MOSCOW. – In an interview with the Russia Within Global Politics
monthly, Peter Semneby, the EU Special Representative for the South
Caucasus, between 2006 and 2011, reflected on the Karabakh issue.

He specifically noted: “The crisis around Nagorno-Karabakh continues
to deepen, and to date the situation seems to be in an impasse and
unsolvable. The Karabakh conflict’s internal logic and development
portend serious risks. There is real danger of an abrupt flare-up.

Brussels has made it very clear that it is prepared to contribute to
confidence building and the talks being conducted within the framework
of the [OSCE (Organization for Security and Co-operation in Europe)]
Minsk Group. EU’s policy toward Abkhazia and South Ossetia can partly
be applied toward regulating the situation of Nagorno-Karabakh,
but the total lack of confidence between the parties still has not
enabled to carry out a systemic interaction. In particular, it is
necessary to strengthen the ceasefire arrangement.”
