According to Armenian media, Nagorno-Karabakh Prime Minister Ara
Arutyunyan told young people at the Aspet Camp that he would offer
Syrian Armenians free education. Azerbaijan responded with messages
to international organizations and co-chairs of the OSCE Minsk Group
about the violation illegality of such actions, Trend reports.

Armenia planned to pass a bill in late 2011 on accommodation for
convicts at territories of Azerbaijan occupied by the Armenia in
1992-1994. Chairman of the National Alliance, Pushkin Serobyan,
said in August 23 that it would bring positive results.

Alexey Vlasov, Editor-in-Chief of Vestnik Kavkaza, noted that rumours
about settling Armenian refugees in Nagorno-Karabakh are old. The
reasons for such actions and the legal status of the refugees is
unclear. It is especially unwise if Yerevan is trying to boost
negotiations.

Ismail Agakishiyev, head of the Center for Caucasus Studies of the
Russian State University for the Humanities, said that such actions
would not help resolve the Azerbaijani-Armenian conflict.

Tatul Manasseryan, head of the Alternativa Research Center, said that
Armenia is approaching a dangerous level of policy in tax collection
and customs.

The population of Armenia dropped by 56,811 to 3.277 million in
January-June 2012. 2.0981 are the urban population and 1.1789 are
the rural. Only 5203 people from Syria received citizenship in 2010,
2011 and the first five months of 2012. Firdus Zakaryan, head of the
group for Syrian Armenians of the Armenian Ministry for Diasporas,
said that only 2-3% of Armenians from Syria want to stay in Armenia.

Syrian Armenians may consider moving to Cyprus. The World Armenian
Charity Union will grant $1 million for them. Aleppo, Damascus and
Kamyshly has numerous Armenians.
