RIZHKOV: ARMENIAN RAILWAYS HAVE GREAT ROOM FOR DEVELOPMENT

YEREVAN, November 10. /ARKA/. Nikolay Rizhkov, a member of Russian
Federation Council (upper chamber) and co-chair of Armenian-Russian
inter-parliamentary commission, thinks Armenian railways have great
room for development.

"Plenty has been done for railway development in Armenia since my
last year’s visit to this country. I am glad that railway transport
got a new impetus in Armenia. I hope for its further development,"
he said Monday at his meeting with South-Caucasian Railways’ workers.

Rizhkov pointed out the personal contribution of South-Caucasian
Director General Shevket Shaydullin to development of railways
in Armenia.

In his opinion, railway transport is vigorously developing in
Armenia now.

He said dilapidated and dysfunctional railways in Armenia have been
revived and have already started operating.

South-Caucasian Railway, fully owned by the Russian Railways Company,

is the concession manager of the Armenian Railway Company.

Armenian Railway has been handed over to the South-Caucasian Railways
CJSC for 30 years with a right for one-decade prolongation.

Yerevan (Yerkir) – EU Special Representative for South Caucasus Peter
Semneby, in an inteview with the Russian newspaper Kommersant, has
said that it is a good development that Armenian-Turkish negotiations
are in progress.

"Armenia-Turkish border’s opening can become a first step to overcome
the abnormal situation when three longest borders of the region are
closed. These borders are those between Turkey and Armenia, Azerbaijan
and Armenia, and between Georgia and Russia. These developments hinder
growth," Semneby said. "Current Armenian-Turkish relations may now
bring breakthrough although ratification, surely, will be complicated.

But these developments are in Armenia’s and Turkey’s interests. And
I believe the same for Azerbaijan as it is interested in open borders
in region."

The war in Georgia showed that South Caucasus states are vulnerable.

This can be overcome if we solve these matters, he went on saying.

"Sure, it is a problem and an unacceptable stuff that Russia has
recognized South Osetia and Abkhazia. We will have talks on this issue
involving Russia in discussions. Anyway we have common priorities
in other areas, so our disagreement with Russia cannot hinder our
cooperation aimed at overcoming other conflicts," he said.

He added: "I am confident, Armenian leadership holds with me and the
present status-quo of Nagorno-Karabakh is not in Armenia’s interests,
that cannot last forever."

YEREVAN (Yerkir)-The Armenian population outside the capital of Yerevan
is uninformed about the Armenia-Turkey protocols and the dangers
they pose for the future of Armenia, said Armenian Revolutionary
Federation parliamentary bloc member Ara Nranian, who added that his
party has initiated an intensive effort to engage the two-thirds of
the population in the process.

Speaking at a press conference Tuesday, Nranian told reporters that
the information that is received in the regions outside of the capital
is mainly one-sided and that aside from Armenia’s state television,
the public does not have access to other media.

"When you speak to the residents of the regions, it becomes evident
that they are not informed about the [protocols] process," said
Nranian.

The ARF legislator emphasized the importance of engaging the population
in the regions because their lives and livelihood would be directly
impacted by the outcome of the protocols. Only after discussions and
presentations do people that the protocols would be detrimental to
them, explained Nranian.

He also hinted that there were "cracks" in the so-called majority of
the parliament, explaining that even members of the ruling Republican
Party have misgivings about the protocols, but were afraid to express
them for fear of dissenting from the party’s official line.

MOSCOW, November 10 (RIA Novosti) – Ten countries have applied for
licenses to construct plants to produce Kalashnikov assault rifles,
a deputy CEO of Russia’s state arms exporter Rosoboronexport said
Tuesday.

Rosoboronexport is currently fulfilling a 2005 contract to build a
Kalashnikov plant in Venezuela.

"In the past few years, ten foreign states have applied to Russia
for the creation of facilities on their territories to build licensed
Kalashnikov AK-100 series assault rifles," Igor Sevastyanov said.

Sevastyanov did not specify which countries had applied, noting
only that they included Latin American and Middle East states. He
said some clients want plants built from scratch and others want
production upgraded.

Mikhail Kalashnikov, the Russian inventor of the AK-47 assault rifle,
turned 90 on Tuesday.

Then-Soviet soldier Kalashnikov was inspired to design the weapon
after being wounded in 1941 during WWII. While his first attempts were
deemed unsuccessful, he was given a position in weapons development,
and by 1947 he had perfected his masterpiece.

