ArmInfo. On November 9, President of Russia Dmitry Medvedev signed a
Federal law on ratification of the agreement concerning training of
personnel for the law-enforcement, fire-fighting, emergency agencies
and special services of CSTO member-states, CSTO Secretary Vitaly
Strugovets told ArmInfo today.

The agreement provisions determine the personnel preparation procedure,
coordination of specialties and training programmes; introduction of
the list of special services for which the personnel is trained;
signing of the relevant contracts among the parties’ special
services; selection, examination and the procedure of enrollment of
candidates for training; admission on a mutual basis of equivalency
of the recipient party’s documents on graduation from educational
establishments.

The personnel training will be carried out under contracts on a paid,
preferential or unpaid basis. In case of training on a preferential
basis, the training expenses are born by the recipient Party, and the
expenses for maintenance – by the directing Party. In case of unpaid
training, the expenses for training and maintenance are born by the
recipient Party.

Cultural Center in Kaliningrad on November 11. The ceremony will
be attended by Kaliningrad oblast governor Georgy Boos and other
officials.

The building will host a library, Sunday school, consulate, exhibition

ArmInfo. Hungary is not considering possible extradition of Ramil
Safarov to Azerbaijan, a diplomatic source told ArmInfo correspondent.

According to the source, during Nov 9 negotiations in Budapest the
Hungarian party told the Armenian one that the given issue is not on
Hungary’s agenda.

On 19 Feb 2004, 26-year old lieutenant Gourgen Margaryan, who was
passing an English language training course at the National Defense
University of Hungary under a NATO program, was cruelly killed by
Azerbaijani officer Ramil Safarov. The Hungarian court sentenced
the Azerbaijani killer to life imprisonment without parole within
the next 30 years. Azerbaijan doesn’t give up its efforts to gain
Safarov’s extradition to his motherland where, by all appearances,
he will be awarded "a hero’s wreath".

construction of the Iran-Armenia railway will apparently be held in
November 2009.

"RA Ministry of Transport requested the Iranian Ministry of Transport
for a regular trilateral meeting on construction of Iran-Armenia
railway," Minister of Transport Gurgen Sargsyan said during a
news conference on Wednesday when responding to a PanARMENIAN.Net
reporter’s question.

YEREVAN, November 9. /ARKA/. Tourist flow to Armenia grew 5.8% in
Jan-Sept 2009, compared with the same period a year before, Mekhak
Apresyan, chief of Armenian economy ministry’s tourism unit, said
Monday at a press conference in Novosti International Press Centre.

He said 422,8 tourists have visited Armenia for nine months of
this year.

"The pace of tourist inflow slowed down in Jan-Sept 2009, while
over the period between 2001 and 2008 Armenia used to record 25%
growth every year," Apresyan said adding that nevertheless, the
country enjoyed some growth in the mentioned period of this year,
and this is a positive fact.

He said that these results are close to the predicted indicators,
especially taking into account that the world faced 3% average decline
and Europe 10 to 17% fall in Jan-Sept 2009.

"Winter season is coming, but we hope that the growth will continue,
and we won’t record annual decline in tourism area."

Referring to statistical reports, Apresyan said that the tourist
outflow grew 1.2% in Jan-Sept 2009, and tourism inside the country
grew 0.12%.

Apresyan also stressed that despite the global recession, tourists’
expenses in Armenia are virtually remained unchanged – at $700 to
800 per tourist, excluding air fares.

"The majority of travelers to Armenia are above middle-age foreigners,
who live on pensions. They haven’t been impacted by the crisis."

The economy ministry’s figures show that Armenia can expect seven-
to ten-percent tourists inflow growth in 2009.

YEREVAN, NOVEMBER 11, ARMENPRESS: Armenian Foreign Minister Edward
Nalbandyan after the state visit of the Armenian President Serzh
Sargsyan to Hungary left for a short visit to Switzerland. Armenian
Foreign Ministry Media and Information Department told Armenpress that
in Bern Edward Nalbandyan met with his Swiss counterpart Micheline
Calmy-Ray.

During the meeting the sides discussed a number of issues of the
agenda of cooperation between the two countries, referred to regional
and international issues.

The sides noted that during the recent year unprecedented development
of bilateral relations has been registered which may be witnessed
by the meeting of the Armenian President Serzh Sargsyan and Swiss
President Hans-Rudolph Merz, tens of negotiations between the foreign
ministers of the two countries and Swiss mediation in the process of
normalization of relations. The development of relations has been
marked by the appointment of Charles Aznavour Armenian ambassador
to Switzerland and establishment of Swiss diplomatic representation
in Armenia.

Highly assessing the dynamics of development of Armenian-Swiss
relations Edward Nalbandyan and Micheline Calmy-Ray highlighted the
high-level mutual visits, expansion of legal-agreement field as a
guarantee of consolidation of multi-lateral cooperation.

The ministers, highlighting the effective cooperation established by
the two ministries reached agreements to conduct regular consultations,
discuss possibilities of expansion of cooperation in international
organizations.

The interlocutors agreed to undertake steps toward promotion of
trade-economic relations between the two countries.

Referring to the process of normalization of Armenian-Turkish relations
and Switzerland’s mediation Edward Nalbandyan expressed gratitude
for the mediation efforts.

Armenian and Swiss ministers referred to the regional developments
in South Caucasus.

Within the framework of the visit E. Nalbandyan and Micheline Calmy-Ray
signed an agreement on regular air communication and an agreement on
eliminating the demand of having entrance visas for the people with
diplomatic passport. After the signing ceremony the ministers gave
a joint press conference. November 11 Edward Nalbandyan arrived back
to Yerevan.
