The presentation of the government program, according to the logic of
the Constitution, in fact, is an opportunity for the government to
receive the confidence of the National Assembly. During May 22 session
of the National Assembly, the leader of the “Armenian National
Congress” faction Levon Zurabyan said adding that he considers the
contextual discussion pointless.

“First, the word of the government does not have a value, as the
programs presented before were never implemented. Secondly, the
programs presented up to now, as 2012 report of the Control Chamber
shows, in particular the study of the Gyumri techno park has become a
bacchanalia for the state’- oppositional MP said.

L.Zurabyan also noted that the discussion of the Control Chamber’s
report of the last year was “archly” provided after the government
program because “otherwise, it would be clear that we are not here to
discuss the country’s economic development, but a program of theft of
public goods.”