Rosoboronexport chief Anatoly Isaikin earlier noted the huge number
of unlicensed Kalashnikov rifles produced all over the world.

"There are about 100 million Kalashnikov assault rifles worldwide,
of which half are counterfeit, i.e. produced without licenses,
patents or intergovernmental agreements," he said.

ArmInfo. The issue of preservation of the Armenian identity is the
major problem of the Armenian community of Russia’s Kaliningrad
region, Chairman of the Armenian Regional National-Cultural Autonomy
of Kaliningrad region Felix Gevorgyan said during the meeting of
representatives of the Armenian community with Armenia’s Minister of
Culture Hasmik Poghosyan and Minister of Diaspora Hranush Hakopyan,
ArmInfo correspondent reports from Kaliningrad. To note, Mayor of
Yerevan Gagik Beglaryan also took part in the meeting. The ministers’
meeting was organized within the frames of Armenian President Serzh
Sargsyan’s visit to Kaliningrad region.

According to F. Gevorgyan, this is a historical event, when president
of Armenia personally visits a region where 15,000 Armenians live. F.

Gevorgyan emphasized the importance of the Armenian Cultural Center
in Kaliningrad, in the opening ceremony of which S. Sargsyan will
take part. Gevorgyan thanked the Ministry of Culture, as well as the
Ministry of Education and Science of Armenia for the assistance.

In her turn, Minister of Culture of Armenia H. Poghosyan emphasized
that the Ministry activated the cooperation with the Armenian
communities of Russia’s regions in 2009. She urged the community
representatives to be more active and present their proposals and
initiatives to the Ministry. ‘We are always ready to assist you’, she
said. Moreover, H. Poghosyan said that an agreement of cooperation on
specific directions will be signed between the Armenian and Russian
Culture Ministries in Moscow on November 11.

ArmInfo. The relations between Armenia and Hungary envisage not only
political cooperation, but also cooperation in various spheres,
particularly, between the two countries foreign ministries and
parliaments, President of Hungary Laszlo Solyom said in Budapest,
Monday, when making a statement for Armenian and Hungarian mass
media representatives.

To note, Armenian President Serzh Sargsyan, who is currently in
Hungary on a state visit, invited his Hungarian counterpart to visit
Armenia. The invitation was accepted with gratitude.

L.Solyom stressed the significance of economic cooperation, which is
proved by the agreements in the economic spheres signed on Nov 9.

Speaking of the important role of Armenian community of Hungary, Solyom
pointed out that Armenians living in Hungary are still contributing
to development of the country.

Touching upon the Karabakh peace process, Solyom said that Hungary
welcomes Armenia’s open policy in this matter. As an EU member state,
Hungary is ready to contribute to peaceful settlement of the conflict,
Solyom stressed.

Concerning the normalization of Armenian-Turkish relations, the
Hungarian President said that this process must be peaceful. The
opening of the Armenian-Turkish border will open a new window for
Armenia into Europe.

Solyom expressed hope that both the Armenian-Turkish normalization
and the Nagorno-Karabakh settlement processes will give results.

The recurrent sitting of the Coucnil of Defense Ministers of the
CIS participating states will be held today in Dushanbe, the capital
of Tajikistan.

The delegation headed by the Defense Minister of Armenia, Seyran
Ohanyan, has left for Dushanbe to participate in the sitting, Press
Department of the Armenian Ministry of Defense reported.

The Council will discus military cooperation between the CIS member
states and approve the 2010 agenda, as well as moves to develop a
united air defense system by 2015.

Foreign Ministers Of Armenia And Switzerland Discuss Topical Issues

FOREIGN MINISTERS OF ARMENIA AND SWITZERLAND DISCUSS TOPICAL ISSUES OF BILATERAL COOPERATION

ArmInfo. Foreign Ministers of Armenia and Switzerland Edward Nalbandyan
and Micheline Calmy-Rey met in Berne on November 10.

As Armenia’s Foreign Ministry press service reports, the two foreign
ministers discussed a number of issues of cooperation in different
spheres, as well as a number of regional and international issues.

The parties noted with satisfaction that the relations between the two
countries experienced an unprecedented development over the last year,
that is indicated by the meeting of Presidents Serzh Sargsyan and
Hans-Rudolf Merz, a score of negotiations between foreign ministers
and Switzerland’s mediation in the process of normalization of the
Armenian-Turkish relations. Development of relations was also marked by
appointment of Charles Aznavour Ambassador of Armenia to Switzerland,
as well as by establishment of the Swiss diplomatic representation
in Yerevan.

