YEREVAN (Yerkir)-The Armenia-Turkey protocols are being used to
pressure Armenia on the Karabakh issue, said Armenian Revolutionary
Federation Political Affairs Director Giro Manoyan, reiterating his
party’s position that since Turkey has changed the rules of the game,
Armenia should pull out from the process or say that they have failed.

According to Manoyan, who was speaking at a press conference Tuesday,
the Karabakh conflict resolution process would have been very different
if Turkey did not place the preconditions on the protocol ratification
process.

The current climate of pressure on Armenia allowed Azeri President
Ilham Aliyev to go a step further and, on the eve of scheduled talks
with his Armenian counterpart, make military threats against Armenia,
said Manoyan who went on to criticize Armenia’s official handling of
this situation and other such incidents during this tense diplomatic
process.

Manoyan pointed out that Armenia’s response to the Azeri president’s
remarks was insufficient. He argued that it was unsatisfactory for
the president’s spokesperson to announce that Armenia will recognize
Karabakh’s independence in the event of military aggression by
Azerbaijan, explaining that in the event of an Azeri attack, Armenia
should be calling for uniting Armenia with Karabakh.

The ARF leader also criticized other announcements by Armenian
officials, whereby Aliyev’s statements were characterized as "for
domestic consumption."

"What does it mean that it is for internal consumption when we can
hear it too," said Manoyan, stressing the importance of an effective
response from the Armenian authorities.

The presidents of Azerbaijan and Armenia have abstained from commenting
on the their recent meeting in Germany and the mediators say only that
the negotiations on Karabakh will continue. What do you think about
the prospects of a settlement, bearing in mind Aliyev’s statement
before the talks that the meeting in Munich will be decisive?

First of all, I would like to say that the meeting in Munich was the
first meeting of the Azerbaijani and Armenian leaders since the signing
of the Armenian-Turkish protocols in Zurich. After the protocols were
signed, the geopolitical situation and relations between Turkey and
Azerbaijan became rather strained. Our harsh reaction to Turkey’s
move attracted attention not only from the Turks but also from the
leading Western countries. Therefore, considering the background to
the presidents’ Munich talks, I think we can expect some invigoration
and dynamism from this meeting.

In other words you think that the thaw in Turkish-Armenian relations
may have a positive influence on negotiations over Karabakh?

The very fact of the signing of the Zurich protocols damages
Azerbaijan’s interests. But the situation that followed the signing and
our harsh reaction to the signing of the document without Azerbaijan’s
interests being taken into account, the further position of Turkey
and the role of the superpowers that were behind the signatories in
Zurich prove that the situation differs from before.

The West has felt Azerbaijan’s harsh reaction. Moreover, the
Azerbaijani president spoke bluntly before the refugees. For the
first time, he said if the meeting in Munich is ineffective we will
think about stopping the negotiations and taking other actions against
the aggressor.

Do you think he meant that war is possible?

I don’t want to make such emphatic statements. But there is a certain
logic, the political logic of relations between the conflict parties.

If a party that occupied part of the land of another country has
been holding negotiations for about two decades, logic says if the
occupying country is unable and unwilling to make concessions, this
forces the occupied country to liberate its lands. It is not war. It
is Azerbaijan’s legal right to liberate its lands. We are not laying
claims on others’ lands, we are speaking of the liberation of the
occupied Azerbaijani land. And I do not rule out military action if
the negotiations are fruitless.

Is it possible to expect the Armenians to make concessions after
president Aliyev’s remarks about the possible resumption of war if
the negotiations in Munich fail?

I would like to say that even before and after the remarks I do not
trust the Armenian side as we understand that Armenia is unable to
take action independently. Much depends on the leading states, the
superpowers and, first of all, the OSCE Minsk Group co-chairs. It is
clear that achievements will depend on their pressure, their intention
to influence Armenia. Let’s recall the recent past. I do not remember
the Azerbaijani president making such emphatic statements about the
liberation of Azerbaijani lands. This is a limit. This is a boundary
that Azerbaijan is unlikely to cross. Therefore, I want to hope and
I think Azerbaijan will be heard and understood. And the countries
backing Armenia should understand that Azerbaijan is quite determined
and it has all grounds for this determination both in terms of politics
and international law.

statement, the RA president-lead Armenian delegation should have
refused from meeting in Munich, according to ARF Dashnaktsutyun
parliamentary group leader Vahan Hovhannesian.

"Aliyev’s ultimatum prevents any possibility of peace talks on Karabakh
conflict settlement," he told a news conference in Yerevan.

