EXPERT: GOVERNMENTAL MEASURES ON POVERTY REDUCTION ARE UNSATISFACTORY

The governmental measures on poverty reduction envisaged by the
Program of Armenia’s Prospective Development for 2012-2025 are
unsatisfactory, the experts of the Civil Society Network for the
Sustainable Development Program/Strategic Program for Prospective
Development said at today’s session.

In particular, expert Veronika Melikyan stressed that the program
absolutely lacks a system of monitoring of the socio-economic situation
of certain groups of population, as well as analysis of the social
support to the population. “The program developers have not taken into
account that the poverty level should decline not only quantitatively
but also qualitatively”, Melikyan stressed.

She pointed out that the measures included in the project of Armenia’s
prospective development will fail to reach their goal if one ignores
the fact that it is necessary to classify the ultimate beneficiaries
by age, sex, education, incomes, benefit and other categories.

Melikyan thinks that the program unambiguously needs to be completed
with involvement of not only state structures, but also NGOs and
representatives of the civil society.

To note, the Strategic Program of Armenia’s Prospective Development
for 2012-2025 envisages stage-by- stage poverty reduction in the
country: by 2017 – to 23%, by 2021 – to 18%, by 2025 – by 14%. The
current poverty level in Armenia is estimated at 34%

The sustainable development program has been worked out by the Finance
Ministry to develop human assets, increase jobs, reform the social
security system, and improve the governance system institutionally.