The foreign ministers highly appreciated the dynamics of development
of relations, as well as emphasized the importance of organizing
high-level visits and extension of the contract-legal base. The
parties noted the efficient cooperation between the two Foreign
Ministries and agreed to hold periodical consultations. They also
discussed an opportunity of extending the cooperation within the
frames of international organizations. In the context of the upcoming
chairmanship of Switzerland in CE, the parties exchanged opinions on
the issues of the agenda, as well as on a number of practical tasks.

The two foreign ministers agreed to take steps for stimulation of
the trade-economic relations and emphasized the importance of the
initiatives by business- circles.

Having touched on the process of normalization of the Armenian-Turkish
relations, E. Nalbandyan thanked Switzerland for its mediation.

According to him, Switzerland assumed a mission which simultaneously
requires will, restraint, imagination, carefulness and patience,
and it honourably fulfilled that mission. The parties also discussed
the issues of the South Caucasus region.

A number of documents were also signed within the frames of the visit.

In particular, the foreign ministers of Armenia and Switzerland
signed an Agreement between the two country governments on regular
air communication and an Agreement on cancellation of a requirement of
entry visas available for the persons with diplomatic passports. The
two foreign ministers gave a joint press-conference after the document
signing ceremony.

press at a joint news conference with his Hungarian counterpart Laszlo
Solyom. President Sargsyan stated:

"Ladies and Gentlemen:

I express my heartfelt gratitude to my colleague, President of the
Republic of Hungary Lazslo Solyom, for hosting me in Hungary on a
state visit.

Mr. President,

Your hospitality and state status of this visit underscored once
again your determination to move the centuries-long Armenian-Hungarian
friendship into the realm of interstate partnership.

Armenia attaches great importance to the further development of the
Armenian-Hungarian relations in political, economic, and cultural
areas. During the meetings, which were conducted in the atmosphere
of friendship and constructive approach, together with the President
of Hungary we discussed the current stage of our interstate relations
and their perspectives, exchanged views on international and regional
issues of mutual interest. We stressed the necessity to maintain
the continuity of our political dialogue, discussed promising
areas for economic cooperation, and underlined the important role
of rich cultural heritage of the Armenian and Hungarian peoples in
strengthening relations between our two countries.

Taking into consideration the fact that Hungary is an EU country, while
Armenia is involved in the initiatives which facilitate cooperation
with the EU structures, we reached the agreement to view possibilities
of cooperation within that framework, as well as in the framework of
the European Neighborhood and Eastern Partnership programs.

We are confident that the agreements, which have been signed a little
while ago, will enlarge the scope of bilateral relations and will
create new opportunities for the mutually beneficial cooperation.

Among them I would like to invite special attention to the agreement on
the avoidance of double taxation, which is one of the basic documents
for trade and economic cooperation. The agreements signed in the
areas of justice and agriculture will also bring their contribution
to the development of the multifaceted cooperation between Armenia and
Hungary. I hope, that the Armenian-Hungarian business forum that opens
today in Budapest, as well as contacts and agreements established in
the framework of the forum, will also become a serious impetus for
the strengthening of economic ties between our two countries.

Using this opportunity, I would like to express my gratitude to the
Hungarian justice system for its unequivocal and fair stance regarding
the murder case of the Armenian officer Gurgen Margarian. At the
time of the murder, I was the Defense Minister of Armenia and that
horrendous crime shocked me to the core, as I am sure it shocked
normal people all over the world. It is tragic that the unspeakable
crime such as this one can be praised by some individuals as a heroic
act. I am confident, that had not the Hungarian justice adopted such a
resolute position, that kind of atrocity might be occurring in other
countries as well.

With the President of Hungary we spoke also about a number of regional
issues, stressing the importance of stability and cooperation and the
resolution of the existing conflicts by peaceful means and through
negotiations, based on the principles and norms of international law.

We expressed confidence that the conflicts must be solved based on
just and durable solutions, which is possible only if they are based on
the human rights and peoples’ will rather than on political expediency.

I once again express my gratitude to President Solyom for accepting my
invitation to visit Armenia. I am confident that the reciprocal visit
of President Solyom will allow to continue this high-level dialogue,
sum up the implementation of the reached agreements, and identify
new prospects for the development and deepening of the multifaceted
Armenian-Hungarian relations."
