Confederation in South Caucasus possible only after settlement of all
problems – Karabakh

STEPANAKERT. – Certain circles are promoting the idea of South
Caucasus Confederation, believing that this is the key for all
problems in the region. This means nothing but to swap a cart with a
horse, the spokesman for Nagorno-Karabakh Republic (NKR) President
David Babayan told Armenian News – NEWS.am.
According to him, creating a confederation requires two preconditions.
“The first is when a certain power forcibly unites certain
territories, as it was in Soviet Union, for instance. The second
occurs when there is a serious danger, threatening several states to
an extent of dropping their differences and uniting. In Southern
Caucasus I observe none of these,’ said Babayan.
According to him, the idea of Confederation is theoretically
applicable to the region, not as a cure for sores but rather as a
consequence of overcoming all the problems.
