disseminated November 27 a statement entitled "Let’s wake up and
get ready for defense and retaliation" in connection with recent
bellicose statement of Azeri high-ranking officials. The statement
characterizes the recent bellicose statement of Azeri president as
a challenge to the Republic of Armenia and Artsakh.

"The Azerbaijani leadership’s belligerent rhetoric and threats to
resume the war have become more frequent recently. On the eve of
the November 22 Munich meeting between the Armenian and Azerbaijani
presidents, Ilham Aliyev stated that in case the meeting fails again
to produce progress in the Karabakh settlement this time, Azerbaijan
will resort to settling the conflict by military means. On November
25, Azerbaijani Defense Minister Safar Abiyev said that Azerbaijan
sees no other way of settling the conflict than by military means.

Under these circumstances, we consider it very dangerous that the
serious challenges that the republics of Nagorno Karabakh and Armenia
are facing are ignored, and that those statements are deemed as
propaganda only.

We, the young members of the Heritage party, considering peace as
precious value, and realizing that a war would lead to significant
destruction and loss of lives to the both sides, reject any military
settlement of the conflict, and condemn the Azerbaijani leadership’s
attempts to provoke a war by engaging its own people in a war
hysteria. Nevertheless, we think that the best way to prevent a war
is to be prepared for one. To be ready for a possible resumption of
the war on the Artsakh front, the two Armenian states and societies
should initiate adequate extraordinary actions.

We call on: – The National Assembly to immediately recognize the
Nagorno Karabakh Republic, setting up conditions for recognizing the
NKR by the Armenian government at an appropriate time, as well as for
signing bilateral agreements between the Republic of Armenia and the
NKR in all fields, including the defense and security fields;

– The Armenian cabinet to review the 2010 state budget and, at least,
reinstate defense expenditure of the 2009 budget, as well as increase
significantly the overall size of loans to the NKR;

– The Republic of Armenia and NKR defense ministries: 1. Organize
trainings and exercises among the entire adult population for enhancing
civil defense combat skills; 2. Develop a functional plan for the
government-civil society cooperation in war time and present this
plan to the public;

– The Armenian Foreign Ministry to send an official note to the
Foreign Ministry of the Russian Federation, that is considered to
be Armenia’s ally and strategic partner in the Collective Security
Treaty Organization, demanding that any military supplies and
cooperation under the 2006 and 2008 agreements between Moscow and
Baku be discontinued immediately;

– The youth of Armenia, Artsakh and Diaspora unite not allow any
unilateral concession in the Artsakh issue, and if needed, defend
our victories with arms;

– Youth organizations of the Armenian political parties to organize
meetings to discuss the situation on Artsakh.

All these actions will be helpful even if the Azerbaijani leadership’s
threats to resume the war are only propaganda. Otherwise, if Azerbaijan
unleashes a new war against the NKR and the Republic of Armenia, the
Armenian armed forces will reinstate the previous victories and would
not reserve to self-defense only but will turn to counterattacks and
liberate the Armenia Gardman, including Gandzak, as well as Nakhijevan,
securing new buffer zones for the security of Armenia and Artsakh.

" Robert Getikyan film director, author of "The Criminal Army"
said. Robert Getikian advised to memorize a poem of Louis Aragon
about national hero of France Misak Manushian.

Misak Manushian – French anti-fascist of Armenian origin once wrote
"I don’t hate the German people. For me it is a very important aspect,
because my mother is a German".

Born in the city of Adiyaman (Turkey), September 1, 1906 Misak
Manushian witnessed the Armenian Genocide. Then Misak was an orphan
in Syria. In 1925 he emigrated to France and lived in Marseilles and
Paris, worked at the Citroen factory. With Armenian compatriots he
published a magazine advocating left ideas and Armenian culture among
emigrants. Together with his wife Meline Manushian he participated
in French Resistance against the invaders, he was an activist of the
Immigrant Labor’s Armenian section. In August 1943 a group under
Manushian command made almost thirty successful attacks against
the German occupiers. The notorious Nazi "Red Poster", published in
15,000 copies, portrayed Manushian: "Manushian, an Armenian, a leader
of the gang, 56 attacks, 150 killed, 600 wounded".

He was arrested by the German command, tortured and executed after 3
months, along with 21 members of his group ("Group of Manushian"). He
was posthumously awarded the Order of the Legion of Honor. Streets,
squares in Paris, Valence, Marseilles, Gardanne, Yerevan and other
places were named after Manushian.

the Embassy of Germany in Armenia.

"The embassy provided people with extracted cords equipment enabling
them to hear the throaty voice, organized a two-week master classes
the speech therapist from Germany for local professionals, " chief
speech therapist of Armenia Siranush Karapetyan said.

The 2-week master classes were attended by 40 local speech therapists
and students from Yerevan State Pedagogical University and Yerevan
State Medical University.

According to the chairman of the Union of people with extracted
cords Khachik Badalyan , the number of people with extracted cords
in Armenia surpass 3,5 thousand.

the efforts of the Armenian police to combat illegal migration
through the donation of computer equipment and two vehicles, worth a
total of about $70,000. The donation ceremony was attended by Deputy
Chief of Mission Joseph Pennington on behalf of the U.S. Embassy and,
on behalf of the Government of Armenia, by Deputy Chief of Police,
lieutenant-general Hovhannes Hunanyan. "Since Armenia’s gaining
independence, we have been collaborating with US Embassy in Armenia.

United States is the first country we started cooperation with,"
Hovhannes Hunanyan told a PanARMENIAN.Net reporter.

Handing vehicle keys to Police Deputy Chief, United States Vice
Ambassador said, "Such donation is a sign of US Administration’s
trust in Armenia’s Police. I would like to emphasize that our efforts
are also directed at combating trafficking, illegal drug circulation

The donated equipment is only part of the U.S. Government’s
comprehensive law enforcement assistance program in the Republic

"This institution has established since 1994. Numerous programs with

Manager, Russia’s Natural Sciences Academy professor Andranik Voskanyan
said at November 27 news conference.

According to professor, mortality rate for asthmatics comprised 4 out
of 100 000 people before 1998-99. With the appearance of medicines,
controlling asthma attacks, mortality rate was decreased by four
times. "In our country, anti-asthma drugs are provided free-of -charge
for children under 14 as well as adults receiving treatment within
governmental order frameworks," Andranik Voskanyan noted.

Andranik Voskanyan named natural methods like solar treatment,
aerotherapy, thalassotherapy to be effective in asthma treatment. "We
should stop obsessing about respiratory viruses, including H1N1. They
may trigger the disease, but not more or less than other factors,"
