, is banned in the US ever since September 2009.

The importing of the fruit jelly candy, which is produced by Armenia’s
Grand Candy Inc. likewise was banned during the same time period.

And the Sipan brand lemonade, which is produced by Armenia’s Sam-Har
company, is banned in the US ever since October 2011.

The ban is validated by of the presence of germs in the aforementioned
products.

Egyptian Society Appeals To Government To Recognize Armenian Genocid

EGYPTIAN SOCIETY APPEALS TO GOVERNMENT TO RECOGNIZE ARMENIAN GENOCIDE

YEREVAN, SEPTEMBER 19, ARMENPRESS: The society of Egypt wants that
the government of the country recognizes and condemns the Armenian
Genocide. This was reported to Armenpress by the representative of
Egypt in the Commission for Armenian Affairs Awareness Organizations,
the lobbyist Armen Mazlumyan. “The people of Egypt are the friends
of the Armenian nation. They know the history of the Armenians and
know that what had happened is a genocide, as Egypt is one of the
countries, which open-armed accepted the Armenians, who survived from
the Genocide”, – said Armen Mazlumyan.

The representative of Egypt in the Commission for Armenian Affairs
Awareness Organizations appealed to the Armenians from all over
the world to be more active ahead of the centennial of the Armenian
Genocide.

Earlier Armenpress reported that Egypt could become the first
Muslim country to recognize the Armenian Genocide of 1915 organized
by the Ottoman Empire. This was published by the Italian website
Vatican Insider, touching upon the unprecedented step of the lawyer
Muhammad Saad Khairallah, who for the first time in the history has
submitted an accusatory claim against Turkey on the organization of
the Armenian Genocide. The Egyptian Court will consider the case on
November 5. Muhammad Saad Khairallah stated about it for the first
time during the talk-show held on September 4. He expressed his hope
that his claim will make Egypt recognize the Armenian Genocide thus
serving an example for the other Arab countries.

During the talk-show a proposal was sound to erect a monument
commemorating the innocent victims of the Armenian Genocide in Cairo,
the capital of Egypt.

ARF Launches "We Will Live In Our Country" Program

ARF LAUNCHES “WE WILL LIVE IN OUR COUNTRY” PROGRAM

YEREVAN. – Armenia’s opposition ARF Dashnaktsutyun Party is starting
the “We will Live in Our Country” program, whose objective is to stop
emigration from the country.

ARF Supreme Body member and ARF National Assembly Faction leader Armen
Rustamyan noted the aforesaid during a press conference on Tuesday.

He stressed that stopping emigration forthwith is indispensable for
Armenia’s future.

“Proceeding from this, the ARF is working on this program for several
months; we have held serious discussions. Now, it is necessary to
start a new phase, a new stage,” Rustamyan said.

He noted that emigration is a complex problem, and the problems that
cause emigration need to be addressed. As per the opposition MP,
Armenia’s present-day political system does not enable to address
these problems immediately, and the reason is the, “similitude of
the ruling party and the state.”

“We are losing blood, and we cannot allow it to result in a complete
blood loss. And the organism is our country, our state, our homeland,”
Rustamyan stated.

He noted that it will be wrong to wait for the materialization of
the plan for a power change, and that is why it is necessary to
take priority steps. As per Armen Rustamyan, ARF Dashnaktsutyun
has summarized all this in seven points, and the latter are the
“prescription” for solving the accumulated problems.

YEREVAN. – Serzh Sargsyan must leave his position for the sake of
Armenia, leader of the Heritage party said.

Raffi Hovannisian said if the current internal and foreign policy
continues at the same pace, Armenia will become a third-rate country.

“By joining the Customs Union, Armenia will lose its geopolitical
importance, and will lose its independence to the extent that may not
even give meaning to the 100th anniversary of the Armenian Genocide,”
he told reporters.

At the same time, the opposition leader is confident that without
joining the Customs Union, democratic Armenia and democratic Russia
can develop their partnership.

“The decision to join the Customs Union was made individually, and
no member of the government led by the Prime Minister, not a single
member of the ruling Republican Party of Armenia spoke against it,”
Hovannisian emphasized.

The runner-up in presidential elections said his party has been and
remains a supporter of European values and signing of the Association
Agreement.

“Meanwhile, Armenia’s joining the Customs Union under the current
conditions is unacceptable,” he concluded.

Raffi Hovannisian Wants To Launch New "Nation-Wide Protest Movement"

RAFFI HOVANNISIAN WANTS TO LAUNCH NEW “NATION-WIDE PROTEST MOVEMENT”

YEREVAN. – A nation-wide protest action planned for September 20 in
Liberty Square will be held for the sake of restoring justice in the
country, Raffi Hovannisian said.

Leader of the opposition noted that it was Heritage party that applied
to the municipality for holding a protest action, but this does not
mean that other political forces are not able to participate in what
he calls “nation-wide protest movement.”

“Many young people from other parties will participate in the event,”
he assured.

Asked whether political parties’ can consolidate over discontent at the
decision to join the Customs Union, Hovannisian did not give a precise
answer, once again repeating that “members of different political
forces will participate in the nation-wide protest movement.” He
added that the issue on Customs Union was includes in the agenda.

The public meeting will be devoted to the 22nd anniversary of Armenia’s
independence.
