WHY DOES TURKEY SIGN?

The foreign minister of Armenia Edward Nalbandyan visiting Denmark
made a long speech on the foreign policy of Armenia at the Danish
Association of Foreign Policy.
The Danish foreign ministry officials were present during the speech,
as well as diplomats, reporters and experts.
After the speech, Edward Nalbandyan was asked questions. Dwelling on
Turkey’s statement that not all the issues were agreed at the time of
signing of the Armenian and Turkish protocols, Edward Nalbandyan said,
“Such statements are embarrassing. Does Turkey sign all the agreements
without finally agreeing on them or why does it sign if it disagrees
with the content of the agreement?”