"It put paid to Meindorf Declaration, stipulating for peaceful conflict
settlement, whereas Azeri president openly spoke of willingness to
use force."

"So, Co-Chairs’ statements on the progress registered during the
negotiations are unreliable," Mr. Hovhannesian concluded.

Program, the bank’s press service reported.

Within EBRD Co-financing Program framework, Armeconombank continues
active long – and medium-term financing of trade and manufacturing

STEPANAKERT (ARF Press Office)-The Armenian Revolutionary Federation
Artsakh organization over the weekend held its 16th Regional
Convention, at the conclusion of which a statement was issued.

The translated text of the announcement follows:

The current developments in Armenian-Turkish relations contradict the
interests of the Republic of Armenia, the Nagorno Karabakh Republic
and Armenians worldwide. The humiliating and dangerous preconditions
inherent in the signed protocols, as well as new statements constantly
being voiced by Turkish ruling circles prove that Turkey’s goal is
to weaken Armenian nation and to force new concessions. It is also
obvious that an attempt is being made to create a schism within the
Armenia-Artsakh-Diaspora united front.

On the other hand, the recent discussion over the so-called Madrid
Principles is proof of the increasing pressures upon Armenia on the
Karabakh issue. However, no coercion or bellicose threat can make
the Armenians relinquish their national interests.

We would like to emphasize that the Armenian Cause is not a struggle of
separate entities in the Armenian reality, but rather it is a struggle
for the fate of independent statehood and the existence of the entire
Armenian nation. The dignified victory achieved with the efforts of
all Armenians on the Artsakh front is not subject to bargaining.

The Artsakh ARF organization will continue the just struggle for the
rights of all Armenians.

Nov. 24, 2009 RA President Serzh Sargsyan met with CSTO Secretary
General Nikolai Bordyuzha. The development of CSTO statutory acts
will be completed shortly and the organization will become a structure
ensuring maximum security of CSTO member states.

Serzh Sargsyan thanked Nikolai Bordyuzha for the efficient joint
efforts, expressing his gratitude for the cooperation within CSTO
framework, meanwhile outlining serious work done recently, RA
presidential press service informed NEWS.am.

"Most probably it is the first good sign, when so called oral decision
turned into a document in such short period. CSTO Collective Rapid
Reaction Forces were not only set up, but the more — military
maneuvers were conducted," Serzh Sargsyan noted.

RA President signed a decree to present Nikolai Bordyuzha with a
state Order of Honor.

celebration of the 10th anniversary of "Orer" European magazine.

During the ceremony, violinists from Prague Armen Sargsyan and Anna
Hambadrdzumyan played music and young singer Varine Lazarian performed
Armenian and Italian songs.

In his speech, Ashot Vanesyan, Head of Prague Office of Armenian
Ambassador to Austria, said " ‘Orer’ magazine contributed to the
strengthening Eastern European-, particularly, Czech-Armenians’
ties with their homeland, since it is published in Western Armenian
language and elucidates the problems of European Armenians."

Diaspora Minister Hranush Hakobyan’s statement was also read
out. "I am sure that apart from being the most popular magazine for
Czech-Armenians. ‘Orer’ also serves as an unbreakable bridge between
Armenia and Diaspora. I wish the magazine to continue enjoying
popularity both among Diaspora readers and Armenian population,"
Minister Hakobyan said in her address.

At the end of party, singer Gayane Sokhakyan performed Armenian
folk songs, and own compositions, as well as pieces from Greek and
jazz music.

The Iranian and Armenian Foreign Ministries Consular Affairs
administrations are holding their sixth joint meeting in Tehran. The
sides are discussing simplifying the visa regime between the two
countries, the Iranian television Web site iribnews reported.

During the meeting, discussions have covered simplifying the visa
regime, reducing visa duties, developing economic relations,
facilitating student exchange programs, improving juridical
cooperation, exchanging prisoners, combating drug use and enhancing
border police cooperation.

"Similar meetings are very useful for solving problems between the
two countries," Iranian Foreign Ministry Consul Affairs Administration
Chief Huseyn Mirfahhar said.

At the end of the meeting the Iranian and Armenian administration
heads will sign a memorandum.

and the European Bank for Reconstruction and Development (EBRD) will
be signed November 25, 2009 in Yerevan, press office of STAR reports.

Under the contract, STAR will receive from EBRD a credit. As STAR’s
Executive Director Vahan Kerobyan said, funds will be directed to
fulfill financial obligations with suppliers, open new branches of
supermarkets and reconstruct existing ones, as well as to strengthen
the working capital.
