Due to Azerbaijani President Ilham Aliyev’s rhetoric, Azerbaijan
resembles a dog that barks but does not bite, Richard Giragosian,
Director of the Regional Studies Center (RSC), said at a press
conference in Yerevan on Monday.

The analyst qualifies Azerbaijan as a weak and unpredictable state,
which is proved by the release of the murderer Ramil Safarov.

Giragosian welcomes the defensive strategy of Armenian President
Serzh Sargsyan, who speaks of the danger of resumption of military
actions more often.

He said that Serzh Sargsyan addresses clear messages to the
international community, warning of possible aggression by Azerbaijan.

As regards the visit of the parliamentary delegation of Uruguay to
Nagorno-Karabakh, Giragosian stressed that it was neither the first
not the last visit of the kind. A delegation from Australia will be
next. Democracy in Nagorno-Karabakh is rapidly developing, and the
international community cannot ignore this process, he said.
