Turkish FMs meeting in Greek capital which is to host OSCE Foreign
Minister’s conference on December 1-2, said Turkish Foreign Ministry’s
official representantative Burak Ozugergin. For the time being,
meeting in 3+2 format (OSCE MG and Armenian and Azeri FMs) has been
specified, he noted.

"We have no agreement with Armenian side for now. I don’t say no;
I say there are no specific plans for now," Anatolian News Agency
quotes Turkish official as saying.

Armenian decent may be appointed to the post of expert in EU General
Secretariat under Minister for EU Affairs Egemen Bagis.

Among 115 contenders, Leo Suren Alepli was elected for the post. In
case of passing his exam, he may become Turkey’s public servant on EU
Affairs, Turkish Hurriyet reports. "But the last word," the newspaper
says, "will rest with Turkish intelligence services which will conduct
an oral interview with Leo Suren."

In case of receiving approval, Leo Suren Alepli will be the first
non-Turkish citizen to hold a public post.

They made it clear for the "militant" president that in this historical
period his words are inappropriate.

The meeting between the Presidents of Armenia and Azerbaijan in
Munich is over, giving rise to the already accumulated problems of
Karabakh settlement and adding to them, one might say, some unexpected
processes. After the meeting, reporters were of different opinions
about whether the meeting ended as usual, with yet another statement
issued by the OSCE Minsk Group co-chairs. But is it really so?

/PanARMENIAN.Net/ Let us begin with the information that the meeting,
or rather its threshold, was "marred" by ordinary sharp and bellicose
statements of the Azerbaijani President. "We will liberate our
lands by force" declared the Azerbaijani President before every
Sargsyan-Aliyev meeting, but these statements were paid absolutely
no attention to. However, this time exactly with this declaration the
world media began their reports from Munich. One could even say that
they took the Aliyev threats very seriously, and, as a consequence,
the tone of the publications changed. They made it clear for the
"militant" president that in this historical period his words
are inappropriate. Moreover, they can actually provoke a war that
would not in the best way affect not only the region (which is last
thought about), but also the mediators, namely Russia, France and the
United States. To be honest, the war in the Caucasus is beneficial
only to Russia, which at one stroke can regain her lost positions,
irrespective of who will win the war. The fact that the number of
estimated losses of the Azerbaijani army has been voiced, suggests the
actual possibility of a military solution to the conflict, or rather,
the possibility of yet another defeat of the Azerbaijani army. We do
not yet say that war is inevitable, but the conflicting parties may be
put before this fact too. What will Ilham Aliyev and his entourage do,
if it doesn’t come out as he wants it to, but as it should? Examples
are apparent: Heydar Aliyev successfully lost the war and signed a
cease-fire agreement, immediately promising his people that he would
"return the lands". Oops! He didn’t manage. The same fate awaits
his son.

Generally speaking, we do not want to take seriously any of Ilham
Aliyev’s statements, and it is at first sight strange that all the
interested parties should have made a fuss over this statement. In the
words of Vafa Guluzade, who has long been close to the Aliyev family
and knows them quite well, in reality the position of the parties
remains unchanged. "Armenia insists on unification or independence of
Nagorno-Karabakh, but Azerbaijan refuses. As far as some new elements
are concerned, they are not so noteworthy," declared Guluzade.

Touching upon the reasons for extremely harsh statements issued by the
Azerbaijani authorities on the possibility of ending the negotiation
process and resuming military actions, Guluzade quoted the OSCE Minsk
Group Russian Co-Chair Yuri Merzlyakov, who had stressed that such
statements are purely for internal use.

Well, maybe this time the statements were not so much for internal use,
but no good came of them either. War in the region is beneficial to no
one, and especially to Azerbaijan. Meanwhile, few people noticed that
almost all the publications of the world media said, yet disguised,
that it is the war of Karabakh Armenians, who proclaimed independence
and behind whom stands Armenia. The terminology "war between Armenia
and Azerbaijan" gradually gives way to "negotiations between Baku and
Stepanakert". And the only essential thing now to do is to ensure
security of communications and stability in the region that faces
a more serious threat: the possible establishment of "Independent
Kurdistan" by the United States. That’s when really neither Turkey
nor Iran or Syria and especially Ilham Aliyev will be in the mood
to occupy themselves with Karabakh issues. The recently signed pact
between Turkey, Syria and Iran aimed exactly against the establishment
of a Kurdish state. So, the world powers are concerned about itt,
and not about "the efforts of the Minsk Group", which somehow or
other does its job. Moreover, this activity is not honorary for the
mediating countries. Money begins to flow like water, when there is
the possibility of military solution to a conflict, as it was the
case with the former Yugoslavia.

