PACE TO HOLD DEBATES ON SYRIA, SAFAROV CASE

The Parliamentary Assembly of the Council of Europe (PACE) will
discuss on October 4 the situation in Syria and the case of Azeri
officer Ramil Safarov, who was sentenced to life in jail in Hungary
for killing an Armenian serviceman.
The Assembly decided on Monday that it would have urgent debates on
Syria and adopt a related resolution on Thursday.
The Assembly will have regular debates on the Safarov case; no
resolution is planned.
Safarov and his Armenian victim Gurgen Margarian were attending
English language courses under the NATO Partnership for Peace program
in Budapest in February 2004. Safarov came to Margarian’s unlocked
room and killed the sleeping officer with an axe on February 19.
The Budapest court sentenced Safarov to life in jail, without the right
to appeal for pardon for 30 years, on April 13, 2006. The convict
was extradited to Azerbaijan on August 31, 2012. He was immediately
pardoned by the president, his military rank was increased and he
was given a house and a back pay for eight years. Yerevan suspended
diplomatic relations with Budapest on the same day.
