I vigorously oppose any statements on war resumption," CSTO Secretary
General Nikolai Bordyuzha stated at the Nov. 24 press conference,
commenting on Azerbaijani President’s warlike statement. "Presently, I
am confident about perfect timing of the Russian president’s initiative
on signing the European security agreement, that is essential," said
Bordyuzha, adding that agreement will rule out the solution of the
political issues by military means.

"I also served in the army and am well-aware of the war," stated
Secretary General. Currently, there are few politicians realizing
what war hazard is.

He expressed hope that statement was made exceptionally from a
political motive to get the desired result over disputed issues at
the Munich meeting. According to him, the significant point is that
presidential meetings intensified and the peace process progresses.

Commenting on the possibility of Armenian-Turkish border opening
(CSTO-NATO border), Bordyuzha outlined that the cooperation of
both alliances is desirable. "Presently CSTO and NATO face similar
challenges. The sooner cooperation starts, the more effective will
security of member states be," Secretary General concluded.

Armenia should pursue two important goals: the first goal is to bring
Nagorno-Karabakh back to the negotiating table and the second one is
to reach its international recognition, Vahan Hovhannisyan, head of
the ARF parliamentary faction told a press conference in Yerevan today.

According to Mr. Hovhannisyan, if the above-mentioned objectives
are not achieved, then the mere recognition of Nagorno-Karabakh by
Armenia will do nothing. The policies led by Armenia’s leadership
do not allow Nagorno Karabakh to return to the negotiating table,
even in the case of its recognition by Armenia.

According to Vahan Hovhannisyan, "in case of military aggression
Armenia first should defeat the enemy on the battlefield, and then
think about recognition".

assets grew by 15.5 per cent reaching 53 billion AMD, credit
investments grew by 3.3 billion AMD to 29 billion AMD, demand deposits
increased by 1.5 billion AMD, press office of the bank reports. During
the same period the deposits of legal entities grew by 1.2 billion
AMD, while the deposits of physical persons increased by 9.2 per cent.

Net profit of "Armeconombank" in the third quarter of 2009 amounted to
300 million AMD. According to the press office of the bank, this
significant increase of bank’s showings indicates that despite the
negative impact of the global financial crisis on the whole banking
system of the country, the confidence of customer in the bank grows.

As of November 23 the total capital of the bank exceeds 8.6 billion
AMD. Currently the bank has 35 branches in Armenia and Karabakh

minister Edward Nalbandian visited Vatican, where he met with the
Secretary for Relations with States of the Holy See, Archbishop
Dominique Mamberti.

During the meeting the sides expressed satisfaction with the
high level of relations between Armenia and Vatican, as well as
between the Armenian Apostolic Church and the Roman Catholic Church,
expressing confidence that through joint efforts these relations will
be strengthened.

Edward Nalbandian, Archbishop Mamberti also talked about the actual
problems of international relations and the issues to be discussed
at the forthcoming meeting of the Council of OSCE foreign ministers
in Athens.

"Optimism of some of the mediators demonstrated in the negotiations
is not yet based on concrete facts," said Alexei Vlasov, Head of
the expert group at information-analytical center of Moscow State
University named after Lomonosov.

"Statements by representatives of the Minsk Group on the outcome of
the sixth round contain a reference to some significant progress in the
negotiations. The progress implies that parties touched upon issued on
which there is an apparent divergence of positions. One might ask what
was discussed in earlier meetings and on what the entire negotiation
process focused since inception of the Minsk Group," he said.

"I believe the reaction is more optimistic than the progress that has
actually been achieved in negotiations between the presidents. I think
the only and main achievement is continuation of the negotiations. It
remains unknown when and in what format Ilham Aliyev and Serzh Sargsyan
will have the next meeting," Vlasov said.

Vlasov believes work session of Azerbaijani and Armenian foreign
ministers prior to the OSCE Ministerial Council which will be held
on Dec. 1-2 in Athens may be effective.

"It is possible that the foreign ministers will sign some documents at
the upcoming meeting if any agreement that parties deem it necessary
not to announce in a special statements had been reached during
Sunday’s meeting," the political expert said.

Turkey used to have strained relations with Greece and the thaw
occurred owing to economic cooperation.

If economic cooperation prevails over political, it would be possible
to settle problems, spokesman for the Turkish embassy Nihad Javaner
said during a round table on integration processes in Middle Asia
and the South Caucasus.

According to the Turkish diplomat, definite steps are needed for
country’s integration.

"We should reach integration in different spheres, including economy,
but without free trade economic integration cannot be effective. We
attach a great importance to relations with Turkic states. Having
common language and common traditions is comfortable for our
cooperation, yet we integrate more and seek removal of customs tariffs
and other issues. We should work on this. If we attain an agreement
with Azerbaijan and Kazakhstan on all integration issues, this will
become a good example for other countries. If economic prosperity
comes to the region, it will lead to people’s welfare", Javaner said.

