ANC ASSESSES THE LAW ON THE LEGAL REGIME OF THE STATE OF EMERGENCY AS UNCONSTITUTIONAL

The Armenian National Congress assesses the law on the Legal Regime of
the State of Emergency as anti-constitutional, legal issues coordinator
of the Congress Gagik Jhangiryan told a press conference today,
adding that they are particularly concerned about the provisions on
the involvement of the army and use of the resources of the Ministry
of Defense during the state of emergency.

According to him, the authorities passed the law in this period, since
the attention of the society is focused on the forthcoming elections.

Besides, in his opinion, it is also a message of restraint addressed
to the public. ANC representative hopes, however, that the law will
never be applied.

“The procedure is not over yet, the bill has not yet been signed into
law. Sure, it has been ratified by the parliament, but the President
can still put a veto on it. Let’s hope he will do it this time. I
don’t think the chances are high. However, if the law comes into
force, we’ll do our best to demonstrate its anti-constitutionality,”
Gagik Jhangiryan said.