Nalbandyan, at the invitation of the Japanese government, pays an
official visit to Japan November 25-27. Foreign Ministry’s Press and
Information Department told Armenpress that the minister will met with
throne heir Narohito, his Japanese counterpart Kazuya Ogata. Edward
Nalbandyan will also deliver a lecture in Japanese International
Relations Institute.

In Tokyo the minister will also conduct meetings in the Japanese
parliament and Japanese foreign trade organization.

YEREVAN, NOVEMBER 25, ARMENPRESS: In 2010 Kazakhstan will assume the
chairmanship of the OSCE. On this occasion a discussion was conducted
today in Yerevan organized by the embassy of Kazakhstan in Armenia and
Analytical Center of Globalization and Regional Development. Diplomats
accredited in Armenia, political analysts, parliamentarians and other
officials participated in the discussion.

During the event Kazakhstan’s opportunities and speeches on the
prospects of the coming chairmanship of the OSCE were presented.

Head of the Analytical Center of Globalization and Regional Development
Stepan Grigoryan said that Kazakhstan has always come forth with
important and interesting initiatives, thus its chairmanship will be
beneficial for all the member countries.

S. Grigoryan noted that Armenian-Kazakh relations have always been
on a high level and that country’s chairmanship will promote their
development.

Head of the OSCE Yerevan Office Sergey Kapinos said that Kazakhstan is
the country which has equal attitude toward all the OSCE countries:
its chairmanship may be an impetus for the solution of issues the
organization is facing.

Charge d’affaires of Kazakh embassy in Armenia Nurbolat Alimbayev
said that Kazakhstan assumes a big responsibility. "We will take
into consideration the opinion of all our partners. As to Armenia,
Kazakhstan is interested in boosting cooperation with it in different
spheres. Of course there are difficulties which first of all are
connected with the economic cooperation. The trade turnover between
the two countries makes 2,5 million USD. We hope that the situation
will improve," he said.

"ArmRusgasprom" company and met with the company’s working staff.

An official from the company told Armenpress that welcoming the guest
and expressing gratitude for accepting the invitation Chairman and
Director General of "ArmRusgasprom" administration Karen Karapetyan
thoroughly presented the company’s activity and financial-economic
indexes and noted that today the company is leading by its large
quantity of regulatory capital, actives and main means.

The investment package of the recent years makes over $ 750 million;
the main investments are directed toward the implementation of two
extensive programs of gas-energy sphere and of strategic significance
– the construction of Iran-Armenia gas pipeline and the updating of
the fifth energy block of Hrazdan’s thermo-power plant.

According to K. Karapetyan, one of the tasks the company is to fulfill
is business diversification and dynamic development, and its strategic
goal is to become a gas-energy company of regional significance, as
the present potential creates serious opportunities of being involved
in regional energy programs.

Expressing his gratification on the meeting Russian Ambassador
Vyacheslav Kovalenko noted that there is a bilateral interest in
strengthening the Armenian-Russian cooperation in all directions
and first of all in economic and energy spheres. The activity of
"ArmRusgasprom" is one of the best manifestations of that cooperation.

delegation of the European Bank for Reconstruction and Development
(EBRD) discussed the prospect of development of Yerevan urban
infrastructures. The sides will cooperate on projects of developing
metro and trolleybus parks, as well as on the issues of chargeable
parking and landfill. EBRD will provide consultation support and
loaning means.

Media and Information Department of Yerevan municipality told
Armenpress that EBRD Director General of Southeast Europe, Caucasus
and Middle Asian countries Olivye Decamp noted that the successful
negotiations help to start the implementation of projects quickly, the
document on which by the initial agreement will be signed in January.

Yerevan Mayor Gagik Beglaryan proposed to start from the small-volume
projects in order the extensive investments are spent more
purposefully.

The experts of the sides will discuss the projects and the legislative
documents regulating the spheres including them and will report all
the proposals.

ministers Nerses Yeritsyan and Tigran Davtyan as well as head of the
government’s staff David Sargsyan presented applications for becoming
members of the Armenian Republican Party.

Secretary of the party’s parliamentary faction Eduard Sharmazanov
assessed this step as logical as the ministers are members of the
political team headed by the President of Armenia Serzh Sargsyan and
before the November 28 assembly decided to become members of the party.

"I consider it normal, it is a decision of each one. It is also
logical as we are members of the same political team. As member of
the Republican Party I am happy that the party is being filled with
professionals, and I think that our party work will more consolidate
our statehood and will help in solving those issues which the society
faces," Sharmazanov said.

In the coming days the ministers and head of government’s staff will
get their Party-membership cards.