The Turkish diplomat noted that after the USSR collapse Turkey
recognized independence of all newly established countries, including
Armenia.

"One of the most actively discussed issues in Turkey and Azerbaijan
is signing of the Turkish-Armenian protocols. This does not mean that
we will ratify the protocols tomorrow and they come into effects.

However, Turkey wants to establish ties with all our neighbors and for
this purpose it has recently held a huge work. We have repeatedly
spoken of our provisions and said our ties with Armenia cannot
be normalized without the settlement of the Karabakh conflict. We
demand from Armenia to respect international law and withdraw from
the occupied lands", the spokesman said.

promised that the Armenian churches in Tbilisi will be restored and
that they will have legal status. After that, the Armenian churches in
Georgia will be passed under jurisdiction of the Armenian Apostolic
Church, Narek Mantashyan, chairman of the Student Council at the
Yerevan State Economic University said after a meeting with George
Targamadze.

According to him, Georgia’s Ambassador Georgy Targamadze informed
that churches are destructed due to earthquakes, often occurring in
Tbilisi within last months.

Surb Gevorg (Saint Gevorg) Armenian church, built in the Georgian
capital in 1356 collapsed last Friday. Armenian Apostolic Church
accused Georgian authorities of indifference to preservation of
Armenian shrines, resulted in the destruction of the church.

/PanARMENIAN.Net/ Unsafe road traffic conditions in the countries of
Europe and Central Asia (ECA) have tremendous adverse implications
for their economic and social well-being, says a World Bank
report released today. Treating road safety victims is imposing
an increasingly unbearable burden on these countries’ health and
social services. Road traffic injuries are a major cause of death
and disability, affecting young and working-age groups of society
in particular, and ECA countries need to act now to prevent injuries
and save lives, suggest World Bank experts.

The report Confronting "Death on Wheels": Making Roads Safe in
Europe and Central Asia, released after the first Global Ministerial
Conference on Road Safety, reviews the size, characteristics, and
causes of the road safety problem in ECA countries. The report will
help bring into action the agreements reached during the conference
held in Moscow on November 19-20, 2009 under the main theme Time
for Action. The report finds that the magnitude of the road safety
problem in countries of the Commonwealth of Independent States (CIS),
Eastern and Central Europe, the Baltics, and the Balkans is much higher
than in Western Europe, even though their car fleet is smaller and the
number of kilometers they travel by car is lower. The report provides
compelling evidence on the economic and social consequences of the
silent epidemic and suggests a range of policies and strategies and
to confront and prevent "death on wheels".

In ECA, the highest estimated annual costs to governments are in
the large economies that also have sizeable populations: Russia
(US$ 34 billion per year), Turkey (US$ 14 billion), Poland (US$ 10
billion), and Ukraine (US$ 5 billion). A combination of weak road
safety management capacity, deteriorated roads, unsafe vehicles,
poor driver behavior, and patchy enforcement of road safety laws,
alongside exponential growth in the number of vehicles, are the
key factors contributing to road traffic injuries and fatalities
multiplying at a rapid pace.

According to the report, an effective country road safety strategy
requires a systematic multisectoral approach with a politically strong
and technically competent lead agency to coordinate contributions
by the many government departments across which road safety
responsibilities tend to be diffused: transport, interior, police,
health, and education, among others. The goal should be to prevent
the occurrence of injury, minimize the severity of injury when traffic
injuries occur, and prevent lasting disability in the aftermath.

The report concludes that growing urbanization, accelerating growth in
the number of vehicles, and patchy efforts to legislate and enforce
road safety measures result in continued growth of road injuries and
fatalities, and the time has arrived to support concerted efforts
to make roads in ECA countries safer. Together with seven other
development banks, on November 11, 2009, the World Bank issued a joint
statement ahead of the Global Ministerial Conference on Road Safety,
outlining a broad package of measures that each institution would
implement to reduce an alarming rise in the number of road injuries
fatalities and disability in low and middle income countries.

The ECA countries include Albania, Armenia, Azerbaijan, Belarus, Bosnia
and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, FYR
Macedonia, Georgia, Hungary, Kazakhstan, Kosovo, the Kyrgyz Republic,
Latvia, Lithuania, Moldova, Montenegro, Poland, Romania, the Russian
Federation, Serbia, the Slovak Republic, Slovenia, Tajikistan, Turkey,
Turkmenistan, Ukraine, and Uzbekistan.

The book with His Holiness Aram I, the head of the Catholicosate of
the Great House of Cilicia statements is published, Antelias News
agency reports.

The dignitary however did not participate himself in the publication
process ,and learnt of the book from Karnik Koyounian, the priest of
St. Hagop Church in Montreal.

Koyounian presented him the book with statements, expressions voiced
in a dialogue with youth representatives within last two years. It
says about Aram I attempts to respond to their concerns, covering
the activity and mission of Armenian Church today.

The book appears in Armenian, English and French.
